The Office of Civil and De
fense Mobilization, in cooper
ation with a national advisory
council, has developed a spe
cial rural civil defense pro
gram and is working through
OCDM's eight regional head
quarters and state and county
civil defense offices tonake
the protective benefits of the
program available to every
rural family in America.
The two main objectives of
the program are to inform
rural families about the
threat of radioactive fallout
and the defenses against it,
and to induce them to prepare
family fallout shelters and
to induce them to prepare
tr take measures to protect
their livestock.
It gives rural communities
an opportunity to understand
their civil defense needs, re
sponsibilities and capabilities,
and to support their county
civil defense program.
Recommend To Members
The major national farm or-
ganizations support this pro
gram and recommend to mem
bers of local groups that they
ncorporate it in their activ
ities. The American Associa
tion of Land-Grant Colleges
and State Universities has en
dorsed the program and their
extension services are active
ly aiding in implementing it.
The National Association of
State and Territorial Civil De-
der to plan and prepare ade
quate protection against radio
active fallout - for , them
selves, their livestock and
their farms. ,
Under national civil de
fense planning, each family
must be able to take care of
itself in an emergency. Its
mission is to survive, recover
and resume production of food
or whatever contribution it
makes to the national effort.

a month Estacio A. Carrasco,
37, could not make up his
mind whether lo kill him
self or not.
He wrote a note lo his wife
Esther recounting his drink
ing and domestic problems.
The note had been folded and
refolded again and again.
He changed his mind again
jusl after he jumped off the
San Mateo - Haywajd bridge
into the chilly waters of San
Francisco Bay.
Fortunately for Carrasco,
it was not too late. He leap
ed the 10 feet off the bridge-
and landed in two feel of wa
ter. !
He then began shouting that
he wanted to live. A passing
motorist and a loll laker
hoisted him back onto the
