Japanese May Solve Shortages
Of Space by Building New City

largest city is running. out of
space, but the Japanese may
solve the problem by building
a new city. -r ,
Some of Japan's leading
civic and industrial planners
are pushing a plan to double
the size of Tokyo by building
a new, complementary city in
Tokyo Bay. . ' .
The plan, the brainchild of
Kyuro Kano, former : Japan
Housing Corporation presi
dent, is not as far-fetched as
it might seem. And it s beyond
the talking stage. A rudi
mentary plan already has
been submitted to the govern
ment and Kano believes It
will be adopted as part of the
government program before
too long, probably with ' the
tenure of Premier' Hayato
Ikeda. (There is no' way 1 to
tell how long Ikeda will be in
office, however.) 1 1
Calls for Reclamation ' '
Basically, the plan calls for
reclamation of some" 260
squire miles of Tokyo Bay by
dredging and filling, prefer
ably dredging because that'a
cheaper. It would cost about
$10.5 billion, Kano estimates.
That's about what lt'eosts'the
United States to support its
Army for one year and onlv
one-fourth of what the United
States spends annually on all
its defense. ' !
The plan could solve ail of
the population problems of
Tokyo for years to come. But
that s not the primary reason
ing behind it. The main goal,
Kano explained in an inter
view, -is to build ;the nation's
economy by providing more
space for .industrial expansion

Because of Japan's depend
ence on raw materials from
abroad, Kano'1 explained,
Japanese industries have, be
come concentrated nearport
areas, resulting in tremendous
overcrowding. The pressures
for expansive land along 'the
shores of Tokyo'Bay Have be
come ' tremendous, - but the
land is extremely limited: The
population growth makes It

sandwiched in between- a dire
shortage - of 'Industrial and
dwelling sites,' and the rapidly
worsening congestion result

and inadequate transportation
facilities," Kano said,, posing

"Is there any way of solving
this oppressive problem?" '
He and other members of
the Council for Industry Plan
ning think the reclamation of
Tokyo Bay is' the only -feasible
answer. .-: '

surveys show that- about -two-thirds
of bay: area (about 260
square miles) can be reclaim
ed economically. " I'
Kano estimated th a-t 'it
would take 30 years to com
plete the project. The coun
cil's master plan provides for
a five-year planning ' survey
before the first dredging be
gins 'or the first shovel ' oil
earth is turned. After that the
city would be finished In' at
least 25 years. ' . ' '
One of the biggest 'prob
lems, Kano said; would' bit

Alice Arbour, an 84-year-old
widow, forgot to take . her
baseball bat to bed with her
for the first time in four years,
But she .found some burglars
scare just as easy r with, a
scream. - v
Mrs. Arbour said she woke
up early Sunday morning to
find an intruder In her bed
room shining a light in her
face. She reached for : her
trusty bat, but it was'nt there.
"So," she said, "I just let
out a couple of screams and
he ran like a deer." ....
Mrs. Arbour was perturbed
at her lost chance to use the
baseball bat.
I never had a chance to
use it until today," she said,
"then I blew it all."

mous difficulties In connec
tion with the hoped for
growth of the economy and
expansion of trade and indus
try," Kano said. "The work is
absolutely . essential if Japan
is to continue to grow."

Increased more than $15,000
last month over October, 1959,
according to Morris B. Leon
ard, Medford, Jackson county
chairman.
Sales last month totaled
$80,309, he said, compared to
$64,402 in October, 1959.
Sales through Oct. 31 this
year totaled $845,612 In Jack
son county, compared to $738,
350 for the same period in
1959.

Actor Guy Madison
Seeks Separation
Rome -IUPB- American actor
Guy Madison, 38, said today
he has asked an Italian court
for legal separation from his
wife, Sheila, 28.
The actor, who has been
filming "The Slave of Rome"
here and in Yugoslavia, said
his wife would get custody of
their three children under
the separation agreement.
"There's no more bitterness
between us than could be ex
pected," Madison said of the
breakup of his marriage, "We
tried to patch things up here
in Rome this past summer but
it Just didn't work." '
The separation was asked
on grounds of incompatibility.
Madison said an American
divorce probably would fol
low later.
The Madison's three chil
dren are Brlgette 5, Arin 4,
and Dolly 3.
