Community College
Problems Believed
Being Ironed Out

of Oregon are, concerned oyer
birth of "area education dis
tricts" which would permit
establishment of small col
leges on the community level.
But Oregon Education Depart
ment officials feel the prob
lems, are being ironed out.
Boundaries have been t
major sore point -in both the
proposed Southwest Oregon
and Central Oregon area edu
cation districts.
The State Board of Educa
tion hoped it had settled the
dispute in Southwest Oregon
last August by cutting some
territory out of the proposed
district that wanted to be ex
cluded. '
; The designated area now in
cludes all of Coos county, and
fringe segments of Lane,
Pouglas and Curry counties.
Josephine county wanted out
and was not included. Most
of Curry county was exclud
ed, because of . the distance
factor.

Any area may form such a
district if: (1) The area in
cludes a property true cash
value of at least $75 million,
and (2) If 1,000 or more stu
dents are enrolled in ''secon
dary schools within the boun
daries. " V
After the boundaries are ap
proved, the next step is for
the state board to call an elec
tion and voters within the dis
trict rule on the plan, also
electing a five-man board of
directors. This board passes
on the property tax levy
necessary to get the school
started, studies site of the
school and other problem.
The idea is to have the
school located in the center
of the area, easily accessible
to all.

The Central Orcaon district
would be composed of Crook,
Deschutes and Jefferson coun

said they wanted to know first
where the school would oe lo
cated, and whether, they
would have adequate repre
sentation on the district's
board of directors, to be elect
ed at large. Their point was
that within the tri-county
area the heaviest population
is in one county - Deschutes.
