Newbry Explains
'Picketing' Bill

Newbry (R-Talent) said Tuos
day that the bill he introduced
to restrict picketing on farms
"will permit Oregon's second
largest Industry to carry on
its operations without intra
party interference."
The bill would restrict
picketing activities on farms
during planting and Harvest
ing seasons to actual em
ployees of the farmer.
further provides that picket
ing would be limited to an
actual labor dispute involving
wages, hours and working
conditions.
Newbry said the bill is not
designed to pronibit farm
, labor from using the picketing
weapon where there is a real
dispute, nor would it prevent
organized labor from organiz
ing farm laborers. It would,
however, prohibit third party
picketing for purely organi
zational purposes.
Newbry pointed out that
agriculture differs from other
industry in that interruptions
in most Industries results only
in the loss of production and
wages during the interrup
tion, but in agriculture an in
terruption may easily result In
loss of production and wages
for an entire year.
He said the need for the leg
islation has been brought
about by activities of the Ag
ricultural Workers of Cali
fornia in that state. Han-ass-ment
of farmers in California,
according to Newbry, has re
sulted in loss of entire crops
and lias meant unemployment
for many agricultural workers.

Shear said they traveled
