Taking Coroner
Case To Court
Salem -IUPB- Attorney Gen
eral Robert Y. Thornton said
late Tuesday he had not de
cided yet whether to take the
Lane county coroner case to
the Oregon Supreme Court.
A three-judge panel ruled
that the coroner position will
not be on the November bal
lot. The verdict upheld Lane
County District Attorney Wil
liam Frye. Thornton sought
to compel the county clerk to
enter the coroner post on the
general election ballot.
"This is a matter of the con
flict between two laws passed
by the 1959 Legislature,"
Thornton said. "It is an ex
ceedingly close legal question
and could well have gone
either way."
"Under the circumstances,
I wish to review the matter
once again with the attorneys
handling the case and with
the secretary of state before
making any decision as to
further progress in the mat
ter." Appling Pleased
Secretary of State Howell
Appling Jr. said he was
pleased the court has made a
decision which would "sal
vage the medical examiner
system . . ." The last legisla
ture passed a bill calling for
the medical examiner system
to replace the coroner system.
The court test resulted when
doubt was raised as to effec
tive date of the new law.
Appling said ". . . we pre
dicted publicly weeks ago
the court would rule the way
it did."
Appling also was critical of
Thornton and of his Novem
' ber rival, State Sen. Monroe
Sweetland, who, sponsored the
medical examiner bill. He said
the bill was "garbled."
Union Rejects

Sen. John F. Kennedy and
Vice President Richard M.
Nixon were rejected as pres
idential candidates Tuesday
by the International Long
shoremen's and Warehouse
men's Union.
The action was taken by the
executive board of the inde
pendent union, which is head
ed by Harry Bridges, whose
citizenship the government
tried unsuccessfully to revoke
on the ground that he was a
Communist.
In the last election he was
i registered Republican.
"In reviewing the records
of both major presidential
candidates, we find both lack
ing in any desire for a pro
gram for bringing an end to
the cold war, which drains
our resources and keeps us
under the threat of . nuclear

against a positive program for
peace and progress. We reject
both."

paper was a note of apology
to the car's owner - "circum
stances were urgent that I get
to Washington in a hurry. I
had just enough money for
gas - not a train."
The note continued that the
car thief used only the best
gasoline and didn't speed, then
added: "I'm sorry again, but
you shouldn't leave the keys."
Police said the car was re
ported missing two days ear
lier in Rocky Mount, N. C.
Finch Called
Back To Stand
Los Angeles (UPD Dr. R.
Bernard Finch was called
back to the witness stand to
day to answer additional ques
tions about the gunshot slay
ing of his socialite wife.
Finch, 43, and Carole Tre
goff, his 23-year-old mistress,
are on trial for the second
time on a charge of murdering
his wife Barbara, 33, July 18,
1959. Their first trial ended
in a hung jury.
Although both Finch and
Carole already took their
scheduled turns to testify pre
viously, Finch returned Tues
day to undergo redirect ex
amination and cross-examination
to clear up some points.
After co-prosecutor Joseph
Powers wrote on a blackboard
10 offenses in addition to mur
der which he claimed Finch
committed - such as assault,
battery, etc. - Finch's attor
ney. Grant Cooper had his
turn.
Was Finch ever prosecuted
on any of the offenses Powers
listed, Cooper wanted to
know.
No, said Finch,
Cooper then erased all the
charges from the blackboard.
Said Powers sarcastically,
"let the record show the coun
sel has now wiped the slate
clean."

Oregon Counties
Group Suggests
License Proposal
Salem -WPH- The urban af
fairs and home rule committee
of the Association of Oregon
Counties Tuesday passed a
resolution to authorize coun
ties to license businesses in
unincorporated areas.
The regulatory proposal
will go before the association
when it meets in Portland
Nov! 15-18.
Counties have no such gen
eral authority now. In some
instances, counties license
such businesses as dance halls
and junk yards.
More vigorous county plan
ning with stricter enforcement
was another recommendation
of the committee. The associa
tion staff was directed to pre
pare amendments to existing
legislation authorizing coun
ties to prepare and enforce
master plans for sewage dis
posal. This would include plan
ning for domestic water sup
ply and distribution systems.
Elective Posiiions
A provision that county
commissioners in Clackamas
and Lane counties be elected 1
to specific numbered positions
was approved. At present, the ;
two candidiatcs in each coun
ty receiving the highest num-!
ber of votes are declared
elected.
The group also called for a
poll of certain county judges
for views on a proposal to per
mit any county to adopt a
county board of commission
ers form of government. Mult
nomah, Clackamas and Lane
counties are operating under
this plan.
Counties represented on the
commission include Clacka
mas, Lane, Jackson, Washing
ton, Deschutes, Benton, Sher
man, Josephine, Douglas and
Yamhill.

Girdle Not Bulwark
Against Inflation
New York - It's a mistake
to expect a girdle to be a
bulwark against the figure's
creeping inflation, warns the
head of a firm that makes the
garments.
Walter Stein, president of
Perma-Lift, doesn't advocate
an end to girdle-wearing, how
ever. He suggests one day a week
sans girdle - but only if that
day is spent in keeping the

own.

twins Jack and Gene Drcnnan

On Final Draft
Of UN Speech

dent Eisenhower worked to
day on the final draft of his
United Nations speech in
which he is expected to pro
pose a U. N. aeria! watchdog
plan and a sweeping aid pro
gram to newly independent
African nations.
The President scheduled a
meeting with the National
Security Council at which he
may preview the speech he
will deliver to the U. N. Gen
eral Assembly in New York
City Thursday.
Eisenhower had no ap
pointments this afternoon,
leaving the time free to work
on the address. The White
House said he was doing most
of the writing of the speech,
with some help from Soviet
affairs expert Charles E. Boh
len and others.
To Urge Chanelling

Eisenhower would urge that
economic and technical assist
ance to Africa be channeled
through the United Nations to
avoid an East-West conflict
that could pull the new coun
tries into the cold war.

flashed across the Oregon sky
about 8:06 p. m. Tuesday ap
parently was a meteor.
Phil Brogan, member of the
American Meteorological So
ciety, said descriptions indi
cated it was a big meteor
which began to burn as it en
tered the atmosphere about
200 miles up.
The meteor was seen In
Western and Central Oregon,
and also was reported in the
state of Washington.
