How to - stop-the-recession

The AFL-CIO policy com
mittee, headed by UAW's
Walter Reuther, issues a
study saying that President
Kennedy's recovery program,
even when put into effect,
won't stop rising unemploy
ment. Jhe study adds:
"If President Kennedy
would adopt an AFL-CIO sug
gestion for a quick, tempor
ary five billion dollar tax cut,
the way would be clear for
resumption of full employ
ment and production."

WHAT is the suggestion?
It would work like this:
For a period of several
months reduce the federal
withholding tax, which is
held out of paychecks, by
enough to amount to about
$100 per month per person.
It is calculated that in a per
iod of four or five months this
would amount to about five
billion dollars, which would
be left in the pockets of those
affected by the reduction.
The reasoning is that they
would go out and SPEND the
five billions thus left in their
pockets and this free spend
ing would lift this nation out
of the current recession and
put us all back on the high
road to prosperity.
IT'S an intriguing proposal.
Sure enough, it would add
five billion (or so) dollars to
the SPENDABLE income of
those of us who would be con
cerned. And - it is quite cer
tain we would SPEND it. It
must be conceded that the
free spending of some five
billion dollars in the next few
months would tend to stimu
late business. Spending is
what MAKES business.
But -
There's a catch to it.
The catch is this:
While the tax reduction
would ADD five billion dol
lars to the nation's total
spending it would at the same
time SUBTRACT five billion
dollars from the govern
ment's INCOME for that per
iod. So, what it would amount
to would be adding five bil
lion dollars to what is already
on the cuff. Which is about
300 billion dollars. When
added to what is on the cuff,
this five billion dollars will
begin drawing interest. Inter
est on what is now on the
cuff amounts to about nine
billion dollars a year. This
nine billion dollars is added
to the cost of government.
The cost of government has to
be taken out of the pockets
of the taxpayers.
BACK in 1940-which seems
almost no longer ago than
day before yesterday - the
TOTAL cost of the federal
government of the United
States was only $9,062,032.
204. It is now up around 80
billions.
Which is to say:
If in the next two decades
the cost of our federal gov
ernment increases as rapidly
as it has increased in the past
two decades, it will be get
ting up in the neighborhood
of three quarters of a TRIL
LION dollars.
It's hard to escape the feel
ing that it's about time to
start TAKING IT OFF THE
CUFF INSTEAD OF PUT
TING MORE ON.

Boardman Bills
Salem - IUPI) - The House,
State and Federal Affairs com
mittee Wednesday approved
wo bills providing funds and
authority for the state to ac
quire Boardman Industrial
Park.
The measures, HB1600 and
1601, were approved by a 5-0
vote only a few hours after a
morning hearing. Committee
Member George Van Hoomis-
sen (D-Portland) did not vote
on the bills.
Rep. Clarence Barton (D-
Coquille) had urged approval
of the $000,000 called for in
the legislation as a "calculat
ed" gamble on space age de
velopment. The state plans to
lease the park to Boeing Air
plane company.
Hells Canyon,
Oxbow Bills Pass
Salem - (UPD The Senate
Wednesday passed a bill that
would allow Oregon to license
Brownlee, Oxbow and Hells
Canyon dams on the Snake
river.
SB384 went to me House.
It would menn about $100,
000 in license fees for the
state which declined to license
the projects of Idaho Power
company.

ahead without Oregon ap
proval.
