drugs from overseas sources
encouraged a "destruct t v e
practice" that might damage
the domestic drug industry.
The testimony came from
Lyman Duncan, general man
ager of American Cyanamid's
Lederle Laboratories.
He said Italian manufactur
ers selling antibiotics to the
U.S. military were a "nest of
pirates who operated with
out patent restrictions.
He testified after Rear Adm.
William L. Knickerbocker
said the military found it was
paying "n o n - competitive"
prices for domestic antibi
otics. He said it had switched
and now was buying them for
lower prices overseas.

Many schizophrenic pa
tients have unwholesome rela
tionships with their mothers,
Dr. Victor D. Sanua of the
School of Public Health, Har
vard university, reported to
the annual meeting of the
American Sociological associa
tion here.
Dr. Sanua presented a paper
on the home environment of
schizophrenic males from two
religious groups, Protestant
and Jewish, and of two social
classes, lower and middle-
upper.
He said some mothers were
over-protective. Others , were
rejecting, domineering or ag
gressive. The fathers of these
schizophrenics were reported
as weak, submissive indi
viduals.
In a study of 150 hospital
case records of schizophrenic
patients in mental hospitals in
the Boston area, Dr. Sanua
found that the mothers of
Jewish patients of low-socio
economic status appeared to
be more disturbed than the
fathers. In the Protestant
families of low-socioeconomic
status the father showed more
psychological dist urbane
than the mother.
Salem-IUPD-State Treasurer
Howard O. Belton said Wed
nesday the First National City
Bank of New York was suc
cessful bidder for $750,000
worth of Oregon forest re
habilitation and reforestation
bonds. The securities are to
mature Oct. 1. 1975.

to participate "in the festival
promotion program, and 10 to
15 more are expected to take
part, according to association
representatives.
To Stimulate Business
The regular fall promotion
program is conducted by re
tail merchants here to stimu
late and encourage business

Representatives of the re
cently organized Broadcast
Media association here an
nounced an original plan of
promotion for retailers par
ticipating. The plan originated
a special contribution to
the retailers as a community
service, according to Eugene
Orr, chairman of the Retail
Merchants association.
The plan involves tying the
television and radio stations
together for a two-hour broad
cast Wednesday, Sept. 21. Be
tween 10 and 10:15 a.m. the
program will be heard simul
taneously on the valley's five
radio stations and the tele
vision station.
After that, the five radio
stations will continue in a
common program of salutes.

gram idea involving a county

Funeral services for James
Melvin Sims, 46, who died
at his home, 912 Beekman
St., Tuesday, will be held at
11 a.m. Friday in Chapel Mor
tuary. The Rev. T. S. Gapen
of the Applegate church will
officiate. Concluding services
in Siskiyou Memorial park
will be private.
Mr. Sims, the son of Joseph
and Mattie Rowell Sims, was
born in Rhodes. Miss., Sept.
8, 1914. He was married in
Vancouver. Wash., Feb. 16,
1935, to Ida Mae Virginia Mc-
New, who survives.
The family came to the
Rogue valley from Yucaipa,
Calif., about seven years ago,
and moved to Medford four
years ago. Mr. Sims was a
machinist and welder. He was
also a member of the Baptist
church.
Besides his wife, he is sur
vived by one son, James W.
Sims, Medford; one daughter,
Mrs, Luci Bowles, Gold Hill;
his mother, Mrs. Mattie Mae
Sims, and a sister, Mrs. Cla
rice Catt, both of Jackson,
Miss.; one brother, J. B. Sims,
Modesto, Calif.; and one
granddaughter.

Funeral services for Jack
Doyle, 88, of Central Point,
who died Saturday, will be
held at Conger-Morris Fu
neral home downtown chapel
Friday at 1 p.m. The Rev.

Mr. Doyle was born Jims
16, 1872, in Snohomish,
Wash., and had lived in south
ern Oregon for many years.
He was married in 1910 to
Irene Jordan, who died in
1924.

Civil Service Commission to
day announced preliminary
recommendations for salary
increases involving at) out
17,000 slate workers.
The compensation plan is
for the 1961-63 Uiennium and
those in 17 classifications,
would get pay increases of as
much as 20 per cent under
the plan.
Melvin H. Cleveland, state
civil service director, said if
adopted the proposals would
put classified state salaries on
a "reasonably compcli live
basis" with current rates in
private industry and other
public areas.
No adjustment is recom
mended in four per cent of
the classes.
A public hearing will be
conducted on the proposals
Sept. 20 in the Capitol build
ing. State departmental ad
ministrators will be heard on
the same subject Sept. 21 in
the State Public Service
building.
Cleveland emphasized that
the plan is tentative, and
could be altered by the hear
ing:!. The legislature will
have the final say.

Tiller Funeral services
were held bept. 5 at the
Canyonvillc cemetery for
Vincent Lewis, longtime resi
dent of Tiller.
Mr. Lewis died Sept. 1 after
entering the Myrtle Creek
hospital.
Survivors include his wife,
Lois, a daughter, Avis, and a
son, David.
Fair Commission I
Restates Hearing
Salem-IDPll-The Oregon Fair
commission has rescheduled a
hearing for Sept. 23 to discuss
an earlier opening for the
1961 State Fair.
Originally the meeting was
to have been held Friday.
State and Portland educa
tion officials have pressed for
an earlier date for the fair
to open one week, in fact
so the fair will not conflict
with the opening of schools,

Sets Registration
Ashland Registration for
all classes will be held Fri
day, Sept. 9, at Rogue Valley
Christian school here.
Principal Bud Powell urged
parents to "have their chil
dren at the school by 9 a.m.
so registration can be com
pleted as soon as possible."
Children will be enrolled in
all grades kindergarten
through grade 10.
Bus service will be avail
able to students from the Cen
tral Point, Medford, Phoenix,
Talent, and Ashland areas be
ginning Monday, Sept. 12.
Bus routes will be discussed
at the Friday registration
meeting.
Mrs. R. E. Rawson of Med
ford has been engaged to
teach the kindeargarten and
grades 1 through 3. Other
grades will be taught by
Powell. "The emphasis at
Rogue Valley Christian,"
Powell said "is upon the
Christian religion and the bas
ic skills: reading, writing, and
arithmetic."
Rogue Valley Christian is
located south of Ashland on
Highway 99. Although inde
pendent from the church, the
school is currently holding
classes in the Faith Tabern-
nacle on Faith ave. Faith ave
intersects with Highway 99
several blocks south of South
ern Oregon college.

The Supreme Court hear

Appling said Smith missed

The disputed section of the
law reads that the material
must be In not less than 70
days prior to the general elec
tion. One of the questions
posed is, did the legislature
mean to count the 70th day.
In issuing the writ Tuesday,
the high court said Appling
had to either accept Smith's
material or show cause why
not.
Since service of the writ
the material has not been ac
cepted, and the slate's position
is that the law is mandatory
and that Aug. 29 was the
deadline.
