Once Were Believed
. My grandmother believed
that by tying a knot in a
handkerchief or her apron
that she could stop the hoot
ing of the owls that often
made the night hideous with
their cries. Her mother believ
ed the same result could be
accomplished by turning a
pocket wrong side out and
wearing it thus for a day.
They believed that if a bee
was charred in a fire and the
ashes placed in the shoes, the
wearer would be cured of flat
feet.
' Nature played a very im
portant part to the people of
early America. They lived
very close to the earth and
natural phenomena influenc
ed their lives rather closely.
. Many superstitions were
built up; their every day lives
being influenced by the crea
tures around them. The ac
tions of birds and animals
warned them of coming storms
or cold winters. They planted
their crops in accordance with
natural manifestations. Corn
is still planted, even today, In
many rural communities,
when the oak leaves are as
big as squirrel's cars.
When the same squirrel
worked assiduously to put
aside a heavy store of nuts,
the people prepared for a cold

geese, honking overhead in
the dark night, foretold of

ate he has been the object of
some Republican rebuke for
having dared to pick up the
telephone and call members
of the House to urge that they
back Speaker Sam Rayburn's
Rules Committee expansion
plan.
The static developed when
Secretary Udall stood his
ground, candidly admitted he
had been operating behind
the scenes, and said, in effect,
"Anyone want to make some
thing out of it?"
The Republicans then rose
to the occasion to suggest that
Udall might have clubbed a
few congressmen with the
idea that unless they voted
with Rayburn, local projects
in their districts back home
might not fare as well as they
had hoped.
Congressman Quakos
One of the congressmen
who was reported to be quak
ing In his boots was Rep. J.
Edgar Chcnowelh (R-Colo.),
who has been trying in vain
for years to get enactment
of a bill for the Arkansas-Frying
Pan reclamation project
in his district. Chcnowelh was
the congressman who buckled
under this same sort of pres
sure some years ago and de
fected from the Republican
party lineup against the Hells

One of the most persistent
legends Is the' story of the
hoop snake which persists
even to this day. The reptile
was supposed to place its tail
in its mouth and roll rapidly
along, hoop-like, after its prey.
At the critical moment, the
snake straightened its body
and, javelin-like, struck the
intended victim with its open
mouth. Instances were known
where the snake, missing its
intended prey, imbedded its
fangs into the trunk of a tree,
where the sinuous body lash
ed and twisted until sundown.
For some reason, snakes were
always supposed to wait until
sundown before they died,
snake, whose brittle body
shattered into segments with
the slightest impact, but which
could re-connect the pieces
Into a complete whole as soon
as the danger was past.
Tales of were-wolves were
used to discipline children
several centuries ago, even
persist in some countries to
day.
In the light of prosenl-day
scientific knowledge all these
"factual" stories are nothing
more than folk-tales, based on
a meager understanding of
natural science.
Animals do react to climatic
changes and conditions - heat,
cold, dampness and dryness af
fect their impulses and reac
tions, but there are such
things as the glass snake and
the centaurs that are beyond
even the accomplishments of
Mother Nature, herself.

GOP Floor Leader Charles
Hallcck had a few caustic re
marks about Udall's high pres
sure tactics. Udall, at his news
conference, responded to this
by saying that Halleck is not
ed as a gut fighter who plays
the game to the hilt, but he
doesn't seem to like it when
others play to the hilt.
The issue the Republicans
were trying to stir up was
whether Udall will now dis
pense or withhold federal pro
jects in the congressional dis
tricts of the country in accord
ance with how the congress
men voted in that close battle
which the Kennedy Adminis
tration won.
For example, just before
Secretary Fred A. Sealon left
office he selected a site for
a new saline water conversion
plant at Wrightsville Beach,
N.C. The congressman from
this district is Rep. Alton
Lcnnon, a Democrat who fail
ed to support Rayburn.
Selection Reconsidered
Udall has now announced
that he is reconsidering this
selection. He denies that he
made any effort to get Lennon
to vote with the Administra
tion. The saline water con
version plant may go to Flor
ida instead.
When reporters asked Ud
all about this, he pulled out a
rating sheet which showed
the number of points given all
cities considered for these
projects on both coasts. Out
of a possible 1000 points,
Wrightsville Beach had 885
and the next highest site in
Florida had 880.
It would not be unpreced
ented to pick the site which
failed to rate highest, said
Udall. He noted that Seaton
passed over two California
places - Pt. Hueneme, 805,
and Camp Pendleton, 875 - in
order to locate the plant at
San Diego, which had 825
points. He said Seaton had
done this for political reasons.
If a bit of politics gets mix
ed in with these selections,
the only thing new about It
is that Udall is candidly ad
mitting it instead of acting ac
cording to the usual script
which calls for cabinet offi
cers to feign innocence of all
such wicked goings-on,
