Russia's Claim That Powers
Shot Down Now Looks Flimsy

claim that Francis G. Powers'
U-2 was struck down with a
rocket at 68,000 feet looks
flimsier than ever in the light
of information brought from
Moscow by the pilot's father.
Arriving in New York City
Thursday from the trial that
convicted his son of espion
age, Oliver Powers said the
pilot did not believe he had
been shot down.
That further fortified the
conclusion here, based on elec
tronic monitoring devices,
that a mechanical failure
brought about the U-2's down
fall. The Russians made a prime
effort in the Moscow trial to
persudae their own citizens
and the outside world that the
U.S. spy plane was knocked
off last May by a rocket at a
height of 12 or 13 miles.
.'.The Kremlin badly need to
repair the damage done to its
pride by disclosure of earlier
successful U-2 flights over the
Soviet Union. The Russians
tried to show that their rock
ets have sufficient accuracy
and range to deal with in
truders. ' At the height of the trial
such a neutral observer as
India's Prime Minister Jawa
harlal Nehru said in New Del
hi that the U-2 incic" t
showed America's pi; js
could go and come as they
pleased. That was what upset
the Soviets.
Even Powers, who said in
the prisoner's dock what the
Russians required of him on
many points, avoided saying
in so many words that his
plane was hit by a rocket. All
he would say was that he was
"struck down by something."
Solid evidence gathered by
U.S. electronic devices which
followed the ill-fated flight
over Russia already had made
a mockery of the Red claims,
authorities asserted.
They said the same sort of
evidence also demonstrated
the falsity of Kremlin claims
that an RB-47 reconnaissance
plane was over Russian terri
tory when shot down by So
viet fighters on July 1.
The authorities recalled
Ambassador Henry Cabot
Lodge's statement to the U.N.
Security Council that the RB
47 was equipped with "the
most sensitive available ra
dar" for navigation and that
its whole course was followed
"through the technical means
which we have."
No less could be said of the
U-2 flight, authorities report
ed. In the first place, extreme
ly powerful listening devices
on friendly territory heard the
excited radio chatter of Rus
sian defense installations as
they tracked the U-2 and en
gaged in urgent discussions on
how to bring it down.
American authorities know
that Powers brought the U-2
down to 37,000 feet near
Sverdlovsk, presumably be
cause of an engine "flameout"
at higher altitude where the
oxygen was too thin to re
start.
Or maybe there was an ex
plosion in the engine which
led the pilot to think he was,
as he later testified, "struck
down by something."
3 Face Charges
In Marine's Death

A superior court jury of
eight women and four men
was selected Friday to try
Aristeo G. Torres Jr., 18, and
Jimmy M. Cruz, 20, both of
Oceanside, and Pvt. Fred Za
vala, 19, a Camp Pendleton
marine.
The three are accused of
slaying Marine Pvt. Dennis
Virgil Parker of Portland,
Ore., on July 3. Parker died
of multiple stab wounds short
ly after he and a companion
were attacked by a group of
youths in downtown Ocean-side.

and other unnamed surprises
last week from Mayor John
Snider, Portland Zoomsi ex
pedition members were still
unsatisfied.
The Zoomsi expedition, led
by Dr. Sam Diack, director of
the Oregon Museum of Sci
ence and Industry in Portland,
landed in Medford to exact
tribute from the "friendly na
tives." Gifts will be auctioned at
an exclusive $100 per plate
banquet in the grand ballroom
of the Sheraton-Hilton hotel
Oct. 1 to raise $100,000 for
the museum and Portland's
Zoological society.
The flying expedition to
"outer Oregon" returned with,
among other things, a trip up
the McKenzie with a veteran
white water guide, 1,000 Presto-logs,
a ranch-sized sprink
ler system, a free vacation
near Roseburg, and a Klamath
'package deal" of a week's
bird shooting, fishing and rec
reation. All of these items
will be auctioned off at the
banquet.
But Diack was not entirely
satisfied with these gifts from
seven cities of "Outer Ore
gon," and plans a further fly
ing trip to "Eastern Outer
Oregon."
Both the OMSI and the zoo
benefit all the people of the
state, he said. Portland pays
90 per cent of the cost but 80
per cent of the visitors come
from outside of Portland.
Diack said he still needs a
"a battleship, a swimming
pool-got the heater but not
the pool - need a couple of
quarter horses, more bulls, a
carload of wheat and an ele
phant or two for the auction.

Income of Average Family
Higher Than Needed For
Modest Living Standard

department says the average
big city family of four has an
income 15 to 20 per cent
higher than is necessary for
"a modest but adequate level
of living."
The department said the in
come required for such a
standard of living ranges
from $5,370 in Houston to
$6,567 in Chicago, compared
with an average income of
$7,000 to $7,500 per family in
its study.
Since its last family budget
study in 1951, the depart
ment said the income neces
sary for a "modest but ade
quate" level of living has
gone up about 40 per cent.
More than half the increase
resulted from the general
lifting of the standard people
consider basic, it said. Infla
tion accounted for the bal
ance. The department's figures
were based on standards de
veloped for a family of four
living in a big city or suburb
in rented quarters. The de
partment specified the hus
band was 38 years old and
the wife did not work outside
the home. It- also assumed
there was a daughter 8 years
old and a son, 13.
The amount of income nec
essary to give this family a
"modest but adequate" level
of living varies from city to
city because of differences in
climate, prices and local pat
terns of living.
For example, in New York
a car is less necessary because
of the vast network of sub
ways and buses. In Minneapo
lis more money must be spent
for winter clothing than in
Houston or Los Angeles. The
department made "adequate"
income computations for 20
major cities.

living includes "more meat
and other preferred foods,
more meals away from home,

and recreation, including a
television set, and the wide
spread development of hospi
tal and medical care insur
