Hearing Slated on
Stray Cat Problem
A hearing on the stray cat
problem in Jackson county
will be held at 2 p.m. Wednes
day, March 15, the county
court has announced.
So far the local Cat Care
Society, lias submitted 71 peti
tions with 934 names request
ing that the hearing be held,
and some measures be adopt
ed to more strictly control the
stray cat population.
"There is a lack of facili
ties and adequate cat control
in the county,' a society
spokesman said. "We hope a
board will be created (in ad
dition to the present Jackson
County Dog Control board) to
work out an efficient and eco
nomical solution."

College Reveals
Expansion Plans
Forest Grove- (UPD -Pacific
University has announced
plans for a 510 million ex
pansion program at the 112-
year-old school.
Dr. Miller A. J. Ritchie.
president of the school, said
the new development would
include additions to the pres
ent library, women's dormi
tory and College of Optom
ery buildings.
Other improvements will
include a new men's dormi
tory, athletic fieldhouse and
swimming pool, science build
ing, student center and chapel
-auditorium. Present build
ings also will be renovated.
To Increase Faculty
Dr. Ritchie told a Found
ers Day audience that the
faculty and staff also would
be increased.
He said funds will be
sought from supporting
churches, foundations, corpo
rations, alumni and others
with some help through gov
ernment loans and grants.
The $10 million includes $5
million for physical expan
sion and $5 million for fac
ulty; equipment and opera
tional support.
Dr. Ritchie, in explaining
purpose of the University,
said that in addition a de
manding intellectual chal
lenge and social orientation,
it sought "to provide a human
climate in which strength ot
character grows and in which
eternal values are found and
made a part of personal commitment."

Majority Assured
For Next 4 Years

Washington - (CQ) - The
Democratic party stands in no
danger of losing its U.S. Sen
ate majority in the 1962 elec
tions, a Congressional Quar
terly survey shows.
The earliest the Republicans
could achieve a Senate major
ity would be in 1965, follow
ing the 1964 elections. But
that would require Republi
can victories in virtually all
the doubtful Senate races of
1962 and 1964.
Democrats currently hold
65 Senate seats to 35 for the
Republicans. One Democratic
seat will be up in Texas in
the April 4 special election
for Vice President Johnson's
old seat, and the general ex
pectation is that it will remain
in Democratic hands.
In 1962, 21 Democratic and
15 Republican Senate seats
will be up for election. CQ's
preliminary survey classifies
seven Democratic and seven
GOP seats as doubtful.
If Republicans were to hold
all their doubtful seats and
win all seven Democratic
doubtful seats in 1962, the
new Senate would .have 58
Democrats and 42 Republi
cans - still far short of a
GOP majority.
If Democrats, on the other
hand, were to hold all their
doubtful seats and capture all
seven doubtful GOP seats in
1962, the new Senate would
have 72 Democrats and 28
Republicans. Under normal
circumstances the Democrats
might expect to lose a few
Senate seats In 1962 because

the "out party" (the party
which does not control the
Presidency) had traditionally
picked up seats in mid-term
elections.
But mid-term gains for the
"out party" have generally
followed gains for the major
ity party in Presidential elec
tion years. The normal gains
for the majority party did not
occur in 1960, when Demo
crats lost two Senate seats
even though a Democrat was
beins elected President. It is
possible that the traditional
pattern has been broken and
that President Kennedy, his
policies and his party's Senate
candidates will be more popu
lar in 1962 than they were in
1960.
Even if they are able to do
well in 1962, however, Demo
crats are unlikely to score
further gains in 1964. In that
year the Senators elected in
the 1958 Democratic sweep -25
Democrats and eight Re
publicans - will be up for
election, and up to 13 Demo
cratic Senators in states which
often vote Republican will be
in danger of losing their seats.
The 1964 Senate elections,
in fact, mav be a prime target
for the GOP. Providing Re
publicans can increase their
Senate membership to 40 or
more in 1962, they would
have a chance of winning a
majority if they can defeat
ten Democratic Senators in
1964.
A gain of ten seats, how
ever, would scarcely be pos
sible unless Republicans were
winning a strong victory In
the P r e s 1 dentlal election.
Even as ponular a national
figure as President Eisen
hower was unable to lead the
Republicans to major Senate
victories. '
Thus the long-term outlook,
barring an unexpected and
momentous shifting in the for
tunes of the two political
parties, is for Democratic con
trol of the Senate for several
years to come.
The CQ survey classifies
following 14 Democratic seats,
up in 1962, as safe, based on
current information: Ala
bama, Alaska, Arizona, Ar
kansas, Florida, Georgia,
Louisiana, Missouri, Nevada,
North Carolina, Ohio, Okla
homa, South Carolina and
Washington. Eight of these
are among the 22 Southern
Senate seats which always
can be counted safe for the
Democrats.
The seven doubtful Demo
cratic seats up In 1962 are
Colorado, Hawaii, Idaho, Mas
sachusetts, Oregon, Pennsyl
vania and Wyoming.
The eight safe GOP seats
for 1962, based on current
estimates, are Indiana, Iowa,
Kansas, New Hampshire. New
York, North Dakota, South
Dakota and Vermont.
The seven doubtful Repub
lican seats are In California,
Connecticut, Illinois, Km
tucky, Maryland, Utah and
Wisconsin.
These' classifications will
change somewhat as political
developments unfold during
the coming 20 months.
Several Incumbent Senators
may face stiff primary opposi
tion. Among the states where
primary fights appear In the
offing arc Arkansas, South
Carolina, Massachusetts, Penn
sylvania, New Hampshire and
Maryland.

