Although Democrats have a
majority in the House, Re
publicans hope that several
Democratic Rep resentatives
who have often voted with
the GOP in the past may help
them elect a speaker of Re
publican choosing. ,
One of these is Rep. George
Annnla, (D-Hood River), a
candidate for speaker in 1959.
He concedes that in the past
he'has joined Republicans on
issues which divide the par
tics. But as for organizing the
House, "I'm not a traitor to
the Democratic party," he de
clared. Annala says he is not a con
tender for House speaker this
year. i.
Two others often in the
cross-over category are Reps.
Katherine Musa, (D - The
Dalles), and Don McKlnnis,
(D-Summerville). But Straub
says he is "not worried" about
their loyalty.
A fourth key figure could
be Emil Stunz, (D-Nyssa.)
Stunz said he has made no
commitments for speaker and
will attend the caucus with
"an open mind."
Such a simple thing as one
Democratic switch would
throw the House Into a 30-30
lie, and a scrambling for com
promise. The controlling
party also gels to make com
mittee appointments.
The two outright candidates
for speaker are Reps. Robert
Duncan, (D-Mcdford), speak
er of the 1959 session, and
W. H. Holmstrom, (D-Gcar-hart),
both are confident that
the speaker will be a Democrat.
Man Pleads Guilty ,
To Exposure Charge
Frank High, 52, Citrus
Heights, Calf., pleaded guilty
in municipal court yesterday
to a charge of Indecent ex
posure. A fine of $50 andor
30 days In jail were suspend
ed on condition he leave Med
ford. High was arrested Tuesday
afternoon by city police. He
had been observed shortly af
ter noon exposing himself
while sitting in his car near
Mcdford High school.

engineering to expand teach
ing and research programs
in sanitary engineering-water
supplies, domestic and Indus
trial waste disposal, and air
sanitation.
The five-year grant from
the public health service will
help make OSC into a major
U.S. center for sanitary engi
neering research and training.
In making the grant to the
college, the public health
service pointed to the critical
need for workers in sanitary
engineering and to Increased
problems of air and water
pollution and waste disposal,

tions and larger cities are
intensifying the problems.

indusrial plants-synthetic
manufactures, pulp and pa
per, etc.
Air pollution is a relative
ly new and still minor con
sideration in this area, Bur
gess noted, but only advance
planning will ward off a ma
Jor "smog" problem in years
ahead. Some cities are already
feeling the pinch on domestic
water supplies and Industrial
waste disposal, he added.
New graduate courses arc
planned in sanitary engineer
ing, and a scries of research
assistantshlps will be estab
lished to help attract top stu
dents Into the program. Jobs
for graduates in sanitary en
gineering are "going beg
ging," Gleeson said. OSC was
one of 2.') Institutions select
ed to receive grants for spe
cial work in public health.
