New Orleans School System
To Forestall Integration

this fall.

board has been under orders
from the U.S. District Judge
J. Shelly Wright to Integrate
first grades when school opens
in September.

The seizure had been pre
dicted by state officials for
some time, but nevertheless
came as a surprise. It was ex
pected to be an llth-hour re
sort.
Davis' order is based on a
1060 state law, which gives
the governor authority to as
sume control of school dis
tricts required to integrate by
court order and which stipu
lates traditlonaly segregated
classrooms will be maintain
ed until the legislature votes
otherwise.
The statute also stales that
lawsuits pertaining to schools
under the governors control
must include the slate as a
defendant and that the legis
lature must grant permission
before the state can be sued.

Salem Man Dies
As Result of Crash
Albany IUPH Arthur Erick-
son, partner in the Erlckson
supermarket grocery chain,
died Wednesday afternoon In
Albony General hospital from
Injuries suffered in a car ac
cident south of Albany just
betare noon.
Police said Erlckson's car
struck the rear of a truck
loaded with empty milk cans,
spun around, and flew
through the air about 20 feet.
Police said Erlckson apparent
ly swerved at the last minute
in an effort to avoid the
truck, which was turning loft,
so that the left front part of
the car hit the truck.
Glcen Bush of Tangent,
driver of the truck, was uninjured.

Jack Gremillion announced
the executive order.
'This order is designed to
let the legislature and the leg
islature alone come up with
a plan for integration," Gra
million said, "and to leave to
them w h a t ' is deliberate
speed in desegregating
schools. '
The people of Louisiana
are dead set on being left
alone to run their schools as
they see fit, he declared.
New Orleans has the third-
largest segregated school sys
tem in the nation and is the
only district in the state un
der Integration order, though
suits for similar orders In oth
er school districts are pending.
Houston, Tex., has the na
tion's largest segregated sys
tem. Dallas, Tex., is second.
Would Set Example
School officials have said
de-segregation here would
lead swiftly to integration of
public schools throughout the
state. Davis has said he will
close schools as a last resort
rather than allow them to integrate.
Thirty-one New Orleans
taxpayers have .filed for a
federal injunction against
closure of the schools and ask
ed that the order to Integrate
be delayed or suspended.
A companion state law to
the one supporting Davis'
seizure order permits him to
close all public schools requir
ed to Integrate. It also allows
him to re-open them under
private corporations.

Taylor, 32, of rural King coun
ty, was electrocuted Wednes
day when he came in contact
with a high power wire near
here.
Taylor, an oiler for the Bay
Construction Co., was guiding
a cable attached to a crane
when it came Into contact
with the power line.

ment work on the Cedar river.

Arizona in Voicing
Colorado Objection
New York -IUPII- The federal
government and the state of
Arizona today present their
objections to a proposed set
tlement of the Colorado river
water rights dispute,
U.S. attorneys are. sched
uled to argue for three hours
after sneaking one hour
Wednesday. Arizona will pre
sent its objections after the
government.
However, Arizona's objec
tions are expected to be of
minor nature since the deci
sion generally is considered
favorable to the state
California Wednesday raised
strong objections to the for
mula on the opening day of
final hearings here.
California Attorney General
Stanley Mosk broke a years
long precedent to present his
state's position. He Is the first
California attorney generally
personally to argue a case ouU
side his own state since Earl
Warren.
"This is an Immensely Im
portant case," Mosk told UPI.
He said if the final decision is
too strongly against his state,
California "will have to go di
rectly before the Supreme
Court."
Disaster for California
Mosk warned U.S. Supreme

H. Rifkind it "would be noth
ing short of disastrous" to the
Southern California region in
which 7 million people live if
Rlfkind's May 9 proposed de
cree to end the Iong-Btandlng
Colorado river system water
rights dispute were accepted
by the Supreme Court.
California was presented
by a 40-man team of water
supply and reclamation ex
perts who presented their ex
ceptions to Rifkind's proposed
solution to the five-state con
troversy. Nevada, Arizona, Utah, and
New Mexico plus the United
States intervening for itself
and 25 Indian reservations
will be heard today and Fri
day. Representatives of the state
of Nevada and the U.S. gov
ernment said they were in
"substantial agreement" wl.h
the proposed Rifkind settle
ment.
They recommended that the
proposal with only minor
modifications be submitted to
the high court.
Could Chang Decision
Nevada was represented by
Chief Counsel Clyde Parry.
The U.S. was represented by
David Warner of the Depart
ment of Justice.
Rifkind, who may still
amend or alter his decision
made after four years of legal
hearings and study, so far has
not indicated he contemplates
any changes in his ruling
which almost certainly will be
accepted by the Supreme
Court.
At the core of the contro
versy Is the fact that the vast
Colorado River Basin does not
have water enough to satisfy
the needs and demands of the
contending states

Northcutt Ely said the Rifkind
decision would eventually dry
up the water supplies to Los
Angeles, San Diego and 70
other cities scattered over
wide area of Southern Cali
fornia
"It Is too late In 1980 to re
write the history of the Colo
rado river," Ely told the court,
just as It is too late to
capture the billions of dollars
of public and private invest
ment by 7 million Southern
Callfornians placed in reliance
upon the Colorado river
supply."
Cities Would Suffer
Ely charged that the Rif
kind decision would irrigate
projected and as yet un
reclaimed cotton lands in Ari
zona at the expense of the en
tire water supply for cities In
Southern California.
In its arguments California
claimed that Arizona was get
ting water for projects not yet
built at the expense of urban
ized and industrial Southern
California.
It further contended that
the stale's $500 million Colo
rado River Aqueduct and its
distribution system would be
rendered useless" under the
proposed decree as soon as
projects are constructed in the
Upper Colorado River Basin
in Arizona and Nevada.
The decision, Califronia de
clared, would allow each of
Arizona's 1.3 million persons
3.5 acre feet of water with
each of California's 7 million
residents getting .4 acre-foot.
Resentencing of
Prisoner Ordered
Portland - IUPD - Robert Cas
sor), 24, formerly of Portland,
has been returned from the
Oregon State Penitentiary
for resentencing.
The Supreme Court ordered
the re-sentenclne because it
said the lower court had not
made clear the grounds on
which Casson was found guil
ty. Casson was convicted in
1958 of contributing to the
delinquency of a minor boy.
He was serving an indeter
minate sentence with a max
imum of life before the Su
preme Court ordered resentencing.

native, do as the natives do
and take one of the hundreds
of stubby buses darting about
the streets or an ancient
open-air trolley.
Sign Gives Hop ,
Failing to communicate
with the policemen on a cor
ner, a distinguished white
haired man and assorted pas
sers-by, a bright neon sign
proclaiming "American Bar'
gave hope of finding out
which trolley to take and
where to catch it. But it took
a few more stops to get the
directions In English-although
everyone readily dispensed
advice in Portuguese.
Besides getting to sight-see
off the tourist track as tha
car meanders to its destina
tion, the trolley offers a first-
line seat to what appeared a
popular sport-getting a ride
without having to cough up
the 3-cent fare.
The conductor collecting
fares makes his way to each
row of seats along on outside
runningboard, swinging
around passengers also riding
outside. The sport seemed to
be getting on at the opposite
end of the car and getting
to or near the destination
before the conductor could
work his way up to collect
the trolley company's due.

willingness to go along with
the slower Brazilian pace and
a desire to get on with the
people, you can have a pleas
antly full day, see things
others miss and go back to
your hotel with an armload
of gifts and souvenirs.
Then be sure to go out and
see everything the other tour- -Isti
see-the sights are more
than worth it, and besides, the
folks back home expect It
of you.
