Wall Street -
Observes Margin
Requirement Cut
By ELMER C. WALZER
UPI Financial Editor
New York -UPD The stock
market vaulted today as Wall
Street celebrated the cut in
margin requirement from 00
lo 70 per cent.
The margin cut in effect
means that stock buyer must
put up only 70 cent in cash
for every $1 of securities pur
chased and can borrow the
rest from a broker or banker.
The majority of issues scor
ed widely in the initial trad
ing in response to the news.
The action of the Federal
Reserve board was attributed
by observers to the cooling of
speculative fever among in
vestors in recent months. The
long-awaited margin cut is
viewed by many Wall Street
prophet as the "pep pill"
which for the moment at least
could prevent a further sharp
sclloff in stock price.
Keith Funston, president ot
the New York Stock
Ex-
change, said "It 1 to be hoped
that the Federal Reserve
Board will in the near future
see the merit in establishing
initial margins at a more nor
mal rate of 50 per cent."
Margin is the amount one
must pay down in buying
stock on credit. At a 70 per
cent margin, the down pay
ment is $70 on $100 of stock.
The remaining $30 can be bor
rowed, using the stock for col
lateral. At a SO per cent mar
gin, one puts up $50 on $100
pf stock, and borrows $50.
For a long time the stock
market has been slipping low
er and lower. Market experts
have held that the high mar
gin was a factor in the lack
of interest
There have been many oth
er reasons for the price de
cline, principal of which has
been a profits squeeze which
is being brought out in bold
relief in the corporation re
ports for the second quarter of
the year.
Also steel operations have
been much lower-not much
over half capacity-than the
experts had predicted they
would be. Construction has
sagged in the housing section,
a bulwark of the economy.
Auto sales haven't held to
the levels that had been hoped
for either.
However, the economy has
had other boosters to such ex
tent that gross national prod
uct, national income, and em
ployment have risen to rec
ord highs.
