as an opportunity in which
He might make the God and
Father of His people known
to them.
Jesus knew that to accept

that the forces of evil must
be met by the friendship of
Cod. Evil is not to be destroy.

Man is called of God to make
something out of life.
; It is our Father's will to
give us the kingdom. We do
not have to bring it in, We are
asked to act and live within
the. will and ways of the king
dom. It is a most precarious
gift. We must go through the
city of entrenched evil forces.
The cross is inescapable,
It Is in such conditions that
life becomes really redemp
tive. Men. struggle 'against
God and good when they have
lost the' image of the Father,
who gives life, love and
meaning to their existence.
Jesus said: "For this cause
came I into the world." And
again: "The Father is with
Me." His cause was not so
much a matter -of death as It
was the revelation of life.
The world is hot transformed
by our dying, but by our will
ingness to live. By the new
life which is brought into be
ing when God lives in the
human soul. The saviors of
the world accept life as they
find it, but they always leave
a new sense of God the Father
in the hearts of those who
learn to love them.

couraging the fathers to leave
home so that their children
can become eligible for de
pendent aid. This problem is
highlighted during times of
extended unemployment
such as we are going through
now.
Said Sound Policy
"It seems to me that it is
not only in the interests of
justice but it is sound admin
istration policy that we
should recognize unemploy
ment as one of the reasons
that children are suffering
and in need under the act.
If a father runs out of
unemployment insurance, he
apples to welfare for assist
ance. But a lot of men just
will not apply; they will leave
home first. The public assist
ance laws are so variable
around the country and so
stringent and funds are so
short that the chances of get
ting public assistance are
being narrowed more and
more every day," he con
tinued.
There are 6,092 families, In
volving 16,672 children, now
participating in the Oregon
program. The Department of
Health, Education and Wel
fare reports that for Novem
ber, I960, the average pay
ment per Oregon family was
$145.99 (the average per per
son is $40.60). If the bill be
comes law. the local depart
ments of public welfare
would handle the applications
for assistance.
The January unemploy
ment figures for Oregon
showed that 65,300 people
were unemployed out of a to
tal labor force of 700,300. Of
these, the Labor department
estimated that approximately
390,000 are covered by some
form of unemployment compensation.

1962. Ullman feels that it
should be permanent. He was
the first member of Congress
to propose such extension of
the law - during the 1956 re
cession year.' , , .
Wants Permanent Chang
"I favor a permanent ex
tension of the law to cover
this feature, and would ex
pect that the Administration
will later present to the Con
gress a proposal for a per
manent change," he said.
Ullman also feels that the
bill helps to meet an ever
growing need.
We cannot allow the chil
dren to suffer who are de
pendents of people not able to
work and who have gone be
yond their unemployment
benefits. This is the whole in
tent of the law. We should
hold families together rather
than encouraging, In the law
itself, ' the breaking up of
families,", he said. '
Ullman feels that Oregon
has a better than average rec
ord on aid to the unemployed,
considering the nation as a
whole. For the week ending
Feb. 4, 1961, the Labor de
partment lists 44,105 people
In Oregon drawing un
employment compensation,
which is up 12,923 from a
year ago.
