The average Oregon legisla
tor is no smarter than the av
erage reader of this newspa
Dor.
But lawmakers will get the
benefit of a quick elementary
education in the legislative
process at k day-long "school
at the start of the session.
So it seems only fair that
readers, who will be following
the activities of the Legisla
tnre through this column
should get a short course in
the terms and phrases which
even fresnmen solons will be
tfissing around so gli.bly be
fore the first week is over
What, for instance, do they
mean when they say a bill
"h"as gone into the hopper1
Is a "bill" a request for money
-like those we all get after
Christmas shopping? Is a "lob
byist" somebody who hangs
around hotel lobbies? Docs
"memorial" have ' something
to do with saying nice thing:
about someone who has passed
on to his reward? When legis
lators "caucus" is that getting
into a fight? What's a "com
mittce of the whole"? Are
"standing committees" th
ones who can find no room to
sit down in the crowded State
house? Is a "joint session"
meeting of lawmakers at one
of Salem's popular drinking
establishments? Does "en
grossing bills" mean bills that
are the most fascinating? Is
a "minority report" something
to do with colored people or
the foreign-born?
These are not foolish ques
tions at all. Too often legisla
tors, who didn't know the an
swers themselves when they
got elected, and news report
ers who are supposed to keep
the public informed about
what goes on at Salem, all
assume the average reader has
the basic background informa
tion of a college graduate In
political science.
Here's the basic background
Information everyone needs to
be able to understand State
house happenings that will be
. tile talk of the slate for the
next two or three months:
Oregon state government
powers are divided into three
parts: EXECUTIVE-the gover
nor, other elected officials,
and their appointees heading
the scores of boards and com
missions; JUDICIAL-tlie judg
es, from Justices of the peace
to Supreme Court; LEGISLA
TlVE-the Legislative Assem
bly, which meets every two
years and at special sessions
called by. the governor, made
up of the 30-member upper
house or Senate, and the 60-
mcmbcr lower house or House
of Representatives.
. First major concern of both
houses, when the Legislature
begins the second Monday in
January of each, odd-numbered
year, is the election of pre-
siding officers - President of
the Senate and Speaker of the
House.
These officers are extreme
ly important In Oregon state
government: the senate presl
dent Is first in line of succes
sion to the governorship, the
house speaker is second in
line.
In recent history, Paul Pat
terson and Elmo Smith be
came governors by virtue of
their senate presidency. John
Hall became governor because
he was speaker of the House
when Earl Snell died witlrlhe
senate president in a plane
crash.
The senate president, fur
thermore, acts as governor,
with full powers, whenever
the elected governor is out
of the state. Thus, during the
past two years of Mark Hat
field's governorship, Semite
President Walter Pearson has
been, In fact, governor of Ore
gon .on more than 130 days
while Hatfield was out of
state. (The senate president
gets paid about $50 a day ex
tra whenever he serves as gov
ernor, although the elected
governor continues to collect
his salary, too.)
Presiding officers of both
hoSscs are extremely impor
tant in the organisation of the
Legislature, too. Each runs its
own hoiise with an Iron hand,
if he so wishes. He hires the
personnel which see to it that
the business of the Legislature
is handled efficiently - the
desk c 1 e,g k s, doorkeepers,
mailing room workers, and
other employees. He thereby
has control of whatever politi
cal patronage there may be In
handing out Jobs to faithful
party workers. He appoints
committee members, chair
men and vice chnlrmen - and
thereby helps determine
which members will be In the
limcilght and in a position to
verve their state and their con
stituents most effectively. He
decidfs which bills (proposed
laws) will be refvrrod (given
to a commillve for study and
recommendation) to which
committors,

illegal about this practice, al
though some lawmakers of in
dependent streak are known
to have refused to make such
deals."
The committee system is a
most significant feature of the
legislative process." Many hun
dreds of bills are introduced
or submitted and read ("tossed
into the hopper") at each ses
sion. For each proposed law
or change in the established
law ("statutes") to get careful
consideration, it is referred to
an appropriate committee for
study. . The committee, after
holding hearings, calling wit
nesses, listening to lobbyists,
and exercising Its subpoeno
powers. If necessary, then re
ports out" the bill or "meas
ure wltn lis recommenoaiion
for action on that bill by the
House or Senate.
Sometimes a coinmltloa may
change a bill (make amend
ments). Sometimes it recom
mends that the bill "do pass"
r do not pass me legisla
ture. Or it takes no action,
and the bill therefore "dies In
committee." unless it is res
cued by a vote of the members
of a house who call it out oi
committee.
In the 1959 Legislature
there were 20 standing com
mittees, such as Taxation, Ag
riculture. Education, High
ways. Judiciary. Public Wel
fare, etc. In each house. Joint
Ways and Means is a crucuu
committee made up of both
senators and representatives;
it considers all bills approprl-
tlng money, and deals with
the conduct of stale agencies
and institutions. Special com
mittees may be formed to
function for a specific purpose
during one session. There al
ready has been a suggestion
that the 1961 Legislature form
special committee to discuss
Gov. Hatficlds government
reorganization proposals.
When committees of me
House and Senate disagree
about a certain bill, the pre-
Iding officers appoint a "con
ference- committee wlilcn
tries to iron out any wrinkles.
Sometimes they do, sometimes
not.
A "committee of Ihe whole
is formed when all members
present on the floor of a house
re designated as mcmuers oi
single committee in order to
act without further formali
ties. This doesn't happen very
often.
On the floor" means a
lawmaker Is at his desk in
cither the House or Senate
chambers. Occasionally, when
member's presence is re
quired In order for there to
be a quorum 'present or for
some other reason, there may
be a "call of the House" or
Scnale. That means the doors
re locked, all members have
to stay at their desks, and ab
sent members are located and
rought to the floor. (There
re some fabulous stories oi
places where absent members
have been found on occasion!
Actually, legislators are most
ly a conscientious lot and
don't leave without permission
and for good reason.)
Once3k bill has gone through
committees and passed both
houses it goes to the governor
for his signature. H he doesn't
eto it, it becomes law. If he
oesn't veto It and dorsn'l
sign it, it becomes law any
way. (A bill, printed with all
its amendments, is called an
engrossed bill.")
Sometimes, when a bill has
major political significance,
Republican or Democratic

caucus (meeting) to discuss

ter glorblad (R-Ore.) said that
early In the new Congress he
will introduce legislation to
abolish the electoral college
system and the unit rule.
The unit rule gives a candi
date receiving a bare plurality
of the popular vote in a state
all its electoral votes.
"The electoral college sys
tem has never functioned as
planned by the framers of our
Constitution and it is now
nothing more than an inac
curate rubber stamp," he said.
Norblad said his proposed
bill wouid preserve the elec
toral voting strength of each
state and divide' Ihe electoral
voles in proportion to the
popular votes cast.

Vunderson's body was
