Hoover Argues
Against Federal
CrimeCommission

was tipped that lour men
planned to rob a prominent
businessman's home here.
When the tour bandits
forced their way into the
home, they were greeted by
local police. Both sides fired.
After the melee one criminal
was dead and the others cap-
lurea.
The Federal Bureau of In
vestigation relates the story
to illustrate the daily ex
change of information be
tween its investigators and
local law enforcement offi
cials. The FBI didn't handle
the case itself because no fed
eral statute was involved.
FBI Director J. Edgar Hoo
ver has cited this type of co
operation as an argument
against establishment of a
federal crime commission, fa
vored by some officials. FBI
men mix with all walks of
life, bureau spokesman point
out, and the agency maintains
massive files of criminal in
formation. Whenever items
concern local or state law en
forcement the intelligence is
passed on directly and im
mediately. Hoover has op
posed any "super-agency" that
might slow down or clog this
system.
Crime Information
The FBI distributed 13.892
items of criminal information
to local agencies during last
July, August and September.
They passed more than 4,000
other items on to federal in
vestigative agencies.
Take the case of Adolph
Coors, the brewing magnate
who disappeared from his
Colorado home last February.
FBI agents launched an in
tensive investigation as kid
naping was suspected. Coor's
body finally was found on a
Colorado mountainside in
September. No kidnaping ap
peared to be involved and
the FBI stepped out of the
case, turning all its evidence
and files over to Colorado au
thorities.
However, the evidence ap
pearcd to implicate an es
caped convict, Joseph Corbett
III. In March he made the
FBI's list of the 10 most want
ed fugitives-for crimes other
than the Coors case. In Octo
ber the FBI, working with
Canadian officers, captured
Corbett in Vancouver, Can
ada. Work Both Ways
These communication chan
nels work both ways. Yearly
the bureau investigates about
16,000 cases involving the
transport of stolen autos over
state lines. About 75 per cent
of these cases grow from in
formation supplied by state
and local authorities.
. Teamwork among diverse
police agencies is a "working
reality," according to Hoover.
He has said the most effec
tive way to combat crime is
to strengthen local inforce
ment whenever it weakens,
because these agencies are
"the nation's first line of de
fense against crime."
Architect Says
Airports Will
Go Underground
Los Angeles-OTP-Brazilian
architect Sergio W. Bernardes
predicts airports of the future
will be giant, highly efficient
facilities with everything but
the planes underground.
Bernardes, in Los Angeles
recently to address students
and faculty members of the
University of Southern Cali
fornia's School of Architec
ture, said that in the future
$40 million supersonic planes
may because of economics
be permitted to make only
one stop per continent.
His airport design, on which
work already is underway in
Brazil's new capital city of
Brasilia, is based somewhat on
the principal of the aircraft
carrier with one runway for
takeoff and another for land
ing and with all services un
derneath the airport apron in
a two-story substructure.
Inclined Runways
Bernardes proposed that the
runway for landings be in
clined to cut the speed of the
aircraft when it has its wheels
on the ground. By the same
token, takeoffs will be made
on a downgrade to increase
the momentum of the aircraft

The underground facilities
would include if the pattern
of the Brasilia airport is fol
lowedsuch refinements as a
lake, an aquarium, trees and
plants, as well as elevators to
move pnssrnKers to and from
planes and from one level to
another depending on whether
thry are domestic or inter-continental
travelers.
