Hearings Scheduled
By Interim Group
On Labor Practices
Salem - Residents of Ore-
eTon'i fourth congressional dis
trict will have an opportunity
to discuss their views on un
fair labor practices and work
men's compensation with an
Interim committee of the state
legislature at Bend and Eu
gene early next month, ac
cording to the committee.
Chairman Harry Boivin,
Klamath Falls, of the legis
lative interim committee on
labor -management relations
announced that the group will
hold hearing at Bend Aug. 8
and Eugene, Aug. 9 and 10.
All of the meetings will begin
at 9:30 a.m. in the Marion
county courthouse. The public
Is invited to participate.
The hearings at Bend Aug,
and Eugene Aug 9 will cen
ter on IS sections of a sug
gested labor-management re
lations bill which the commit
tee has been analyzing for
10 weeks. Boivin said the
measure "... is not a com
mittee bill but is simply a
focal piece for discussion of
possible state legislation by
representatives of the public
and labor and management."
Section To Be Discussed
Sections to be discussed
deal with employer and em
ployee unfair labor practices
such as refusal to bargain
collectively and interference,
restraint and coercion. It is
patterned after federal legis
lation in the field, he noted.
The meeting Aug. 10 at Eu
gene will be conducted by a
subcommittee of his commit
tee, according to Boivin. The
subcommittee has been taking
testimony for several months
on possible workmen's com
pensation legislation, includ
ing a proposal to increase the
number of sources from which
employers could secure pay
ment of compensation.
The interim committee was
created by the 1959 legisla
ture following repeal of the
state's anti picketing act
Members were charged with
the duty of evaluating the
entire labor-management pic
ture in Oregon with a view
to recommending new bal
ancing legislation, if needed,
to the 1961 legislature. The
report to the 1961 session will
be completed by Oct. 15, ac
cording to Boivin.

B. Duncan of Medford.

Recreation Needs Under Study by Parks Division

study of Oregon's state park
and non-city outdoor recre
ation requirements Is under
way by the state parks and
recreation division, according
to W. C. Williams, state chief
highway engineer.
The study is being under
taken with the aid of a $19,000
allotment authorized by the
state hljtbway commission at
its July 7 meeting in Salem,
Need for the study to pro
vide data to guide the parks
and recreation division in
planning and acquisition of
parks has long been known,
Williams said In announcing
tho study. The state highway
commission and the parks ad
vlsory committee reached
final agreement on tho pro
cedures and objectives of the
study at a Joint meeting of
tho two groups In Portland in
June.
In authorizing the $15,000
to start the study, tha high
way commission stressed the

muster plan for Oregon's out
d o o r recreation, Williams
pointed out. Tho resulting
plan will provide tho basis
for formulating tho state's
park and recreation policies.
