This was the message pre
sented overwhelmingly to the
Senate Education Committee
Thursday at a i two-hour
hearing.
The testimony came on sev
eral bills calling for the state
to pump some $3 million into

if it is at hand, does not neces
sarily mean the beginning of
a new rise. They said business
could continue to operate at
present levels, which the
White House estimates are 10
per cent below the, economy s
capacity.
The latest word on how
business is doing came from
the Federal Reserve Board
and the Commerce Depart
ment. The board said Industri
al activity held steady In Feb
ruary, the first month in sev
en with no decline.
The Commerce Department
said housing starts rose 7 per
cent in February, the second
monthly increase in a row.
It lifted the starts to a rate
of 1,154,000 a year.

mony in favor of state finan
cial support came from Cen
tral Oregon, where witnesses
said the state's only operating
community college at Bend is
struggling to exist under the
present local finance plan.

Down in February
Personal income declined in
February because of job cut
backs in a variety of indus
tries, the Commerce Depart
ment reported today.
It said the yearly rale at
which Americans receive in
come of all kinds dipped by
$700 million to $405.9 billion.
This was considered a small
decline for one month even
though it was the fourth con
secutive monthly dip.
Although tho report was not
classed as encouraging by
economists, it did not contra
dict other new business sta
tistics which suggested t h e
recession may have reached
bottom.

Kennedy today ordered an
immediate halt to government
interception of Communist
popaganda mail from behind
the Iron Curtain.
The White House said an
administration review of the
program, which has been in
effect since 1948, ' has dis
closed that it "serves no use
ful intelligence function at
the present time."
In addition, the White
House said that Secretary of
State Dean Rusk has been
concerned about the program
No Opposition To
Megler Bridge
Salem - IUPII - The House
Highways Committee heard
no opposition Thursday to a
bill authorizing the $22 mil
lion Astoria -Megler bridge
over the Columbia river and
adopted amendments meshing
it with a Washington state
bill.
The bill provides that Wash
ington will pay 34.4 per cent
of total costs of the bridge
and Oregon 65.6 per cent.
This was a compromise.
Washington orignally de
manded 75-25, with Oregon
paying the 75 per cent, and
Oregon originally demanded
50-50.
The committee voted unan
imously to send HB1457 out
and have necessary amend
ments engrossed Into it with
the proviso that the bill then
be returned to committee.
This rescinded an earlier
vote of 7-2 to send the bill to
the House floor for action
next week.
Senate Approves
Jobless Pay Bill
Washington - (UP!) - The Sen
ate Thursday night passed
President Kennedy's No. 1
anti-recession program to pay
jobless workers $1 billion in
extra unemployment benefits.
The bill was approved by
an 84-4 roll call vote shortly
before midnight. Only two
Democrats and two Republi
cans voted against it. The
measure now goes to a Senate-House
conference commit
tee to work out a compromise
willi a similar House-passed
bill.
Just before Senate passage,
the lawmakers added two pro
visions that threatened Ken
nedy's hopes of paying out
the first additional benefits
by April 1.
The jobless pay bill would
provide up to 13 extra weeks
of benefits to unemployed
workers who have exhausted
their state payments. This
means some workers could re
ceive as much as 39 weeks
of unemployment benefits.
The program would be fi
nanced by higher taxes on
employers.

House said, the Bureau of
Customs and the Post Office
Department has exercised
"varying degrees of control
. . . concerning the importa
tion of Communist political
propaganda."
"Since 1951 the program
has been extended to a spot
eheck or censorship of all
mail, except first class mail,"
the White House said.
The announcement said the
program's intelligence value
had been "found to be of no
usefulness" as a result of a re
view by the State, Post Of
fice, Treasury and Justice de
partments. The Post Office Department
has estimated that it has
seized 15 million newspapers,
magazines, books and similar
types of mail coming into this
country from Communist
dominated nations.
Prior to 1958 the addressees
were not told that the mail
was being withheld. Since
then they have been notified
and told that while the ma
terial was "ordinarily treated
as nonmailable" it could be
delivered if it had been
ordered by the addressee.
The program aroused a
protest recently from Soviet
newsmen in this country who
complained of delays in re
ceiving their publications.
It also has aroused corn
complaints from American
addressees, including scholar
ly institutions, which have
use for the Iron Curtain publications.