February Traffic
Toll Said on Par
Salem - IUPD - The February
traffic death toll In Oregon
was on a par with February,
1960, although one less fatal
was recorded.
The state motor vehicles de
partment said elements in
cluded In the fatal accidents
were running a stop sign, gen
eral non-attentlpn to driving,
violation of the basic rule, and
jaywalking.
The official state death toll
for February was 25, with
more than a third of the vic
tims 69 or older.

Gresham Woman
'Mother of Year'
Portland - (UPD - A Gresham
woman, Mrs. Paulus Odell,
Monday has been named as
Oregon's Mother of the Year.
Mrs. Odell, 69, is the moth
er of four. Her selection was
announced at a luncheon
meeting hero.
She was born In McMinn
ville and has lived in Oregon
all her life.
Mrs. Odell's sons and daugh
ters include Dr. Floyd A.
Odell, a research scientist;
Robert C. Odell, businessman;
Mrs. Delia Odell Bell of Red
mond, and Mrs. Laura Odell
Linden, Eugene.
Mrs. Odell will compete
against all state mothers for
the title of American Mother
of the Year in New York next
May.

Job Hours Passed
Salem - IUPD - The Oregon
house Tuesday passed, for the
second time, a bill extending
work hours for children under
16 from 6 p.m. to 10 p.m.
The bill was passed earlier
but was grabbed back to put
in an exemption for babysit
ters. The evening jobs would be
under supervision and per
mits from the State Wage and
House commission would be
required in most cases.
The bill, which would ap
ply to such groups as grocery
boys, went to the Senate.
Eugene - John Alansky
junior at Medford High school,
was elected president of the
Oregon High School Interna
tional Relations league here
late last week at the Univer
sity of Oregon.
About 500 teen-agers from
50 high schools throughout
Oregon participated in the
two-day state convention fea
turing a Model United Nations
including both General As-1
sembly and committee meet
ings. The Medford High delega
tion also was awarded third
place in competition for the
most active club in the state.
First place was won by Grants
Pass; second place, Lebanon.
Medford received special men
tion for its historian scrapbook
prepared by Carl Washburn,
also a MHS junior.
Representing the United
Kingdom, the 11-person Med
ford group boasts seven major
speaking .engagements on the
floor of the general assembly
held in McArthur Court. The
MUN nllotcd for three plenary
sessions of the UN, and three
meetings for each of the sev
en committees, commissions,
and councils. The secretariat
was headed by students at the
university. Paul Ward, a grad
uate student was the president
of the General Assembly.

school were Diane Lewis, Mar
tha Simpson, Sue House, Ros
anne Legas, Jill DuCroz, Jim
Frake, Carl Washburn, John
Alansky, Joel Gregory, Jim
Albright, and Chuck Kyer.
Frake was delegation chair
man. Accompanying the dele
gates were Mrs. Justin Smith
and Miss Dolores Barren,
Medford IRL advisors.
The trip was made by char
tered bus along with delegates
from Grants Pass.
