was scheduled today to open
debate on a sharply altered
version or President Ken
nedy's plan to extend SI bil
lion in emergency unemploy
ment benefits to jobless work
ers. The Senate Finance Com
mittee revised the House-passed
bill Wednesday, virtually
ending administration hopes
to get the measure passed by
Congress and in operation by
April 1.
Provided the Senate passes
its version, the bill would
have to go back to the House
for another vote.
Provision Retained
The Senate bill retained the
House-approved provision to
finance the program by boost
ing from 3.1 to 3.5 per cent
the payroll taxes paid by em
ployers. And the Senate com
mittee went along with the
extra 13 weeks of compensa
tion for workers who have
exhausted regular state bene
fits, but limited total pay
ments to 3!) weeks.
Chief changes wore an
amendment providing that. the
states would get back in' aid
only what they contributed in
higher payroll taxes-and the
committee's stipulation that
the tax boost be made effec
tive this year, instead of in
1062.
Override Expected
Prospects were that the
Senate would override admin
istration objections to the
changes in the House measure
and approve the amended bill.
Other congressional news:
Highways: Rep. John Tabcr
of New York, dean of House
Republicans, said Kennedy's
highway programs would "lax
America's truckers out of busi
ness." Taber told the House
Ways and Means Committee
that if there was a danger the
road program would be de
layed by lack of money, the
federal gasoline tax should be
continued at the present four
cents a gallon.
Payrolls: House members
voted to allow themselves an
extra $6,781 for their staff
payrolls. The action would
mean individual members
could either add a new staff
employee or spread some or
all of the extra allowance
among present employees.
Only 23 congressmen stood to
be counted against the pro
posal out of 367 who had an
swered a quorum call a few
minutes before the vote.

HolIywood-(UPI)-The son of
Douglas Johnson, the unem
ployed janitor who returned
$240,000 cash to the armored
car firm which had lost it,
has been given a summer job
in a movie studio.
Richard Johnson, 16, who
says his ambition is to be
come an actor, will be able
to work around Allied Artists
studios during the summer
and will be considered for
possible movie roles, the stu
dio announced Wednesday.
Richard, a sophomore at
Los Angeles ' high school,
studies dramatics in his spare
time.
His father found the money
last Friday in a bag that tum
bled from a Brink's armored
truck. The firm has offered
him a steady S90-a-wcek job
as a guard and said it would
like to give Richard a college
scholarship.
Johnson said he would an
nounce Monday whether he
will accept Brinks' offers.
