The state public welfare
commission is doing a good
job, has made a number of
specific improvements, but
more can be made, James
Pullman, Jackson county pub
lic welfare director, told a
joint meeting of the legisla
tive interim committee on
welfare and the house state
and national affairs commit
tee. During the Tuesday night
meeting in Salem, Pullman
presented a copy of a letter
supporting the commission. He
objected strenuously to Gov.
Mark Hatfield's prior remarks
that the "rolls are shot
through with cheats."
"This certainly implies that
the county welfare commis
sion and staff are not doing
their job properly," the local
administrator said.
"No one on earth could ad
minister this program without
a certain number of persons
trying to obtain assistance ! to
fraudulently. However the def
inition of abuses is so ambig
uous that to each of us it may
mean different things. In most
cases it does not mean ob
tining public assistance illeg
ally or that the staff has been
negligent."

commission and staff are do
ing a good job. Certainly there
is room for improvement, and
1 have never hesitated to
criticize and they have re- j
spectcd my right to criticize,"
Pullman added.
Pullman listed as commis
sion accomplishments: (1)
manual material on rules and
regulations clarified, (2) per
sonnel has improved in qual
ity and salaries are better.
(3) communication with the
state commission is improved,
(4) many administrative pro
cedures are improved and
simpler, (5) counties now have
essential responsibility for
casework services, (ti) office
buildings for many counties
have been improved, 17) staff
morale is considerably better, j
(8) staff has been encouraged
recommend improvement
or changes, (9) the medical
program is a great improve
ment, (10) considerable en
couragement given to county
personnel to work toward self
help and rehabilitation of re- j
cipienl, and (11) use of an
IBM machine.

She says I am going through
a period of transition, and my
style is not fully developed.
Mr. Smith says my develop
ment is' splendid, and he
should know. He is very lit
erary, for our block. He came
home from the library yester
day with four books and left
one in the car, which turned
out to be "Roaming in Ha
waii' by Harold Frank. Mr.
Smith has visited many places
and had many marvelous ex
periences, through books. He
says I should read Edgar All
ien iJoe.
He says he is going to
chuck everything some day
and really go some place and
do something, but I don't
know. He always has car trou
ble, and I heard Mrs. Smith
telling him the other day that
something had to be done
about their lawn. Mr.. Smith
told her that if the Good Lord
wanted.grass in their yard, He
would nave planted it there
Mr. Smith is a very religious
man. Mrs. Smith told him the
Lord helps those who help
themselves. He said that was a
shibboleth.
I hope when Mr. Smith's
boys start driving they get a
better car. I hope I'm not be
ing a snob, but I think dignity
is very important, especially
at my age. My mother says it
isn't the car that's important
but the driver. My mother is
a very wonderful woman, but
she is quite old. She has lost
interest in life. She won't
even get her hair dyed. She
says the Lord gave her the
color her hair is, and she in
tends to keep it. In that way
she is like Mr. Smith about
his lawn.
Mr. Smith's hair is begin
ning to get grey at the tem
ples. He says that when it is
all gray, he will have the dig
nity he has always wanted.
But it's a slow process. He
says he is growing old waiting
for his hair to turn grey,
Mr. Smith is a very funny
person, but I think he is very
sincere. Sometimes he has
pure wisdom. He was the one
who told me I was getting too
old to climb trees, and he was
right, because finally I fell
and cut my lip,
Mr. Smith explained that
when girls get to be my age
their balance changes, and
they ought to stay on the
ground and wear high heels.
Now he says he has the os
mosis. He says it is something
he contracted in the war, and
it comes back every now and
then, especially on week ends.
He isn't in bed, though. I went
over to their place to borrow
some nutmeg, and he was in
the living room on the couch
working at his typewriter.
He says he is writing the
life of Emily Dickinson for a
television spectacular. ,
That's funny, though, be
cause he isn't supposed to
type.
Mr. Smith is a superior
neighbor, 1 think.
Probation Revoked
On Gold Hill Youfh
Probation was revoked for
Philip Gordon Johnson, 10, of
Gold Hill, in circuit court yes
terday and he was sentenced
to two years in the Oregon
state correctional institution.
Johnson was accused of as
sociating with undesirable
companions, keeping late and
unusual hours and guilty of at
least two traffic violations,
Johnson was given a two-
year suspended sentence April
1, 11)60, for burglary not in a
I dwelling. He was charged
I with breaking into Hanby
liracle school, Cold Hill.
