Jobholder Turnover Seen Extensive Under Kennedy Administration
Postal Department Gives Suggestions
On Proper Wrapping of Packages
Washington - (UPB-With the
Christmas holidays just
around the corner,, the post
office department has some
suggestions to make sure that
gift parcels arrive undamaged.
Poor packaging accounts
for more breakage and spoil'
age in shipment than any
other factor. But the post of
fice often gets blamed nny
way. When a parcel arrives in
battered condition, some per
sons jokingly accuse the de
partment of ''hiring a man to
jump on all packages.
The Federal Register, pub'
lished by the government,
lists revised rules and regula
tions to assure the safe arrival
of fragile and easily damaged
items. Along with the sugges
tions, the post office warns
that It reserves the right to
exclude from the mall cer
tain types of badly packaged
merchandise.
Stronger Containers Needed
The department suggests
that packages sent to more
distant points need stronger
containers. This is true be
cause the parcel receives more
handling on its way to a dis
tant point than a package ad
dressed to a nearby destina
tion, I
' Size of the container also
is an important factor. If the
container is too large, the
contents might shift in trans
it; if It Is too s m a 1 1, there
won't be room enough for pro
tective inside cushioning.
Overstuffed cartons frequent
ly burst before arriving at
their destination.
Adequate cushioning keeps
the goods inside from bump
ing against the sides of the
carton in which they are ship
ped. In addition to protecting
against outside impact, cush
ioning also protects items in
side from damaging one an
other, If two or more items
are in the same box.
Cushioning Suggested
Among the materials which
can be used for cushioning arc
excelsior, flexible corrugated
cardboard, felt, cotton, cloth
ing, ' tissue paper, shredded
newspaper, and even popcorn.
The government conducted
tests with popcorn as a cush
ioning agent and found It use
ful in certain cases, especially
in packing delicate electronic
gear. But shredded newspaper
is still the handiest and most
popular material for packii.g
fragile Items.
For maximum safety, stuff
about two inches of cushion- only when stiffening material
Ing material on all sides of
the object and make sure that
there can be no shifting or
movement. -Wrap several fra
gile items separately before
packing in the same case.
Revised Rules Told
The post office's revised
rules and regulations also in
clude the following:
- Heavy paper can be used
as an outside wrapping pro
vided it Is tied with twine.
Thin paper bags are not ac
ceptable as da outside wrap
per.
- Self contained articles
may be mailed without out
side packaging but the post
office will not be responsible
if the surface or finish be
comes marred.
- A sturdy fiberboard car
ton, in good condition need
not be wrapped.
Concerning outside mark
ings, the post office emphatic
ally encourages use of appro
priate labels. Glass, china
ware, electrical appliances,
jewelry and musical instru
ments must be marked "fra
gile" by the mailer.
Markings Superfluous
Phrases like "do not bend"
or "do not fold" may be used
is used to protect the con
tents. Words like "rush" or
"do not delay" can be used
only on special delivery ship
ments or on mail intended for
special handling.
The department cautions
that all other markings and
labels are superfluous, unnec
essary and forbidden

and missing all the teen
age fun.
Lucille J. - My only joy in
life is eating.
Mrs. A. J. - I'm at my wit's
end about Lucille. She's 15,
a junior in high school, and
on such an eating jag that I
can hardly keep her in clothes.
Nothing seems to help. Her
physical education teacher
spoke to her and gave her a
diet, I clip articles and pic
tures out of the papers and
hang them around the house
to inspire her. I make non
fattening" chocolate pudding
for her as a treat. But she
slips into the kitchen later
and eats a whole jar of peanut
butter or a full box of potato
chips.
I took her to our doctor.
He found her 80 pounds over
weight! He tried to scare her
into reducing, and gave her
some medicine to help the fat
burn up faster, and take away
her appetite.
Now I find the medicine
just standing aroundl She's
not interested. She actually
seems to want to look this
way. Next year she'll be a
senior. That's the time young
girls have so much fun. But
at this rate Lucille will just
be looking on. '

