Capitol Memo
Hatfield, Thornton
Most Ardent Foes
In State Politics
Salem -IUPD- Probably the
two most ardent foes in Ore
gon state government today
are Republican Gov. Mark
Hatfield and Attorney Gene
ral Robert Y. Thornton, a
Democrat.
Their relationship since
1958 is a chronicle of dissen-tion.-But
there was a time
when it was cordial.
They first met in 1951 when
both served in the Oregon
House of Representatives. Lat
er, as Secretary of State, Hat
field called frequently on
Thornton, by now Attorney
General, for legal opinions.
But their relationship
changed abruptly in 1958
when Hatfield was elected
Governor and named Howell
Appling Jr. to succeed as Sec
retary of State. Thornton
ruled Hatfield couldn't do this,
and the State Supreme Court
upheld Hatfield.
Hatfield hired his own legal
counsel, Loren D. Hicks, and
spurns Thornton's advice ex-

Since 1958 Hatfield has fre
quently pounced on. Thorn
ton's opinions at meetings of
me state Board of Control
and the State Land Board,
both headed by the governor.
Hatfield's favorite descrip
tion of Thornton is "incom
petent.". Thornton sizes Hat
field up as "ruthless," and
during the recent campaign
charged Hatfield with heading
a smear project against Thorn
ton's reelection. Thornton won
a third term. ,
The feud doesn't seem to
go on in private, however.
Thornton telephoned Hatfield
the day after ;the Nov. 8 elec
tion to discuss a Bar Associa
tion award and Hatfield con
gratulated him on his elec
tion. ' Thornton claims the trou
ble is a "political position"
on Hatfield's part and "en
tirely uncalled for."
"As state officials, we
should be cooperating."
They were back at it this
week, Hatfield lashing Thorn
ton for being late with legal
opinions requested by the
Land Board. Thornton, Hat
field said, was too busy grab
bing headlines in Washington,
D.C., over the Regional Post
Office case. .
Thorton countered by label
ing Hatfield's South American
trip as a "safari" and added
the governor should have
been home tending to busi
ness himself.
TB Elimination
In State Foreseen
Portland - (UPD - Complete
elimination of tuberculosis in
Oregon within 40 . years is
foreseen in a report presented
Wednesday to Oregon health
officers - attending a confer
ence here.
Members of a panel said in
their report that detection of
TB is the major problem and
also the major point of em
phasis in the program to stamp
out tne disease.
Private physicians were
urged to use more skin test
ing with chest X-ray to be
made an integral part of the
over-all program.

12-Year-Old Beginner Quickly
Learns Photography Technique

New York-IUPD-A 12-year-
old girl started from scratch
about a month ago to learn
something about picture tak
ing. Enough returns have ac
cumulated for a preliminary
report on her achievements
and failures.
The project was an experi
ment to try to find out how
long it would take a 12-year-
old beginner my daughter,
Gay to take reasonably good
pictures with a box camera,
and to discover Just what sort
of photos she would produce.
She started by exposing two
rolls of Kodacolor film, size
620, in a fairly simple camera,
Kodak , Brownie Twin-20.
After a guided tour through
the camera instruction book
let, and some dry run practice
sessions on how to release
the shutter without jiggling
the camera, she was on her
own.
The results amazed me and
delighted Gay.
Exposures Good '
All 24 shots on the two
rolls "turned out," that is, the
exposure on each was reason
ably good, each was printable,
and the colors were good.
The . surprising thing,
though, was that five of the
photos were well worth en
Urging.
The best of these was s
Halloween still life that in
cluded a big pumpkin,
broom, a black mask, and
Halloween party hat. The re
sulting vividly colored com
position made an excellent 11
by 11-inch enlargement (near
ly the whole . area of the
square negative was used.)
A closeup of a vase of rose
buds beside a portrait of Gay's
sister enlarged beautifully to
11 by 14. At that size it was
not perfectly sharp, because
Gay had stood a little too
close to her subject in making
the snapshot, but the slight
softeness of detail was pleas
ing rather than objectionable.
Good 8 by 10 color enlarge
ments were made from Koda
color negatives of a small vase
of flowers reflected in a pol
ished mahogany table; and in
formal portraits of the little
photographer's mother and
father.
Framing Failure
Among the' pictures that
were not so good, the chief
fault was failure to frame the
subject properly. What might
have been an excellent shot
of a Halloween party scare
crow was spoiled because the
camera was aimed a little too
low, chopping off the scare
crow's head. Photos of a vase
of flowers and of a pet para
keet in her cage had the same
defect.

flash attachment.

en with flash, which simpli
fied the lighting problem.
The 620 negative is big
enough to allow considerable
cropping, or trimming away
of surplus pictures around the
edges, so that even a small
part of the original negative
may be used to make a good
sized enlargement.
Rearranged Objects
Gay took several shots of
the subjects that interested
her most.. For example, in
making the Halloween still
life she rearranged the .ob
jects several times, and photo
graphed them from varying
angles and distances. This
gave a better chance of get
ting at least one good shot. 1
She experienced and used
some imagination at least part
of the time. ,
Gay still has a tremendous
amount to learn, about pho
tography, ' .of . course. . Color
snapshots, with flashbulbs are
relatively easy. She will find
the going harder when, she
tries color with natural light
ing. And she will find that
composition and subject mat
ter become even more import
ant in black and white plc;
tures than in color. .- -
But her enthusiasm after
seeing her. first color prints
should carry- her quite- a dis
tance into -new fields,,. until
she gains enough experience
to carry her even farther.
