Dealt Legal Blows

preme Court Monday dealt
legal blows to two former
targets of Senate investiga
tions, ex-teamster Union Pres
ident Dave Beck and im
prisoned underworld king
Frank Costello.
The court ruled 8 to 1 that
the Justice Department can
proceed with prosecution of
Beck and five trucking em
ployers on charges they il
legally loaned the union chief
$200,000.
It upheld by a 6 to 2 vote
a denaturalization judgment
against Costello who is due
to end a prison sentence for
income tax evasion on July
26.

Former Envoy to
Latin America
Attacks Policies
Washington - (UPD - A for
mer U. S. ambassador to Latin
America has told Congress
that State Department policies
contributed to the loss of both
China and Cuba to the Communists.
William D. Pawley, envoy
to Brazil and Peru in the
1940s and a State Department
emissary as recently as 1954,
described what he said were
series of errors by U. S.
policy-makers that he doubted
were all sincere mistakes of
judgment.
Pawley testified last Sep
tember at the Senate internal
security subcommittee inves
tigation of Communist activi
ties in the Caribbean, particu
larly in Cuba. The testimony
was released this week.
In his testimony, Pawley
said that the decision to with
draw support from former Cu
ban dictator Fulgencio Batis
ta, his long-time friend, cre
ated a power vacuum that
made inevitable Fidel Castro's
coup.

ments on China policy.
Mention. Webb
New National Aeronautics
and Space Administration Di
rector James E. Webb was
mentioned as among those
who Pawley said frustrated
his attempts to help the Chi
nese Nationalists in 1949 and
1951. Webb was undersecre
tary of state at that time.
The former ambassador
charged that a State Depart
ment "clique" was responsible
for the Communist victory in
umna alter World War II. He
indicated he believed that
some members of the "clique"
had deliberately aided the
Communists.
Marshall Not Criticized
But Pawley did not aim his
criticism at the late Gen.
George C. Marshall, former
secretary of state, as others
have done. He said, instead
that Marshall helped block a
move by then Secretary of
State Dean Acheson, Philip
Jessup and others proposin
recognition of Red China in
1949-1950.
He said that after former
President Harry Truman sent
him to the. State Department
in 1951 as a kind of "devil's
advocate," it was Webb who
told him that he was regarded
as a "reactionary" and would
not have access to documents
dealing with the Far East.
Braden Replies
Pawley also said that Spru
ille Braden was fired as as
sistant secretary of state in
1947 after Pawley showed
Truman an Army intelligence
memo supporting the view
that Braden, when ambasador
to Argentina in 1945, had be
come involved in "a program
which appeared to be helpful
to tne Communist party in
Latin America."
In New York, Braden re
plied that he had warned Tru
man repeatedly of Communist
infiltration in Latin America
in 1945. He said "It is only
my respect for the Senate
which impels me to dignify
Pawley's hearsay testimony
and suppositions with any re
ply." Braden said, "Pawley made
one true statement. It is that
I blocked his appointment as
ambassador to Argentina."
Albany-Lebanon Gas
Pipeline Work Starts

on a new $300,000 Northwest
Natural Gas Co. pipeline from
Albany to Lebanon started
Monday.
The pipeline, which is ex
pected to take two months to
complete, will increase the
supply of gas to the Santiam
Lumber Co. at Lebanon.

Owns Two Carriers

bach Steamship Co., claims he
is "probaby the only man who
has his own aircraft carrier."
"And I've got two of them,"
he said recently. Luckenbach
explained that he bought the
two carriers for their 13,500
shaft - horsepower propulsion
machinery to be placed in
new ships the company is
building.

Senate Approves
Crackdown on
Divorced Fathers
Salem- IUPD rOrcgon Senate
approval was given Monday
to a bill cracking down on
divorced fathers who are
sloppy about paying child
support. '
SB46 went to the House.
It provides that after 10
days of tardiness in a sup
port payment, a court would
notify the appropriate dis
trict attorney who would send
a notice to the father. If the
father let it go for another
10 days, he could be arrested.
SB 141 Re-referred
The Senate revived SB141
providing stiffer penalties on
those who lag in paying for
State Agriculture Department
services. It was re-referred to
the Senate Agriculture Com
mittee after the Senate de
feated it last week.
SB111 providing for revoca
tion of fishing or hunting
licenses if the holder were
drunk went back to the Fish
and Game Committee after it
was recalled from the House.
The Senate passed it last
week, but some senators got
the bill recalled, saying it
may be too rough a bill.

Klamath Falls-An associa
tion to promote the Winne-
mucca-to-the-Sea highway was
organized last week in Klam
ath Falls.
Among the association's
members are E. H. Taylor,
Jackson county commissioner,
and Louis Ringuette, Jose
phine county commissioner.
The organization is to work
for the completion of a first
class highway from Winne-
mucca, Nevada, to Crescent
City, Calif.
By-laws of the association
were patterned after those of
the Redwood Empire associa
tion, which promoted the con
struction of Highway 101
from Grants Pass to San
Francisco.
