chance for its recovery, .

capsule's fate, saying only
that it was made to float at
least 48 hours.
; Last reception of the cap

Campaign Quotes
By UNITED PRESS INTERNATIONAL
Vice President Richard M. Nixon:
(At Roanoke, Va., in taunting Kennedy about reports his
rival was not getting his campaign off the ground): "I be
lieve ft is reasonable to assume that if a man, covered as
extensively as he is by press and other media, is not getting
his message across, it is because it is out of harmony with
the mood and aspirations of the people."
About the Democratic platform: "It is a bureaucratic state
platform, a centralization of federal power platform, a series
of pledges that1 in the aggregate would debilitate state and
local government in America, weaken personal liberty, and
expend for the individual, by federal decision, or by infla
tion, funds he feels competent, and is competent, to expend
himself."
Washington - (UPO - A sec
ond congressional investiga
tion into the defection to Rus-
of two U.S. code clerks
opens today with heavy em
phasis on the question of
whether one of the turncoats
is a homosexual.
The House Committee on
Un-American Activities call
ed to a closed-door hearing
three of the 12 witnesses who
testified Thursday at the first
inquiry into the defection or
Bernon F. Mitchell, 31, and
William H. Martin, 29.
The witnesses are J. Vin
cent Burke Jr., Defense De
partment general counsel; Dr.
Louis W. Tordella, deputy di
rector of the super-secret Na
tional Security Agency where
the turncoats ..worked, and
Maurice H. Klein, NSA per
sonnel director.
The first investigation, by
a special house armed services
subcommittee, turned to gen
eral intelligence activities of
the Army, Navy and Air
Force.
Burke testified Thursday
that interviews, tests and in
vestigations failed to reveal
any homosexual tendencies or
acts on the part of the two
long-time bachelor friends.
Chairman Francis E. Wal
ter (D-Pa.) of the Committee
Un-American Activities
said the Defense Department's
conclusion about the sexual
activities of Mitchell "just is
not true."
Sen. John F. Kennedy:
(At Princeton, N.J., in attacking the GOP record on for
eign policy): "The collapse of the summit, the fiasco in Japan,
the hostile mobs around the world these are not diplomatic
triumphs for America. We must seize the initiative in the
cold war with bold Imaginative programs launched with good
will and launched from strength.'

Burke testified that niithtr
lie detector tests nor security

would have barred Mitchell
or Martin from employment
by the NSA. Both men, he
said, passed lie detector tests,
which included questions re

alcoholism and "sexual proclivities."
He testified that Mitchell
volunteered that he had ex

Burke added that lie detector

Burke and NSA officials
