Amendment Will
Provide Annual
Legislatures
Representative John Dellen-
back (R-Medford) today gave
a further explanation of his
bill, introduced Feb. 13, to
amend the Oregon Constitu
lion to provide for annual
legislative sessions.
Dellenback's proposed Con
stitutional amendment would
also eliminate current provis-
ions for salaries and expenses
to legislators and would per
mit the legislature to set a
new salary scale.
He said he is "asking for
yearly sessions which would
open in January."
"Sessions in odd-numbered
years would consider any leg
islation, but the regular ses
sions held in even-numbered
years would be devoted pri
marily to the consideration of
legislation relating to budget
ary, revenue and taxation mat
ters, Dellcnback said.
"The need for annual legis
lative sessions is becoming
more obvious because the vol
ume of work has increased to
such an extent in recent
years," Dellenback said.
"We can no longer sound
ly estimate 2 or 2Vt years in
advance what our economic
conditions and our tax col
lections are going to be. The
large tax surpluses of the last
two sessions show that clear
ly." Dellenback pointed out that
his bill "provides that no law
affecting the amount of a leg
islative salary may take ef
fect until the beginning of
the regular session held in the
odd-numbered year next suc
ceeding the year in which the
law is enacted."
"In other words, if the leg
islature passed a law setting
certain salaries for its mem
bers, that law would not be
come effective until the fol
lowing session and no legis
lature would be in the posi
tion of raising the salaries of

back said.
He said "tile passage of this
bill and its eventual approval
by the voters of the state
would open the door so that
able legislators can devote the
necessary time to legislative
service."
, "My concern is not primar
ily for the present members
of the legislature," he said.
"Each of us knew what the
salary picture wag -when we
ran for office. But 'there are
many people In, Oregon who
would make excellent legisla
tors but who oannot afford the
financial sacrifice demanded
by the present completely in
adequate salary schedule. We
should make It possible for
them to become candidates.

Af Theater Tonight
A series of dance routines
will be presented by students
of the Colleen Hope Dance
studio at 7 o'clock tonight in
the Craterian theater.
The program will start with
a two-hour dance review fea
turing 175 dancers on the
stage, and will follow with a
full length movie.
The stage show will feature
Thayer Tarvin as grandpa and
Miss Carolyn Knoll as his
granddaughter. Their dance
routines will cover what peo
ple did or did not get for
Christmas, followed by a west
ern scene with cowboys, cow
girls, dance hall girls and In
dians, a visit to the big city
and beatnik world, and finally
the "Madison Time," latest na
tional teenage dance craze.
The stage show will be fol
lowed by a full length movie
"Kathy-O," a family type
comedy featuring Dan Duryea.
