Big Issue With Stockmen;
Woozley Gives BLM

Much of the Oregon Cattle
men's association convention
in Medford last week was de
voted to government range
problems. This is particularly
important to Jackson county
stockmen with an estimated
8,500 head of cattle grazing
on government range in late
spring and summer months.
BLM estimates are 5,000
cattle and 2,000 sheep on its
range land within the county.
Rogue National Forest offi
cials estimate 3,500 cattle use
their ranges. Both agencies
estimate that about 4,000
sheep graze on government
range lands or 2,000 on lands
under the jurisidiction of
each of the agencies.
Edward Woozley, director,
bureau of land management,
further pointed up the impor
tance of this program during
his talk here. "A license-for
livestock numbers permitted
to use federal range has tak
en on financial value because
these licenses and permits can
be used as collateral for loans
and are taken into account
when ranch properties are
bought or sold. Some opera
tors strenuously resist reduc
tions in licensed use even
though those reductions may
only be on paper," he pointed
out.
Surveys Explained
. "It is unfair to sell proper
ty which carries a license for
more livestock than the ranch
er does run or can run since
a buyer would be paying for
something he simply isn't get
ting," the 3LM director said.
"It is a fact that some ranges
are over-obligated on paper
but are not actually being
overgrazed."
Many variables must be
considered by the resource
technician when making
range surveys, Woozley ex
plained. These are soil types,
amount and season of rainfall
and snowfall, temperature,
winds, topography, availabil
ity! of water, and. many more
such factors.
"Such determinations re
quire judgment and many
range users have used the for
mal appeals procedure to pro
test decisions that have been
made," the BLM director said.

The forage available on
public lands in 1960-exclusive
of Alaska-is estimated at 17
million animal - unit months.
As a result of the intensified
range management and accel
erated range conservation and
improvement programs, it is
estimated that the available
forage will have increased to
29 million animal -unit-months
by 1980 and to 46 mil
lion animal - unit - months by
the year 2012. These increases
will result in the modification
of many existing permits and
the issuance of permits to new
applicants who are not .pres
ently users of the , federal
range," the BLM director
said.
During the past five years
surveys of existing range con
ditions have been completed
for all grazing districts in 10
western stales. By repeating
these surveys at five year in
tervals a comparison of re
sults will show the changes in
vegetation and soil mantle
which have occurred and
whether trends in range con
ditions are upward, static, or
downward, Woozley ex
plained. Study Results Given
"Results of the range condi
tion studies show that some
25 per cent of Oregon's fed
eral range is improving.
About 51 per cent is more or
less in status quo, now under
treatment, while about 25 per

put in a memory book. The
memory books are made of
plywood.
The Camp Fire girls earn
many beads. You can earn
them for going on hikes and
camping trips, cooking meals
over campfires, building fires,
exploring and collecting ob
jects of nature, helping and
protecting nature. These
crafts are just some of the
things you can do to earn
your beads'. Last year a Camp
Fire Girl received 75 beads
for cooking, doing household
chores, and singing in church.
We hope that we can get
many girls into other groups.

control treatment," Woozley
noted. "It is estimated that the
increased forage production
on the treated lands will be
sufficient for about 1,150 cat
tle for a six-month grazing
period. Direct cost of this
year's seeding and brush con
trol work will total about
$121,000. It has been estimat
ed that the commercial value
of the increased production
alone will be about $16,000
annually when the land has
reached full production.
Recreation Program!
Referring to use of public
land for recreation, Woozley
pointed out that illegal post
ing of federal land indicating
closure has been improved
greatly. Access roads are be
ing constructed into areas
that were previously inacces
sible or are constructed to by
pass private property. Ex
change of use agreements are
being developed with land
owners that serves to make
certain private land available
for public use in lieu of iso
lated tracts of federal land,

ships are being developed be
tween the landowner and the
sportsmen, the BLM chief
said.
"Certainly the sportsman
must accept major responsi
bility in any program in or
der to prevent damage to ana
depredations upon the land in
volved," Woozley pointed out.
The Steens mountain area
is a good example of what
the bureau Is doing to meet
the increasing needs of the
public. This has been desig
nated as a multiple-use land
management area recently.
Making the land improper for
private disposition will facili
tate plans for the BLM to
work out balanced mutiple
use programs involving inte
grated range management,
watershed, wildlife, and hunt
ing, camping and fishing ac
tivities of the public. Im
proved management of the
doer herd will contribute to
increased forage productivity.
Construction of some of the
major access roads were com
pleted prior to this year's
deer hunt, the BLM director
said.
Harney county has hard
topped several miles of coun
ty road leading into this coun
try to be served by access
roads. The Oregon state game
commission also contributed
cattleguards.
