Accused of
'Mismanagement'
Washington (DPI -A Senate
subcommittee has accused the
Agriculture Department of
"mismanagement of the tax
payers' dollars" in the mulXi
billion grain storage program.
The department did not flatly
deny the charge.
The subcommittee, headed
by Sen. Stuart Symington, D
Mo., called for reorganization
of the farm program to cut
surpluses and urged inclusion
of renegotiation provisions in
storage contracts to allow the
government to recapture "ex
cess profits."
Agriculture Secretary Eira
T. Benson replied in a state
ment that although the depart
ment did not agree with some
of the criticisms, "We are very
pleased that the investigation
turned up so little of real con
sequence in its critical review
of our vast operations."

Although joining four Dem
ocrats in signing the subcom
mittee report, issued Sunday
night, two GOP members filed
supplemental views softening
their own criticism of the stor
age situation. They were Sen.
Milton R. Young, N.D., and
Sen. John Sherman Cooper,
Ky-
Cooper said the subcommit
tee findings were "substantial'
y correct." But he said the
department, through the Com
modity Credit corporation,
had provided needed storage
The subcommittee said that
expenditure of more than 12
billion for storage and han
dling "without an adequate
cost study and proper analysis
... is clear evidence of mis
management." Symington's group said that
when the department "final
ly" completed its first cost
study in 1960, It cut storage
rates for commercial grain
elevators with an estimated
first-year saving of $100 mil
lion. Benson noted, "The report
Indicates that the department
had no sound information on
the cost of grain storage, and
initiated no specific cost study,
until after the start of Con
gressional Investigations. This
is not in accordance with the
facts," he said.
He said department special

the fall of 1959, and the sub
committee held its first hear
ings on Jan. 12. 1960.
On another point, he said
"The subcommittee report

the department in failing to

so this year. This completely
ignores the fact that addition
al storage space was needed
desperately until very re
cently."
