Commies Said Tightening
Hold on Army in Russia
By K. C. THALER
United Presi International
London-IUPil-Diplomatic re
ports have indicated the Com
munist party is tightening its
hold on the Russian army in
an apparent effort to reduce
the army's political influence.
Premier Nikita Khrushchev
was said to be personally pass
ing on officers' promotions, to
underline his direct authority
over the armed forces.
Morevoer, he current demo
bilization of army personnel
was believed to affect non
Communists In preference to
members of the party.
Official Soviet publications
have reported that there are
enough party members in the
armed forces to permit the
creation of "self - contained
party units," down to bat
talion level.
Party Grip Tightening
The reports made it clear
that the party grip on the Red
army has been steadily tight
ening. The new policy appar
ently was intended to insure
that any major attempt to
take the army into politics
would be nipped in the bud.
What appears to have
heightened this trend are the
developments which spotlight
ed the role of the Red army
since the U-2 Incident and the
abortive summit talks in Paris
last spring.
There has been talk of dis
content in the armed forces
because of Khrushchev's de
mobilization plans, which are
said to affect hundreds of
thousands of officers and men.
Since the U-2 incident the
army is said to have argued
that Soviet defense need
strengthening rather than re
duction. Top Officers Communists
In Paris last May, Soviet
defense Minister Rodion Mal
invosky was a constant com
panion of Khrushchev at the
abortive summit meeting.

Pamela Barber, ie, Es

pant of the auto, suffered
minor injuries but was not
hospitalized.
State police said the ku
deen car failed to negotiate a
turn and plunged 60 feet over
a bank, turning over several
times.
Even Communists conceded
he was present to demonstrate
the importance - of the Red
army's role in Moscow's pol
icy decisions.
Khrushchev gave Malinov-
sky the Defense Ministry
when he ousted Marshal
Georgi Zhukov because Zhu
kov's political ambitions were
too great.
Apparently, Khrushchev has
lost no time since the sum
mit flop in making sure that
the reviving political ambi
tions of the Red army are
kept under control.
Latest reports say nearly
all senior army officers are
now Communists, subject to
the rigid discipline which
ranks the party before the
army.
Court Fight Over
Sunken Galleon
Starts in Miami
Miami - (UPD - Two treasure
hunters cleared the decks to
day for a court fight over con
tents of a Spanish galleon
sunk more than two centuries
ago.
Relics were brought up
from the galleon in 30 feet of
water off the Florida Keys by
Capt. Tim Watkins and his
crew of the salvage ship
"Buccaneer.
Watkins booty consists of
coral-encrusted cannons, wine
jugs, weapons, oxidized silver
plate and an anchor from the
vessel sunk about 227 years
ago.
The galleon is thought to
have been one of a fleet of 12
wrecked in a storm while
carrying millions of dollars in
South American silver.
Watkins' right to the swag
is being contested by Capt.
Arthur McKee, owner of a
sunken treasure tourist ex
hibit in the Keys. McKee
maintains that his state lease
for relic hunting in the area
gives him title to the items.
Watkins, however, says the
galleon was found ouside the
limits of McKee's jurisdiction.
He brought the relics here
and said he will open a sunk
en treasure exhibit as a rival
to McKee's.