Lucille J. -J My mother
doesn't understand that I'm
satisfied. Some girls get hap
piness from clothes and boys
and dates. I get mine from
food. I enjoy my friends, and
my dog, and my job on the
school paper and lots of other
things. But I get my best lift
from eating.
Why is a girl's figure so
important? I'm not trying to
be Miss America or a model
I don't see why I must look
any special way just because
the fashion people' say so. In
some parts of the world It's
fine to be fat. If I lived in
those lands, people would
leave me alone.
Maybe I could reduce if
had a good reason. But I feel
fine. And in a square dance
I m as light on my feet as
the next one. Of course, when
the call is "swing your part
ner," I don't wait to be swung.
I swing myself!
I'm not worried about sit
ting out the Senior Prom and
the parties next year. I'm
thinking of more serious
things, like - getting into
good college.

many kinds of hunger, all re
quiring different kinds of
food. Yet she makes the mis
take of trying to quiet all the
hungers with food intended
to quiet only the physical. So
far as her other needs go, she
could eat every hour on the
hour and they d still be starved!
Lucille sounds like an un
happy child who has just giv
en up. She finds it easier to
retreat into a wall of fat, and
then surround the wall with
fine-sounding defenses. Per
haps Mrs. J., plus the physi
cal education teacher, the
guidance teacher in Lucillc's
school and the, doctor, can
probe more Into what's eating
Lucille rather than what Lu
cillc's eating!
We assume that the doctor
has ruled out any major physi
cal cause for Lucille's obesity.
Even when hereditary or
glandular factors are present,
restraint in eating is prescrib
ed. But Lucille can't restrain
her appetite because, as she
Indicates, she sees no good
reason.

over in federal Jobholders may
be far more extensive under
the administration of President-elect
Kennedy than origi
nally indicated by his person
nel specialist, it has been
learned.
Architects of the new ad
ministration are intensifying
their study of key government
positions. The first appoint
ments of major Kennedy ad
ministration officials will be
announced this week and next
week.
The President-elects press
secretary, Pierre Salinger,
called a news conference to
announce what he termed
"hard news." The news will
not involve appointments. Sal
lnger may disclose new stud
ies ordered by Kennedy, not
necessarily involving person
nel matters.
1,800 Jobs Open
Kennedy and his chief ad
visers in planning the transi
tion of government from Re
publican to Democratic con
trol have given priority to
filling about 1,800 top federal
policy jobs, ranging from the
cabinet down to "schedule C,
a classification of approxi
mately 1,200 federal positions
which may be filled by presi
dential appointment.

nedy planning staff, however,
that the new administration is
studying thousands of federal
posts within the normal ca
reer classifications of the Civil
Service system.

The possibility of a high
government post for Kenne
dy's brother, Robert, remain
ed an open question after the
two men conferred Sunday for
the first time since shortly af
ter the election.
Bob Kennedy, the President
elect's campaign manager told
reporters after talking with
his brother that the question
of a top federal job for him
"still is a wide open matter
and we have not reached a de
cision one way or another."
Bobby said he expected to
discuss the subject extensive
ly this week with the incom
ing chief executive. Bobby
said several weeks ago he .did
not think it was proper for
him to take a job in his broth
er's administration.

is not worried by GOP efforts
to get vote recounts in sev
eral states because he has In
formation "that the count has
been accurate."

8 election have been tabulated
correctly, "you can count

without changing the out
come, he told reporters Mon
day night.
Although voicing confi
dence that GOP-inspired re
counts would not upset his
narrow victory over Vice
President Richard M. Nixon,
Kennedy said he favored re
counting ballots whenever
"they ought to be counted"
so the public would have full
confidence in the results.
The latest UPI tabulation
showed Kennedy leading
Nixon by about 175,000 popu
lar votes. Kennedy had 300
electoral votes and Nixon 223.
