Eisenhower may be leaving
the Kennedy administration

Cuba.
Morse, chairman of the
Senate foreign relations sub-
committee on Latin America,
said this country should
place its dispute with Cuba
before the Organization of
American States for an im
.partial settlement.
If Cuban Premier Fidel
Castro rejects OAS arbitra
tion, Morse told the Senate,
efforts should be made to take
the problem to the United
Nations.
' Otherwise, in the eyes of
masses of people in the world,
Morse said, the United States
may look like Goliath and
Cuba like David.
Morse also voiced concern
that Castro, in his efforts to
create such an image, might
try to foment an incident
forcing the United States to
take some military action, pos
sibly at the American Naval
Base at Guantanamo.
