Ex-Medford Mayor Believes
Prospects Bright for Future

doing any one thing.
Gaddis, still spry and alert
at 81, speaks from experience
Tic was a mayor and city
councilman here during the
worst financial crisis in the
city's history. The crisis start
ed in 1912 when the bottom
fell out of an orchard specula
tion-inspired boom.
Gaddies was elected to the
city council in 1919, and to
the mayorality post four years
later. It was during this pe-
; riod that the city was sched-
uled to pungle up nearly sivs
million to repay bonds that
had been floated by the city
during the boom years. ,
Over-Speculation
It was over-speculation in
the fruit industry that caused
that financial collapse, and
Gaddis fears a recurrence
the crisis should the city and
valley ever again overextend
themselves in one particular
facet of their economy. 1
Gaddis, the oldest living ex
mayor of Medford, is now re
tired and lives alone at 815
East Jackson st. He was ask
ed to relate several highlights
of his term of office as a part
of the Mail Tribune's recogni
tion of the city's completion
last Thursday of 75 years as
an incorporated city.
Gaddis is one of four past

All in One Building
When Gaddis was mayor,
the citv hall, fire station and
police department were all lo
cated in a two-story building
at Sixth and Front sts.
Gaddis recalls that in his
first year on the city council,
it met more than 100 times
to try and work out somo
solution to the city's financial
problems. (The city council
now meets only 24 times a
year.)
Much of the blame for the
financial collapse, according
to Gaddis, rested with the pro
moters of the Rogue valley
In those days.
He explained that these pro-
motors would send advertise
ments all over the country
and hold special exhibitions
in the east which led to the
false impression that money
could be made overnight in
the orchard business.
Flock to City
Easterners flocked to the
city and purchased thousands
of acres of orchard property.
Many bought sight unseen. In
a period of about three years,
from 1909 to 1911, the city's
population jumped from
slightly over 2,000 to nearly
12,000. It was during this time
that the city floated nearly

But, when the speculaters

wait at least seven years be
fore they could make any
money on their crops, they
left. It wasn't long before the
city's population dropped to
less than 6,000 people.
When the crash came many
people were forced to give
up their property for non-payment
of debts. The collapse
was nearly complete. '
By the time Gaddis joined
the city administration in
1919, things were so bad that
the city had to borrow $40,000
just to pay its own back taxes
on property it owned.
Consolidate Debts
Regarding the bonded in
debtedness, Gaddis said the
city elected to consolidate its
debts and then refinance them
with a certain amount to be
paid off each year. It was the
only answer at the time, he
said.
As a result of the financial
trouble caused by bonds prior
to and during his administra
tion, Gaddis said a charter
amendment was adopted by
the people requiring that all
bonds be serial bonds. In other
words, a certain amount had
to be paid off each year. This
amendment is still in effect.
But finances were not the
only problem facing the city
during those days. There was

also a need for a new water
supply, Gaddis recalls.
Move Started
It was in 1923, during Gad
dis' first year as mayor, that
a move was started to get Big
Butte springs water into Med
ford. Eventually funds were
voted for the first gravity
water line from the springs,
and construction started in
1925, with the line being com
pleted two years later.
It was during this same pe
riod that Medford City Man
ager Robert A. Duff first came
to the city to work as a drafts
man in the city water depart
ment. Under Gaddis, the city's
first board of water commis
sioners and first planning
commission were established.
Gaddis appointed the first
members to both.

system are regarded by Gad
dis to be the "crowning fea
tures" of his term of office
with the city. Gaddis does not
pretend to take full credit for
these, however, and points out
that they were realized only
after a lot of hard work by
a lot of people.
Gaddis' service with the
city did not end in 1925 when
he retired as mayor. (He did
not seek reelection.) The next
mayor appointed Gaddis to
the water commission and he
served there until 1930. Since
then, as a private citizen, he
has made it a point to know
what is going on and why it
it is going on.
He said the city could never
had made it through those
years of crisis as well as it
did, had it not been for the
"100 per cent all the way"
backing of the people of the
city. When those hard times
were past, he said, the people
"were ready and eager to go
on to bigger and better
things. :

