    Oregon Democrats
Plan To Divide
PO Appointments

Washington - Oregon's four
Democrats in Congress have
agreed (o a rjlan by which
they have divided the re
sponsibility for screening new
postmaster appointees.
Because of the traditional
practice of giving their presi
dential appointees political
clearance by the party in
power. Rep. Walter Norblad
(R-Ore.) for the past four
years had to handle the entire
Etate.
Now Rep. Edith Green will
handle any vacancies in her
congressional district, which
includes only Multonomah
county; Rep. Al Ullman will
handle his district, all of the
slate east of the Cascades;
Sen. Maurine Neuberger will
handle those in the first con
gressional district (Norblad's
district), and Sen Wavne
Morse will cover the fourth
district.
Won't Replace All
There is to be no whole
sale replacement of existing
postmasters just because the
administration has changed
parties. Permanently appoint
ed postmasters holding office
are not subject to replace
ment, except for due cause
like any other government
official.
In communities where an
acting postmaster is in office,
new postmasters can be in
stalled. But first the civil
service commission conducts
an examination of applicants
to rate their suitability.
At Corvallis, for example,
an examination was held last
fall but the results have yet
to be made known. Normally,
those results would be con
veyed to Sen. Neuberger and
she could indicate which one
of the top three the president
should appoint.
Review of Eligibility
However, on orders of Post
master General J. Edward
Day, all work on' examina
tions and standards of judging
new postmaster applicants
have been suspended until
April 30. This will delay fur
ther appointments while a re
view of eligibility criteria is
jnade.
"We are most anxious to
Insure that we recruit for
these positions only persons
with the experience and train
ing necessary to manage and
operate modern postal estab
lishments," Day wrote the
civil service commission. "Our
preliminary considerations of
this problem lead us to the
conclusion that the present
qualifications standards may
not be producing the kind of
personnel necessary to meet
this objective."

persons, many of them party
workers, expressing their con
victions about who should be
appointed to various post of
fices. Rep. Ullman said he was
aware of vacancies to be fill
ed at The Dalles, Vale and
Sprague River, a fourth class
post office in Klamath county.
But thus far he had not taken
any action toward filling
these offices.
Apparently the most deli
cate post office situation con
cerns Roseburg, where an act
ing postmaster has held office
for some months. He is a 30
year civil servant who served
as assistant postmaster for six
years before his designation
as acting postmaster during
the Eisenhower administra
tion. Recently some local Demo
cratic party officials recom
mended to the Oregon delega
tion that he be replaced by
the husband of a local Demo
cratic stalwart. The replace
ment has been a logging truck
operator.

home rule study committee
Thursday nislit that he fav
ored closer tics between the
county and slate governments
rather than making the coun
ty more independent as would
be the case under a home rule
charter.
Madden and County Com
missioner Edwin Taylor pre
sented their views on county
government before the home
rule study group, which this
week will interview District
Attorney Alan B. Holmes.
"It might be a saving to the
taxpayer to abolish .county
government, and provide for
local needs from the state
level entirely," Madden said.
"I do fool that since the
state government has adopted
electronic computers and oth
er high speed devices to
speed up government opera
tion, the county governments
should maintain equipment or
systems to compliment this,"
he added.
Regional Operation
Madden thought the county
election department should be
operated on a regional basis
by the secretary of state's of
fice. He noted that equipment
and personnel in the county
elections department are only
used during election periods.
Both Madden and Taylor
