Havana's Sports Palace was
Jammed that hot night of July
17. 1959. On the speaker's
platform, in army fatigues
i and with cigar in hand, stood
Fidel Castro, washed over by
wave after wave of cheers
from frenzied Cubans.
In Cuba's presidential pal
ace, surrounded by his family
President Manuel Urrutia sat
before a television set.
Both he and the crowd soon
were to witness history's first
political execution by tele
vision.
Amid shocked disbelief,
Castro announced he was re
signing as premier because
of "moral differences" with
Urrutia.
Then, grey-faced, stunned
Urrutia heard himself do
nounced for acts with "border
on treason," of joining in
an "elaborate plan" to defame
the revolutionary govern-
ment. of delaying land re
form and failing to sign rcg-
ulations providing death pen
alties for convicted counter
revolutionaries.
Urrutia called the televi
sion station and demanded the
right to reply. He was ignored.
By midnight the crowd,
roused to fever pitch, was
threatening to march on the
presidential palace. At 2 a.m.,
an automobile carried Urru
tia into political oblivion.
Signed Death Warrant
There would be other such
political executions in high
places of the revolutionary
government, but this was the
first clearly to mark the road
down which the Castro re
gime soon would be tearing
pell-mell. .

he had committed a crime,
Urrutia had signed his own
political death warrant less
than three weeks earlier. At
a television press conference
he had said: -

For whether Castro, a rev
olutionary but never on ad
ministrator, knew it or not,
the Communists were taking
over.
On July 18, 1859, Osvaldo
Dorticos Torrado tpok over
in Urrutia's place. As a stu
dent at Havana university,
Dorticos had been known as
a leftist. As an attorney he
had represented the Commu
nist faction in his native Ci
enfucgos. He had once been
arrested as a Communist In
his own right.
Castro, of course, rescind-

Roa Was a Founder
The foreign minister was
Raul Roa. Roa was one of the
founders of the Communist
party in Cuba many years
ago. He is violently a n 1 1-
American and is regarded as
one of the most dangerous
Reds in this hemisphere.
Raul Castro, brother of Fi
del, is defense minister. The
more quiet of the two broth
ers, he also is regarded as a
better Marxist. He has trav
eled and studied behind the
Iron Curtain.
On Nov. 28, 1959, Ernesto
Che Guevara took over as
president of the National
Bank of Cuba. He has denied
he' is a Communist but gen
erally is accepted as an en
thusiastic one. He took over
his present Job without pre
vious economic experience but
has been a spokesman for
Cuba In Moscow and Peiping
and recently negotiated a $60
million loan from Red China
- Among close observers of
Cuba, it is believed that Gue
vara, Roa and Raul Castro
are the real rulers or luwi,
having been designated by
Moscow as a triumvirate.
Olhor Members Named
Today it may be said that
every key post in the Cuban
government either is Red-occupied
or Red-controlled.
Other members include:
Dr. Vicentina Antuna de Ca-
rone, an avowed Red who is
general director of culture.
She has helped to rewrite Cu
ban history books to eliminate
the United States' part in the
liberation of Cuba from Spain
and she has banned the selling
of U. S. Christmas cards with
their Christian scenes from
Cuba.
Antonio Nunez Jimenez, di
rector of the National Insti
tute of Agrarian Reform. He
was a leader oi tne Young
Communist league at the Uni
versity of Havana.
Mai. Augosto Martinez San
chez, one-time minister of de
fense and now labor minister.
He is another noted for his
violent anti-American views
and his deep respect for communism.
Under Cuba's agrarian and
urban reform laws, Nunez Ji
menez and Martinez Sanchez
control every waking moment
of most of Cuban labor and
even may dictate the places
where they may sleep.
The labor ministry's power
is such that no worker can
get a Job without ministry ap
proval. An employer cannot
hire without ministry approv
al. t
Associated with Communists'
Hand in hand has been the
development of the "single
union" aimed at forcing all
of Cuban labor into one vast
organiation headed by the
'right" people.
Additionally, no worker can
refuse to go into the militia
and hope to keep his job.
Whether or not Castro con
siders himself a Communist,
a man of peace or a man of
violence, his life has been
closely associated with both
Communists and violence.
He participated in a n 1 1-
Amcrican demonstrations in
Bogota, and in an Ill-starred
attack on the Dominican Re
public.
In Mexico where he and
his followers trained for their
invasion of Cuba, his mentor
was Alberto Bayo, a highly
professional Spanish Communist.
Dream of Liberator
The details of government
are not for Castro. His habitat
is the mountains of Oriente
Province.
His is the broad horizon.
"In my heart," he once said,

