Malaya Economy Diversifying

-Malaya is now in its fourth
year of independence and
bright hopes of reducing the
nation's almost total reliance
upon its tin and rubber indus
tries.
Historically, the Malayan
economy has been ruled by
the prices brought by tin and
rubber. A depression in either
industry has resulted in wide
spread unemployment and a
general slackening of business
to the detriment of the entire
nation.
The Malayan government
hopes that by industrializing
and waging a campaign to im
prove the efficiency of the
nation s 460,000 farms, its de
pendence upon tin and rubber
will, be lessened.
The agricultural program is
the nation's No. 1 concern.
A five-year rural develop
ment program is now being
worked out. It will include
the opening of new lands, pro
viding electricity for all rural
areas and the establishment
of a more diversified crop
structure.
Through use of advanced
methods, Malaya now expects
to become self-sufficient in
rice production within three
to five years. Presently the
nation produces only slightly
more, than 30 per cent of Us
rice nccas.
And by Improving other
agricultural methods, general
food production will be
brought to a level where imports-will
be greatly reduced. I
The result of this, speaking Abdul Rahman would seem to
in broad terms, will bring
greater income to rural dwell
ers, increase their buying
power and generally raise
their standard of living,
Malaya now has an annual
per capita income of $250,
one of the highest in Asia. Be
cause of the nation's vast
natural resources, its foreign
credits are more than double
its foreign liabilities.
Malaya's rural development
program has been a long time
coming. The Japanese occupa
tion and the 12-ycar Commu
nist war both contributed to
preventing Malaya's farm
population from keeping
abreast of the times. Now, the
government feels, there is
nothing standing in the way
and it has promised to attack
the project with all the energy
with which it fought the Com
munists.
The industrialization drive
lias been going on for some
months now and the govern
ment has granted pioneer sta
tus to many and various types
of industries. The pioneer sta
tus frees firms from paying
any income tax during their
first five years.
While attempting to entice
both foreign and local in
vestors to start Industries, the
government likes to point out
that' Malaya has the most
stable government and econ
omy in all of Southeast Asia.
The Communists have been
soundly defeated and the lib
eral government of Tcngku
have no competition worth
noting. In short, the chances
of industries being nationaliz
ed are remote.
Growing Market
Other factors which make
Malaya an attractive invest
ment site are its growing mar
ket, central location, stable
currency and its communica
tions. On the opposite aide of the
ledger, Malaya docs not have
a skilled labor force of any
size and wages run higher
than in most Southeast Asia
countries.
Since Malaya inaugurated
us private industries program
there has been a rush by
many companies to be granted
the tax-free preferential treat
ment. Th amount of indus
try has increased rapidly In
the Kuala Lumpur area and
there appears evidence of
plenty more to cornel The gov
ernment has set a target for
capital investment over the
next 10 years of $1 billion.
Most observers don't feel this
target is out of line, mainly
because of the government's
encouragement of private en
terprise.
Today, Malaya is in a most
enviable economic and politi
cal position in relation to her
Southeast Asian neighbors.
And from the evidence at
hand, there is every indica
tion that this position will be
greatly improved within the
next decade.

Salmon Don't Like
Smell of Humans

Service) - If a human goes
within smelling distance of a
salmon, it will not swim up
stream' to spawn, the Cana
dian Fisheries' Research
board has learned. -
Scientists built a concrete
ladder on a fiver so they
could count and watch sal
mon go upstream to spawn
wnen a numan hand was
placed in the water, the mi
gration rate dropped from
34 fish to four fish each 10
minutes. Other odors tested
did not disturb the salmon.
U. S. scientists also observed
that this was true for salmon
in the Columbia river.
At the Fish Facility Lab
oratory at Bonneville dam,
biologists noted that if a
workman accidentally let his
hand or foot drop into the
water the salmon would not
move for a half an hour or
longer. Human odors dis
turbed them much more than
noise, light and dark condi
tions, and other factors tested.

is said to be greater than that
of all the British Isles, includ
ing all of England, Wales and
North Ireland as well.
