Problems of First
Catholic President
Reviewed by Cassels
By LOUIS CASSELS
Washington (UPD - When
President-elect John F. Ken
nedy takes his oath of office
next Jan. 20, he probably will
rest his hand upon a Douay
Bible used by the Catholics
rather than the King James'
Protestant version. '
This innovation can hardly
be said to strike at the roots
of the U.S. constitutional sys
tem. Will there be other, more
basic ways in which Ameri
ca's first Catholic president
will differ from his 33 Prot
estant predecessors?
During the campaign, a
number of Protestant clergy
men voiced fears that a Cath
olic president would take or
ders from the Pope and would
seek in various ways to give
his church a preferred posi
tion in American society.
But many knowledgeable
Protestants and Catholics ex
pect precisely the opposite.
They are convinced that Ken
nedy will go out of his way
to display his independence of
ecclesiastical control, and his
devotion to church-state sep
aration. Even before Kennedy was
nominated, the Catholic mag
azine Commonweal observed
that there would be no ."or
ganizational advantages for
the church in having one of
its members in the White
House.
Play Down Advantage
"It might well be argued
that 'Catholic interests' would
actually be hurt by the elec
tion of a Catholic president,
said Commonweal. "As presi
dent, a Catholic might feel
impelled to lean so far back
ward to show his fairness
that he would be less free
than a non-Catholic."
More recently, an article in
the Protestant journal Chris
tian Century, asserted that
Kennedy, being immune to
any charge of anti-Catholi
cism, is "better equipped to
deal with hierarchical pres
sures" than a Protestant pres
ident might be.
Those who hold this view
note that it was an Episco
palian president. Franklin D.
Roosevelt, who sent a special
envoy to the Vatican, and a
Baptist, Harry S. Truman,
who proposed sending an ambassador.
Kennedy has said that he
opposes any U.S. diplomatic
relations with the Vatican
It is also noted that Vice
President Richard M. Nixon,
a Protestant, said during the
campaign that he favored let
ting each state decide for it
self whether to include par-
Plywood Plant May
Be Built in Yreka
Yreka - Harry Crebbin of
the Yreka Chamber of Com
merce said yesterday that the
Willamette Plywood plant had
investigated several sites in
the Yreka area with plans to
establish a plant as soon as
the plywood market im
proves. The plant would employ
about ISO persons, and would
represent a capital invest
ment of about $1.5 million
with a monthly production
capacity of four million feet
of three-eighths inch plywood.
The Willamette plant in
Happy Camp is making ve
neer which is trucked to
Hornbrook, and then taken
by rail to the main plant tn
Aumsville, Ore. Company of
ficials believe it will be more
economical to lay up the
green veneer into plywood in
the Yreka area.
Construction of a plant
possibly could begin as soon
as the current poor market
conditions improve.
ochial schools in federal edu
cation aid. Kennedy said use
of public funds for church
schools is "clearly unconsti
tutional.
When U.S. Catholic bishops
Issued a statement last
Thanksgiving strongly oppos
ing any use of foreign aid
funds to support birth control
programs in other countries,
Presbyterian Dwight D. Eisen
hower promptly and fully en
dorsed their stand.
Wouldn't Advocate Limitation
Kennedy said it would be a
mistake for the United States
to "advocate" population lim
itation in other countries.
But he added, "I would not
think it was wise for the
United States to refuse assist
ance to a country which is
pursuing a policy it feels to
be in its own best interests."
One question which Protes
tant clergymen raised during
the campaign is whether a
Catholic president would be
free to participate in inter-
faith religious ceremonies.
They cited canon 1258 of the
Catholic code of canon law,
which says "It is illicit for
Catholics in any way to assist
actively or take part in sacred
worship of non-Catholics."
The Rev. Edmond D. Ber
nard, dean of Catholic uni
versity's school of sacred the
ology, says the canon permits
a Catholic public official to
attend religious services of
other faiths, as a "passive
participant," when his attend
ance "is a reasonable part of
his public functions."
Since Kennedy Is fully
aware of Protestant sensitiv
ities on this subject, it seems
likely that he will show up
at interfaith religious cere
monies of a public nature as
faithfully as Protestant offi
cials appear at the annual
"Red Mass" In Washington.

School Gym Roof
Repaired Recently
Happy Camp The five-year
old gymnasium roof at the
Happy Camp High school has
been repaired by Hcndriss
and Co. of Klamath Falls, con
tractors for Johns Manville.
The contractors worked 3'
days, rcnailing and placing
three layers of asbestos felt
and tar on the roof which has
been leaking, damaging the
floor below for the past two
winters.
The firm constructing the
gymnasium five years ago
has since gone out of busi
ness. A- 20-year bond on the
roof was given by Johns Man
ville at the time the building
was constructed, thus the re-
roofing was done with no
charge to the district.
