Ashland Judge Blames
Parents for Problems
Ashland - Municipal Judge
Richard Cottle blames most
juvenile delinquency p r o b
lems on the delinquents' par
ents. Cottle's statement came
at the noon luncheon of the
Ashland Chamber of Com
merce in the Mark Antony
hotel Tuesday.
Cottle said that many par
ents seem to think it is easier
to let someone else take care
of their children's problems.
He said this belief comes
about because most areas now
have psychiatrists, psycholo
gists and paid social workers
available for dealing with
juvenile problems.
To Juvenile Department
"As of Jan. 1, 1960, all
juvenile offenses have been
transferred to the juvenile de
partment of the circuit court,"
Cottle informed the gathering.
The only violations referred
to municipal or justice courts
are those involving traffic vio
lations, Cottle said. He observ
ed that "if teenagers are go
ing to enjoy the advantages
and privileges of an adult in
being granted a driver's li
cense, they should expect
adult treatment for viola
. tions."
He posed the question "Why
should a juvenile driver be
treated any differently than
an adult driver?"

Have 'Migrated'

Berkeley, Calif. - Southern
Oregon pine and myrtle trees
may have "migrated" in one
of the geologic periods from
southern latitudes, according
to a theory explained to bot
anists attending the lecture
series of Professor Rudolf Flo
rin of the Royal Swedish
Academy of Scientists at the
University of California.
The presence in the south
ern hemisphere of varieties of
trees not found in the north
contradicts the theory that
the northern hemisphere is
the point of origin of all flora,
Florin reported. Thus, some
unusual species may have mi
grated north.
Fir and several other cone
bearing trees apparently are
"native" in the north, accord
ing to his review of the ever
green family.
Professor Florin declined
to be drawn into the contro
versy over the origin of the
myrtle tree. "I am only fa
miliar with the conifers," he
said.
In the migratory process,
the conifers, he said, preceded
the flowering plants.

Migrating

migrating birds will be on
the move overhead.
Some will be leaving Ore
gon for warmer southlands.
Others will be coming here
for the winter and others will
be just passing through. Put
them together and you have
a "moving" story that is al
most fantastic, says an Ore
gon State college zoologist.

sense and a phenomenal hom

Storm points out. They re
turn to approximately the
same areas each winter and
summer after traveling hun

night, Storm adds. Some Ore
gon birds, such as Swainson's

will go clear to the southern
end of South America lor
the winter. The tiny hum
mingbird travels to Mexico.
Good Winter Area

fowl and some small birds.
Starlings overwinter here in
tremendous numbers from the
Plains States and are becom
ing a serious nuisance.
Several well-known birds
don't migrate. They're Oregon
residents me year ruunu,
Storm explained. These in
clude the meadow lark, jay,
most wood peckers, song
sparrow, junco (sometimes
called snow bird), most West
ern Oregon nawKS, macK-
birds, and probably robins.

Complicated Migration
Sea gull migration is com
plicated. The common sea
gull of the Oregon coast, the
Western gull, stays here all
year. The common gull of
Eastern Oregon moves to the
Coast for the winter. And sev
eral other gulls that nest in
northlands such as Alaska
also migrate down to the Ore
eon Coast area.
That means thai several
kinds of Bulls are present on
the Oregon Coast during the
winter and it lakes a real
expert to tell them apart, ac
cording to Storm. Only minor
differences in shading and
color of bills and feet dis
tinguish one kind of gull from
another.
In migration flights, most
birds keep relatively close to
the ground. This brings deatn
to many birds that crash into
high buildings, towers,, light
houses, etc. . '
Lights Confuse Birds
Lights are confusing to
birds on the move, particu
larly geese. Often birds land
on air port runways thinking
the wet pavement is a body of
water. Sometimes they get
lost and circle until dawn.
Airport cellomelers - the
beacon lights that shine
straight up to determine cloud
.ceilings-confuse birds also,
says Storm. They sometimes
keep flying around and mio
the shaft of light until they
fall exhausted to the ground.
Just what triggers fall mi
gration is not exactly known,
Storm confesses. One theory
is that it is tied to accumu
lation of body fat, and that
when a certain point is reach
ed the birds are ready to
move. Return migration In
the spring apparently is tied
to some extent with onset of
tl-.a breeding cycle. Changing
day lengths probably act as
the master control for both.

Bird migrations from Ore
gon start in August and prob
ably reach a peak in late Sep
tember and October but con
tinue well Into December. At
the peak, literally millions of
birds take wing at night for
their annual journey.
Some birds arc just ' "mi
grants" In Oregon on their
trips north and south. Whist
ling swans just stop off here
and snow geese don't stay
long either.
The most marked migration
route In Oregon is up and
down the Coastline, but other
common migration routes ex
tend along the Willamette
valley and north-south across
eastern Oregon.
