One Man Reports for Work in
Relief Program, Court Reports
Only one man reported for
the work relief program of
the three or four scheduled
for the first job Thursday
and Friday, according to the
county court.
Public Welfare Adminis
trator James Pullman said
others went to work for
themselves. Under this new
program those persons receiv
ing general assistance from
the Jackson county public
welfare commission, are paid
a dollar an hour by Jackson
county with funds from the
welfare commission. Those
who do not work are taken
off the welfare rolls.
Edward Leach, 1228 Co
rona ave., Medford, was hir
ed Wednesday by the court
as crew foreman. His pay is
$1.50 an hour.
Current project is cleaning
and painting the former hor
ticultural station headquar
ters on Highway 99 near Tal
ent. This will be used as a
residence and office by Chris
Hagler, county dog control
officer.
So far seven other coun
ties have found the "make-
work" program successful.
Klamath Program
The Klamath county work
program started April 18.
First project was cleaning
garbage, litter and debris
from county road rlghts-of
way. This year-around pro
gram will use a maximum of
10 men and a minimum of
five men.
In Douglas county such a
program started May 1. A
crew of 10 to 15 workers
were scheduled to work in
a 300-acre park 10 miles from
Roseburg. If vthe program
proves satisfactory it will be
expanded to a county-wide
basis next fall.

Medford Council
Discusses Use of
Truck Music Box
The Medford city council
Thursday devoted a large por
tion of its relatively short
meeting to discussion of a law
prohibiting music boxes on
ice cream trucks.
Gilman's Dairy had request
ed the city council to permit
the dairy to have a music box
on one of its trucks making
door-to-door ice cream sales.
Vincent Smith, speaking for
the company, said the com
pany, without knowledge that
it was illegal, operated a mu
sic box on one of its trucks
for three days, last month.
He said, however, that he
was Informed by the city that
a music box violates a city or
dinance which prohibits "the
use of a loud speaker or a de
vice or apparatus for the pur
pose of making noise or to
permit announcements on any
vehicle."
Plays Two Tunes
Smith said the music box,
which cost $124, -plays only
"Lullaby Baby" and "Mary
Had a Little Lamb," without
words. The unit is made spe
cifically for ice cream trucks,
he said, and is In use in other
cities throughout the coun
try.
The device Is essential to
the business, too, he said,
since sales of ice cream from
door-to-door have fallen to 80
per cent of normal since they
have had to abandon the mu
sic box.
Councilman Al Bradford
was of the opinion that the
code "is perhaps a little too
severe" on Its approach to
such devices,- and wondered
If the code could be amended
to permit such music boxes
between certain hours of the
I day.
Councilman Stanley Stark
said he was not In sympathy
to change the code "which has
worked so successfully."
Stark said an exception in
this case would open the door
for many more.
On a motion by Council
man Ed Hall the council de
elected to defer the matter to
the "executive committee"
for further sludy.
Report Good Results
Clatsop county reported
good results with the pro
gram. Two men refused to
work on the project. One had
four children to support and
the other eight children. The
first went back to work after
being threatened with deser
tion charges and the other is
being given mental tests to
see if he can be held respon
sible for his actions, it was
reported.
"Even in a county where
there is a small work pro
gram as ours, it is obvious
that the program is expen
sive to administer," the com-
mission stated. "However, we
feel it would pay in the long
run. It saves money in pre
venting dependency.
The Yamhill county com
mission voted to end the work
program as of March 31. It
will be reactivated Nov. 1 de
pending on the weather and
number of applications. Only
44 employable men were on
the general assistance rolls
for April and were so wide
ly scattered throughout the
county transportation costs
would have been prohibitive,
the commission said.
Diicontinue Program

March 24 when many farmers
needed farm labor. The Dal
las Chamber of Commerce
and Polk County Taxpayers'
League want it continued in
the winter. !
The agreement for a work
relief program has been sign
ed in Hood River. However,
the program won't start un
til October or November, the
commission there reported.
Harney county plans to
start its program this fall.

Rhodes was convicted by
an Army court martial at Fort
McNair here Feb. 21, 1958.
He drew five years at hard
labor, a ; dishonorable dis
charge and forfeiture of all
pay and allowances.
The last address on Rhodes'
record is Eatontown, N.J.,
where his wife was working
at the time of the trial.
The Involvement of the me
chanic came to light when he
testified at the New York
espionage trial of a Soviet
spy, Col. Rudolf Ivanovich
Abel, In 1957. The McNair
court martial followed.

day in pace with the original

waited to testify again as the
defense called back John Pat
rick Cody for the fifth day
of searching cross-examination
today.
Important Difference
The prosecution had reach
ed about the same point in
presenting its case in six
weeks during the first trial,
but with one important dif
ference:
The attorneys . in the re
trial of the couple accused of
killing Finch s wife for love
and money have subjected
prosecution witness Cody to
a closer than ever cross-examination.
Cody's testimony has been
incriminating to the defense.
He claims Finch, 43, and red-
haired Carole, 23, paid him
$1,400 to kill Mrs. Finch, but
that he backed out of the
deal. The state charges the
couple then comitted the
slaying July 18, 1959.
.The result of the tough
cross-examination of Cody has
led to heated exchanges be
tween Finch's attorney, Grant
Cooper, and chief prosecutor
Clifford Crail.
Fireworks Explode
When Cooper again Thurs
day accused Cody of making
deal'' with authorities to
gain leniency, fireworks be
tween the attorneys explod
ed. But they later made up
with smiles.
"Some deal was made with
Mr. Cody," said Cooper. "We
predicted he'd go free right
after the first trial (March
12). But we were wrong by
17 days."
Cody was under a jail sen
tence during the first trial,
but was paroled March 29
from a Minnesota jail. He
presently faces another
charge of forgery in Minne
sota. "Now let me tell you some
thing," said Crail, rising to
his feet.
They argued heatedly until
a brief recess was called.
When court resumed, both
men apologized.

Section l. Whereas the City of
Medford did heretofore cause to
be constructed and laid a water

Avenue to Roberts Road and the
cost of said water main has not
been paid and the Council is of
the opinion that said water main
may be used by the property
fronting on said street wherein
said water main has been laid as
a jateral water main without ma
terlally interfering with the use
thereof for the purpose for which
it was originally laid, and;
WHEREAS the Council did. after
said water main was laid, declare,
by resolution, ita intention to
