statesmen." Elfstrom, as for
mer minority leader, is a re
spected voice but both he and
Layman are too Independent-
minded to be considered regu
lar organization men.

floor debate by Republicans
by making sure they are all
(esoecially the freshmen leg
islators) well-informed in ad
vance about each bill and
about the Republican leader
ship's position on that bill be
fore it ever gets out of com
mittee and unto the floor of
the House for debate and
vote.
Certain Individual Republi
cans are informally assigned
to "work on" certain individ
ual Democrats before legisla
tion comes to vote In commit
tee or on the floor. Democrats
from conservative areas or
predominantly R e p u b lican
counties where they must
have GOP support to win
election, are especially vul
nerable to such GOP efforts
at gentle persuasion.
Since the major controver
sial bills have not yet reached
the floor, "Monte's Machine"
has not yet met its big tests.
So far, there's not much evi
dence of straight party-line
voting in the House. Mont
gomery's "Young Turks" have
yet to prove themselves.
Meanwhile, the Democrats
have no comparable organiza
tion. Duncan calls caucuses
irregularly and infrequently.
Democratic Reps. Clarence
Barton (Coos) and Richard
Eymann (Lane) serve as Dun
can's chief lieutenants on the
floor, but in less -formal, pre
planned fashion than the Re
publicans. Considered by some party
organization men as a nearly
apolitical group (not motivat
ed primarily by party loyal
ty), House Democrats don't
seem to lend themselves read
ily to long range planning in
developing party leadership.
Still, leadership - ability to
take the initiative and com
mand a following - has a way
of asserting Itself In the polit
ical hothouse atmosphere of
the Statehouse.
Hence, Individual Demo
crats who demonstrate the
kind of moxie that makes fu
ture leaders are beginning to
influence the course of legis
latlon - and the future of this
state.
They include: Ed Fadeley
(Lane), Bill Bradley (Multno
mah), Ross Morgan (Multno
mah), Beulah Hand (Clacka
mas), George Van Hoomlssen
(Multnomah), Cornelius Bate-
son (Marion), W. O. (Bun) Kel
sey (Douglas), Eh Whelan
(Multnomah), Reps. Grace
Peck and Ed Benedict (both
Multnomah) are leaders in so
cial welfare areas.
Leadership problems In the
Senate present an entirely dif
ferent picture. There a work
ing coalition of Republicans
and conservative - Democrats
has firm control. Sen. Walter
Pearson (D-Multnomah) is gen
erally rated "the boss."
Sen. Robert straub (U-
Lane), Democratic state chair
man, is leader of the out
numbered, out - maneuvered
liberal group, he serves as a
moral rallying point but is
hamstrung in getting action.
Neither party holds caucuses.
Bittneiness prevails under a
surface display of supposedly
good-natured horse-play.
Senate President Hnrry Bol
vln (D-Klamath) (who blames
the split on "personalities not
principles") says he is only
waiting to be asked to reach
some workable compromise.
Straub, who says only princi
ples are Involved, won't com
promise. Some look to Sen
Al Flcgcl (D-Douglas) as pos
sible mediator. Others feel the
problem of "too many lead
ers Is hopeless this session