Three Fined for
Illegal Possession
Three young Medford men
received fines of $35 apiece in
Medford's municipal court
yesterday after pleading guil
ty to charges of illegal pos
session of alcoholic beverages,
They were arrested by city
police early yesterday morn

They are Wayne Lee Ellis,
18, of 211 Summit st.j Law
rence Richard Wilson, 20, of
895 Casino rd and Dennis
Lee Strauss, 18, of 2948 Sandy
terrace. Strauss also received
a two-day jail sentence in ad
dition to the fine.
The youths were arrested in
the downtown area after a
routine check of their car dis
closed that they had a quanti
ty of beer in their possession.
All three boys spent the night
in the city jail. They refused
to toll police where they ob
tained the beer.

This is the appeal to youth
which has spread throughout
much of Latin America.
It is the reason why in Chile
President Eisenhower heard
the shouts: "Cuba si, Yankee
no."
In Chile, in Venezuela, Bra
zil, Mexico, El Salvador, Guat
emala, Nicaragua and Panama
there are the "Fidelistas," a
combination of poverty, of
life without hope and exploi
tation by the Communists.
Castro would export his rev
olution to all of them.

Votes Payment

The General Assembly's budg
etary committee voted Thurs
day over Soviet opposition to
make all of its members con
tribute to the cost of the U.N.
Congo operation as part of the
world organization's budget.
A fight appeared certain,
however, when the commit
tee's resolution is put before
the assembly where a two
thirds vote is required for approval.
The vote-on the resolution
as a whole was 45-15 with 25
abstentions. Iraq, Lebanon,
Portugal, Saudla Arabia, the
United Arab Republic and
Yemen joined the nine-coun
try Soviet bloc in voting
against it.

License Plates
At One-Time Fee
Of $20 Proposed

would pay one-time fee of $20
and the license would be good
for the life of the car, Oregon
legislators have been told.
A letter was read from Mo
tor Vehicles Director Vern
Hill to the Legislative Interim
Highway Committee.
Earliest date for the change
over would be Jan. 1, 1963
and a complete reissue of
plates would occur in 1962.
Even if the car were sold
the plates would remain with
the car and the title transfer
fee would be $10.
When a car is wrecked or
Junked, the license would go
back to the Department for
reissue.
Annual Saving
The plan would save the
state $500,000 a year in ad
ministrative and other costs,
Hill said. If the plan is adopt
ed, a re-evaluation of the need
for an electronic data process
ing program in the Motor Ve
hicles Department would be
called for, he said.
It has not been determined
how much the system would
reduce the present $4 mil
lion a year from $10 license
fees. Highway Engineer W.
C. said one proposal was
another half-a-cent per gal
lon gasoline tax to raise $3
billion annually.
Oregon Rhodes Candidate Picked

Reed college senior from
Minneapolis has been chosen
as the candidate from Oregon
for a 1961 Rhodes scholarship.
The student, Mark Ptashne,
was picked over three other
candidates by a five - man
screening committee at an
oral examination.
Ptashne will graduate in
chemistry at the Portland
school this spring. He said he
plans to make molecular bi
ology his life work.
