Senate Tuesday to be one of
the first items of business,
"when Jack is elected presi
dent." Ted, the youngest of Sen.
John Kennedy's brothers, flew
here Tuesday night for a hur
ried press conference and a
meeting with citizens-for-Ken-nedy
workers and regular
Democratic precinct workers.
Kennedy said that every
one hoped the current con
gressional session would end
soon so the campaign could
get underway in earnest. He
said that registration cam
paigns in California and Ore
gon had been quite successful
but that he has not yet had
time to study a report on
Washington's regis trations,
which he received Tuesday.
The young Kennedy brother
went to Boise, Idaho, this
morning.

Among those appointed was
Father Nicholas Deis, pastor
at Occanlakc since 1957 and
formerly pastor at Medford.
He will be pastor at Our Lady
of Victory parish, Seaside.

California has backed a
hired consulting firm's pre
liminary finding that an elec
tric power contract with the
Pacific Northwest would pro
vide "major and lasting bene
fits" to California, Oregon
and Washington.
Representatives of Oregon
and Washington remained
neutral, saying their states
would have to study the re
port before deciding whether
to endorse it.
Private electric companies
and California water district
associations opposed it flatly.
The preliminary report was
made by the engineering and
consulting firm of H. Zinder
and Associates, Seattle. It
was presented Tuesday at a
one-day hearing of the Cali
fornia Senate Fact - finding
Committee on Water.
Sol E. Schultz, a partner in
the Zinder firm, presented the
report which proposed a $200
million, 500,000 -volt trans
mission line to carry surplus
power from the Bonneville
Power Administration in the
Northwest to near Bakers
field, Calif.
Would Produce Profit
Schultz said the sale of the
power in California would pay
for the .transmission line in
10 years and at the same time
produce a profit of $12 mil
lion a year.
Ralph Brody, special water
consultant to California Gov.
Edmund C. Brown, said
Brown "is convinced that the
broad study which has been
initiated is the first step to
ward an interstate power
agreement which would be of
direct and great benefit to
public and private agencies
in the states of Washington,
Oregon and California."
Joncl C. Hill, Oregon pub
lic utility commissioner, and
Earl Coe, director of conserv
ation for Washington, both
said that the Bonneville serv
ice area should have first call
on power produced on the
Columbia River and that
California should get only the
surplus. Governor Brown has
agreed to this.
Hill said he expected a bill
to be introduced in Congress
soon to protect Bonneville's
market area. He said the bill
would empower the secretary
of the interior to cancel Cali
fornia contracts for Bonne
ville power when it is neces
sary to do so to fulfill con
tracts for power in the North
west. Two private utility com
panies, the Pacific Gas and
Electric company and the
Southern California Edison
company, challenged the Zind
er report. Robert G. Gerdes,
vice president of Pacific Gas
and Electric, said importation
of Northwest power would
ruin the California fuel oil
industry and would have "a
very serious effect on all the
011 refiners In California."
Schultz said the power in-
tertic would "conserve nat
ural resources" by using the
surplus power generated in
the Northwest and by saving
oil, in some years equivalent
to 20 million barrels, that
otherwise would be used to
generate electricity.
Gerdes and water district
associations also said the
power importation would
"slow down" construction of
water projects in Northern
California, some of which are
made feasible by power sales.
New Power Markets
Brody replied that the im
ported power would be used
in southern California and
the transmission lines would
be made available to small
water projects, creating a new
power market for them.
Schultz said Bonneville can
furnish one million kilowatts
of firm power to California
by building a 300.000 kilo
watt steam generating plant
at Cle Elum, Wash. He said
this would revive the coal
mining industry there.
He said his proposal also
would:
-Substantially reduce, i f
not eliminate, Bonneville's
revenue deficiencies and al
leviate the need for a rate
Increase.
-Increase by 180.000 kilo
watts the supply of low cost
prime power in the North
west. -Alleviate smog conditions
in California.
-Assure low cost power for
California's water program
since another consulting firm
recommended postponing con
struction of Oroville Dam
with the $1.75 billion bond
issue on the November elec
tion ballot in California.

