an argument, those are just
terms used by the University
of Texas, to explain how to
comply with the nepotism (ap
pointment of relatives) rules.
A relative shall be de
fined," the university said, "as
person related within the
first degree of affinity or the
second degree of consangu
inity, according to the com
mon law . . . the first degree
of affinity includes the spouse
of the employe, and the par
ents, children, brothers and
sisters of the employe's
spouse.
The second degree of con
sanguinity includes the par
ents, children, brothers and
sisters, grandparents, uncles
and aunts, first cousins, neph
ews, nieces and grandchildren
of the employe.
The second degree of af
finity includes the grandchil
dren of employe's spouse, and
the nephews, nieces, uncles,
aunts and first cousins of em
ploye's spouse. The third de
gree of consanguinity includes
the great - grandson, great
grandfather, great - uncle,
great-uncle's children, second
cousin, first cousin's children,
and grand-nephew of the em

To Be Discussed
At Conference
Washington -WPD- President
Kennedy announced today
that Prime Minister Harold
Macmillan would visit him at
the White House during the
week of April 2.
The White House said that
the President welcomed the
chance to get acquainted with
the British prime minister and
to engage in "a general dis
cussion of world problems."
Macmillan thus becomes the
first announced head of a
foreign government to arrange
a visit with the new American
President. .
Invited for Talks '
The White House said Ken
nedy had invited Macmillan
to come here for "informal
talks" while the British leader
is in this hemisphere on a trip
to the Federation of West In
dies. White House Press Secre
tary Pierre Salinger said he
did not' think that Kennedy
and Macmillan had met pre
viously.
Announcement of the visit
was made after Kennedy met
with two top military leaders
and held his second full cabi
net session.
The White House also an
nounced that:
-Gen. Lauris Norstad will
continue as supreme com
mander of the North Atlantic
Treaty Organization forces.
The President said after a con
ference with Norstad and Gen.
Lyman L. Lemnitzer, chairman-
of the Joint Chiefs of
Staff, that he was "delighted','
that Norstad would remain.

-Kennedy intends to ap
point William . Simkin, Wal-
lingford, Pa., to be director of
the Federal Mediation and
Conciliation Service and
Burke Marshall, Chevy Chase,
Md., to be assistant attorney
general in charge of the civil
rights division of the Justice
Department. .
Simkin, 54, is a labor arbi
trator who served with the
War Labor Board and Wage
Stabilization Board during
and after World War II. Mar
shall, 38, is a Washington at
torney.
Bomb Shelters

Samuel Schwartz thinks no
bomb shelter is complete with
out art.
"Art Is no luxury; it's a
necessity," he said. "People
need something besides each
other to look at in a bomb
shelter."
Schwartz theorized that art
in a bomb shelter might also
take one's mind off the dismal
surroundings and help relax
people.
"Staring at a bomb shelter's
blank walls would only add to
the jitters which would be
natural under the circum
stances," he said. He believes
cave paintings served these
ends for pre-historic man.
Schwartz doesn't think it
matters whether bomb shelter
paintings are abstract or rep
resentational.
"It's more important," he
said, "to include something for
the taste of everyone in the
family. Otherwise, needed in
dividualism might be lost."
Murals might be the most
practical form of bomb shelter
art, Schwartz suggested, but
paintings hung on the wall
would have the advantage of
being easier to change oc
