Salem - IUPI) - A hearing on
a bill to prevent Gov. Mark
Hatfield from transferring the
Public Welfare commission
from Portland to Salem has
resolved into a debate over
whether the commission is do
ing a proper job.
Administrative Assistant
Warne Nunn and Finance Di
rector Freeman Holmcr said
the move was needed to
"strengthen a d ministration"
by bringing the commission
into closer contact with the
governor and related state
agencies.
Nunn charged the commis
sion with acting "in contra
diction" to Hatfield's policies
on welfare work projects and
distribution of federal surplus
food.
Pearson Opposes Move
Sen. Walter Pearson (D
Portland) said he felt the com
mission would do the best job
if it remained nearest to its
heaviest workload in the Port
land area.
"A lot of weird proposals
have come from the gover
nor's office," Pearson said,
"but this one tops them all."
Pearson added that 'if the
governor attempted to veto a
bill to prohibit the move,
"there are other ways we can
get even with him."
Hep. Grace Peck (D-Port-land),
chief sponsor of the
bill, HR 1015, defended the
commission, and said she con
sidered federal food surplus
distribution had been turned
into a "political football."
Several witnesses from the
Portland area said transfer of
the commission would disrupt
cooperation between volun
teer and state programs,
