Timber Tax Plan
Lands in House
Salem - IUPD - An Industrial
Forestry Association plan for
timber tax in Western Oregon
has landed in the house, bear
ing the signatures of 35 repre
enatives - four more than a
majority.
. In spite of this support, the
bill is expected to run into im
: mediate trouble in Rep. Rich
ard Eymann's Tax Committee.
Eymann (D-Mohawk) was sec
retary to the Interim Tax
Committee which has en
dorsed an entirely different
plan.
Only two members of the
tax committee sponsored the
IFA bill. If the committee re
fused to release the bill, a two
third vote would be needed to
bring it to the floor.
Basic Value Tax
The plan calls for a basic
value tax on western timber,
with an added tax on cut tim
ber in the year it is harvested.
In an effort to let old trees
stand until younger stands can
grow to replace them, slower
timber cutters in old growth
stands would receive a lower
tax.
The bill is a companion to
another measure with a dif
ferent plan for taxing Eastern
Oregon trees.
Eastern timber operators
have asked for a harvest tax,
or levy to be placed on timber
as it is cut. Since there would
be no tax on standing trees,
the tax would be proportion
ately heavier on cut timber
than in Western Oregon.
Measure Restricts
Time for Elections
Salem - IBM) - A bill has
been introduced by Sen. Ver
non Cook (D-Troutdale) and
Reps. Beulah Hand (D-Milwau-kie)
and Sid Leiken (D-Rose-burg)
which would require all
elections in Oregon to be held
at the same time as the pri
mary or the general election.
The bill was 184 pages long.
It would affect all school
district, water district and
other .elections now held at
various times of the year.
The bill, SB353, would ac
complish this by standardizing
rules of all such elections. -
A similar bill passed the
House in 1059 but died In the
Senate.

Contest Semi-Finalist

semi-finalists for King of
Hearts at the University of
Oregon. Finalists will be se
lected by an all-campus vote
and the King will be an
nounced at the annual Heart

College Bills
' Salem -IUPD- Two bills have
been introduced that would
put the state in the commu
nity college business, kicking
it off with an appropriation of
$2,030,000 for four counties.
A bill in the house of Reps.
Ben Evick (D Madras) and
Kcssler Cannon (R - Bend)
would provide the money for
such schools on the junior col
lege level in Coos, Deschutes,
Multomah and Clatsop coun
ties. The measure is HB1433.
A companion measure,
SB347, was introduced by Sen.
Boyd Overhulse (D - Madras).
His. bill provides the me
chanics of making it easier to
form an area education dis
trict. ;
Would Lower Size
A key part lowers the re
quirement on how large a
population sector can go to
gether to form one. The figure
is now 100,000 but Overhulse
would lower this to 40,000.
As for financing, he said "I
doubt if we'll get 100 per cent
financing by the state. But
that's.what we'll try for."
Students would be charged
tuition, otherwise, the state
would pick up all costs under
his proposal.
At present the costs must
be carried at the local level.
The Board of Education has
two area education districts
pending, one in Southwest
Oregon and the other in Cen
tral. The Southwest district has
already been approved but

imagine the

nervousness. I
remember one
such case in
which a blink
ing boy was
brought in by
his nervous and fidgety moth
er. What interested me most
was that the mother's sister,
who had come along with
them, was a constant sniffer.
As I, watched her sniffing
away every minute, I had a
good idea where the boy had
gotten his tendency to blink
his eyes.
I doubt if, in these cases, it
does much good to fuss at the
boy. I might remark to him
occasionally that it would be
an advantage to him in his

Placenta Previa
Some women write, much
alarmed, because their daugh
ter is facing childbirth with a
placenta previa, This means
that the placenta (afterbirth)
is partially blocking the neck
of the womb. This happened
in about one in 100 deliveries
in the Women's Hospital in
New Zealand. Because, in
these cases, the child has to
come through his afterbirth,
naturally, the usual type of
delivery must be very danger
ous, both to the mother and
to the child. Transfusions were
required in 49 per cent of the
cases in which the child was
born in the usual way. A
cesarian section was perform
ed in 81 per cent of the cases,
and that is the logical way
out of the difficulty.

An open house and equip
ment display will highlight
the local observance of "Mus
ter Day" by the Oregon Na
tional Guard Sunday, Feb. 19.
Theme for the sixth annual
nationwide event is "The Na
tional Guard in the Cold
War," according to Maj. Gen.
Alfred E. Hintz, Salem, Ore
gon adjutant general.
Purpose of "Muster Day" is
to cal1 attention to the Nation-
al Guard and the role it plays

the common type of financial
institution - the commercial
bank - and 7 out of 10 were
unaware of certain basic dif
ferences between banks and
savings and loan associations.
To help fill this knowledge
gap the ABA has prepared a
factual roundup to help peo
ple make the right choice and
the best use of financial
services.
Of the 14,000 banks in the
United States, commercial
and mutual savings are the
two main types.
Commercial banks are cor
porations owned by stockhold
ers which serve the public by
providing a complete range of
banking and financial serv
ices to meet the needs of in
dividuals, business conce l 5
and the community.
Mutual savings banks are
specialized banking i n stitu
tions that are owned by their
depositors and administered

counts and thrift services, and
in home and other real estate
mortgages.
Trust Companies
In addition, (here also are
trust companies - corporations
which specialize in adminis
tering estates and trusts and
other, funds such as pensions
and endowments.
Outside this bank category
there are more than 6,000
savings and loan associations
and building and loan associ
ations. They are mutual co
operative share account insti
tutions which have a special
purpose to promote thrift
through investment in shares
and to make funds available
for home building and buying.
A relative youngster in the
financial field is the credit
union, of which there now
are more than 19,000 spread
throughout the country. They
also are cooperative mutual
societies organized among em
ployees in industries, or by
occupational groups such as
school teachers, which ac
cumulate thrift funds and
make loans to members.
Safety is a big factor to
consider in deciding where to
put your money. Accounts
are insured up to $10,000 in
nearly all banks through the
Federal Deposit Insurance
Corp. and in loan associations
through the Federal Savings
and Loan Insurance Corp. or
state insurance plans. Deposits
in credit unions are not in
sured. All institutions that
participate, in F.D.I.C. and

How much banks and other
institutions can pay for the
use of your money depends
on how much they can earn
from investing it. This in
part depends on the govern
ment regulations under which
they operate.
Also to be considered is the
matter of convenience - such
things as hours open, drive-in
and curb-stone - teller accom
modations, and facilities for
banking by mail. The ABA
said you will just have to
scout around to find the par
ticular institution that's
easiest for you to use, since
banks and savings and loan
associations differ as much
among themselves as they do
with each other.
Determining whether a par
ticular financial institution is
a commercial bank, savings
bank or savings and loan as
sociation is not too difficult.
Those easiest to identify -savings
banks, trust com
panies and credit unions - are
so described in their titles.
The savings and loan as
sociations somotlmes go by
the name of buildine and
loan associations, cooperative
banks, savings associations or
societies, and savings and
loan societies.
As for commercial banks,
only a few have the word
"commercial" in their name.
The word "national" must ap
pear in the title of each na
tional bank, and in the case of

Police said someone broke
into the St. Marks Episcopal
church, 212 North Oakdalfr
ave., late Wednesday night
and took an estimated $5 from
a church night depositry. J
Entry to the church was
gained by forcing cpen a rear
door, police said. .
In the other burglary, three
.22 caliber pistols were taken
from the Century Sportin
Goods store, 36 South River
side ave. Police said entry
was gained by breaking open
the glass in a door and then
unlocking the door from tho