would require those who ap
ply for an Oregon marriage
license to answer questions
pertaining to their mental
health.
Two doctors "with the Ore
gon Psychological association
said the questions would be
asked over perhaps an 18
month period and "samplings"
taken during this time from
abole 1,000 couples.
Not All To Participate
Not every couple who ap
plied for a license would have
to participate but research
teams would choose at random
those who have to. Under
SB270, if they refused, they
wouldn't get a marriage li
sence. Dr. Bernard I. Murstein, a
marriage research specialist,
said purpose would be to com
pile the data and study causes
of divorce.
He said sample questions
could be: "Was your home
broken by divorce before you
were age 18?" "Do you con
sider yourself a nervous per
son" and "Do you like to be
on the go all the time?"
Sex Mentioned
Dr. Vincent Glaudin, asso
ciation president, gave the
committee a sample of a pre
pared questionnaire. It con
tains such questions as:
"Do you like to tell jokes
in which sex plays a major
part?"
"Do you like to be in lova
with somebody of the oppo
site sex?"
"What kind of man or worn,
an would you like to be stand
ed on a deserted island with
for one day? For five years?"
Dr. Murstein said the asso
ciation would not object to a
state agency screening the
questions if it was felt tha
ones relating to sex were ob
jectionable. Sen. Melvin Goode (R-Al-bany)
said it might drive peo
pie to other states to get married.

Slraub Criticizes
Forest Land Bill

ert W. Straub Monday night
criticized HB1314 and said it
would hinder public owner
ship of forest land which he
described as the "poor man's
tree farm."
The measure would require
the state to give back certain
lands to counties if the coun
ties asked for them.
Addressing the Tillamook
County Democratic Central
Committee, the state senator
from Eugene said the bill
would cut acreage of publicly-owned
forests to the detri
ment of small operators.
The Oregon Democratic
chairman said it would en
courage liquidation of public
forests in some counties and
impair sustained yield man
agement of the State Forestry
Department.

Freeman has begun a nation
wide shake-up of the state
Agricultural Stabilization and
C o n s e r vation committees,
dropping old members and
replacing them with men who
will be in sympathy with the
programs of the new adminis
tration. The ASC committees han
dle the operation of federal
farm programs on the state
level. Members are appointed
by the secretary of agricul
ture, and they serve at his
pleasure.
Freeman's first moves to
get men of his own selection
in charge of the committees
were announced Monday.
USDA announced the ap
pointment of complete new
three-man state committees
for Tennessee and Oklahoma.
The announcement said all
former members of those two
committees had resigned.
Youths Sought in
Theft of Jewels

today sought two teen
age youths for questioning
about the theft of a suitcase
containing between $10,000
and $15,000 worth of jewelry
and furs from Mrs. John
Roosevelt, daughter-in-law of
the late President Franklin
D. Roosevelt.
The suitcase was stolen Sun
day from the sidewalk where
it had been left untended for
about half an hour while Mrs.
Roosevelt of New York City

open for business within the next few weeks, with only
some finish work now remaining to be done. Blacktopping
the parking area will progress as weather allows, a spokes
man said, and n good deal of sanding is still to be done on
the tcrrazzo floor of Sambo's restaurant. Carpeting of the
motel, upstairs and down, is in the final stages of comple
tion. General contractors for the job is Hirst Construction
company, Riverside, Calif.

$4.1 Million Accrued
From Sale of Timber

$4.1 million during 1960 from
sale of timber on state owned
forest lands, it said today.

the timber bid an average of
26.6 per cent more than ap

Beverly Aadland's Lawsuit Dismissed

$5 million suit brought by
teen-ager Beverly Aadland'
against the estate of Errol
Flynn.
Miss Aadland, now 18 and
a nightclub entertainer, had
been Flynn's companion since
she was 15 and was at his
side when he died of a h""i-l
attack in Vancouver, B.C.,
Nov. 15, 1959.
Hofstadter ruled, that a
1935 statute outlawing breach
of promise and seduction as
grounds for damages applied
to Miss Aadland's suit. He
said that to use the word
"debauchery" instead of "se
duction" in the charge was
playing with words that did
not change the nature of the
case.
Hungry Kids Are Dying
In Congo by Hundreds

Under the leadership of the
World Council of Churches, a
"Congo Protestant Relief Ag
ency" has been established as
a channel through which priv
ate individuals can supple
ment United Nations efforts
to feed the hungry, shelter
the homeless and care for the
sick in the Congo.
The World Council has call
ed on its member churches to
raise at least $1 million for
the Congo relief program. The
money will be used for ship
ments of food and medicine,
to be distributed by the 800
Protesant missionaries who
are still at their posts in the
turbulent Africa country.
Americans can contribute to
this international, interdenonr
inational effort through.
Church World Service, the
overseas relief arm of the Na
tional Council of Churches.
Drawing on its own thin re
serve funds, and emergency
contributions from major de
nominations. Church World
Service has already shipped
thousands of tons of food and
drugs to the Congo.
It is now seeking $500,000
in cash gifts from American
church members to under
write the work of the Congo
Protestant Relief Agency.
Contributions may be made
through local churches of any
of the National Council's 3b
constituent denominations, or
directly to Church World