State to Wind Up Case
Against Finch and Carole
Los Angeles - tTT - The
state was expected to wind up
its case today against Dr. R.
Bernard Finch and his sweet
heart Carole Tregoff, eight
weeks and three days after
the murder retrial of the cou
ple started.
The defense then will open
its case with the wealthy sur
geon set to testify in his own
behalf by Monday in an effort
to dash state charges that he
and Carole killed hii wife.
Finch, 43, and Carole, 23,
his former receptionist, face
possible death sentences if
convicted. Chief prosecutor
Clifford Crail said he would
request that the jury order
both defendants executed.
The second trial of Finch
and Carole on charges of mur
dering Mrs. Barbara Jean
Finch, 33, on July 18, 1959,
began June 27. The defense
was expected to take at least
a month in presenting its
case.
Cliburn Donates
Money To Church
Moscow (UPD Pianist Van
Cliburn has donated 80,000
rubles (nominally worth
$8,000) to the Baptist church
which is Moscow's only Prot
estant place of worship, it
was reported today.
The spokesman for the
young Texan said Cliburn
gave the money to the min
ister during the Sunday morn
ing service. It was understood
that the money is intended as
a memorial to the pianist's
grandfather.
The minister said later that
"we are investing this heaven
sent gift in a much needed
renovation."
Cliburn has spent the past
three months in Russia, com
bining a vacation with a con
cert tour.
Counterfeiter
Passes $1,300
Seattle (UPD A counterfeit
bill passer, who managed to
dump $1,300 in bad money in
two western Washington cities
during the past weekend, ap
parently laid low Tuesday.
Police said a neatly-dressed
man about six-foot tall ex
changed three $100 Canadian
bills at Rhodes department
store here Saturday.
There were reports from
Bcllingham Monday that
$1,000 in Canadian $100 bills
had been exchanged Friday
afternoon in seven stores
there.
Funeral Services
Held For West
Portland - IUPD - Funeral
services were held today for
former Gov. Oswald West,
one of the most colorful chief
executives Oregon ever had.
An honor guard of Oregon
National Guardsmen, includ
ing Air National Guardsmen,
was present at the services
here, after which the body
was taken to Salem for pri
vate interment.
Acting Gov. Walter J. Pear
son ordered the governor's
office in Salem closed during
the hours of the funeral and
the interment. Ex-Gov. West
died Monday.
Prison Escapee
Caught After Chase
Boise - (UPB - Earnest J.
McKibben, 21, a trusty who
escaped from the minimum
security section of Washing
ton State Penitentiary at
Walla Walla Sunday, was ap
prehended early today after a
high speed chase across the
Boise bench.

fugitive was driving were
those of a vehicle reported
stolen earlier at Weiser.

jurors were unable to agree
on a verdict.
However,- an informal poll
of the original jurors indi
cated a majority favored con
viction of Finch and acquittal
of Carole.

day after Mrs. Finch's death
and questioned for nine hours
without being booked on a
charge.
"Is this standard proce
dure?" asked Bringgold.
Crail objected to the ques
tion and superior court judge
Leroy Dawson sustained the
objection by noting, "there is
no standard procedure in a
case of this kind."
Grant Cooper, the attorney
for Finch who already has
accused Dawson of judicial
misconduct four times during
the retrial, then rose and
said, "Your honor, I ask that
those comments be stricken
from the record."
"Motion denied," said Daw
son.
'I ask your honor to in
struct the jury to disregard
those remarks, Cooper then
said.
That will not be done,"
snapped Dawson.
Several spectators giggled
at this point and Dawson
warned sternly:
"Anyone who finds any
thing funny here will be re
moved. This is not an enter
tainment being provided for
spectators."
The state claims Finch and
Carole killed Mrs. Finch be
cause she sought all of the
surgeon's $750,000 fortune in
a divorce suit filed shortly
before her death.
Plan For Parole
Of Juveniles Set
Salem - (UPD - A plan has
been worked out which will
allow McLaren School for
Boys and Hillcrest School for
Girls to continue control and
supervise children who are
put on parole.
Announcement of the sys
tem was made by the state
Board of Control and Oregon
Juvenile Judges association
today.
The plan will solve a prob
lem created last week by an
attorney general's ruling that
under the new state juvenile
code a boy or girl placed on
parole came under the super
vision and control of the juve
nile court that has made the
commitment.
Previously the institution
to which the child was sent
had been in charge when a
parole is issued.
Under the plan announced
today, when a child is ready
for parole the judge of the
juvenile court involved will
assign his supervision to the
institution where he has been
staying.
Bodies Of Six
Found In Wreck
Fernie, B. C. - WB - The
bodies of six persons were
found Tuesday in the shat
tered wreckage of an automo
bile that had tried to drive
over a bridge that wasn't
there.
Police said the car plunged
70 feet to a rocky riverbed
near here after smashing
through a ffnarrl rati at the Site
of a bridge, under construction
instead of taking a snarp ngni
hand turn onto a detour.
Investigating officers said
the guard rail had been mark
ed by red lights, but appar
ently the driver had made
no effort to stop or turn. The
victims were from Vancouver
and Hosmer, B. C.
