the stepped-up schedule that
the Navy promised the De
fense department In late 1057
when the first Sputnik launch
ing fetched a lot of U.S. mili
tary programs from the back
to the front burner. That Is
to say, the first two Polaris
subs will be at sea with mis
siles by the end of 1000 in
stead of 1003.
That explains the reaction
of Adm. Arlclgh A. Burke,
chief of naval operations, to
criticism from New York Gov.
Nelson A. Rockefeller.
"My goodness!" was the ad
miral's unsnlty, un-sailor-llke
comment when told the New
Yorker had charged there
was no Polaris sub operation
al yet and that there would
be only two by 1001.
"That's three years ahead of
the original schedule, which I
think Is pretty good," Burke
said.
What Rockefeller was try
ing to highlight was that talk
about advanced weapons, In
cluding the Polaris, often
gives the Impression they are
ready long before they really
are. , .
For years the Navy has
talked of the Polaris-submar-Ino
combination with unre
served enthusiasm and, it
sometimes seemed, extrava
gance. Cynics might have
been moved to ask whether
any other deterrent was need
ed once the Polaris went to
sea.
Two Breakthroughs
With pardonable pride, Rear
Adm. William F. Raborn,
chief of the Polaris program,
said after the July 20 launch
ing that with Polaris subs
"we will have more assured
power in our hands than with
any weapon system in the last
20 years."
That seemed to sweep aside
the mighty U.S. Strategic Air
Command with its 2,000
bombers and its intercontin
ental ballistic missiles.
It is doubtful if Raborn in
tended that Interpretation but
it is certain that he and all
other Navy chiefs will con
tinue to resist a proposnl to
put the Polaris under a new
U.S. Strategic Command
along with the Air Force's
missiles and bombers.
The Polaris project was
originated after the Navy di
vorced itself in 1036 from an
unfortunate marriage with
the Army. The two services
had been instructed to devise
a seaborne version of the
Army's Jupiter missile. ' The
big, liquid fueled Jupiter
would havo been limited to
tour missiles to a sub and
would have posed extreme
difficulties in handling its
liquid propellents.
In 1056, the Navy recalls,
there were two breakthroughs
which permitted development
of the Polaris. The United
States had learned how to put
hydrogen bombs In small
packages nnd to make easy-to-handlc
solid rocket fuels.

10 days.
Lack of demand rather than
liquidation brought prices
down steadily to levels where
some Wall Street experts felt
the list was entitled at least
to a technical recovery.
None looks for a runaway
advance although the predic
tions of a recovery after some
recent declines have been
quite wrong. The general feel
lug is that from here on the
markt may have a consider
able period of narrow move
ment with trading dull.
Many Cauaes Cited
Many reasons are advanced
for the erosion of prices, an
erosion which has brought out
the usual belief that the de
cline hos been overdone.
The foreign situation is rat
ed as a big factor, but of more
importance, according to the
experts, has been an erosion
of proflts-a profits squeeze re
flected in many reduced cor
porate earnings reports for
the second quarter.
Added to these are an ex
cess capacity for industry re
sulting in heavy supplies of
goods which in turn presses
down prices; excess invento
ries which preclude new buy
ing as supplies are worked off,
and competition from the
bond market which, aided by
easier money. Is attracting in
vestors. Big stock traders such as
mutual funds and pension
funds were said to be out of
the market, except for some
switching operations. This
helped bring dullness.
Lack Incentive
A 10-day decline for the In
dustrials is the longest one
this year. Utilities fell in eight
out of the 10 past sessions,
and rails In nine of them. The
worst previous industrial loss
was in seven sessions from
Feb. 20 to Mar. 8 when this
group fell 32.90 points to a
new low since Feb. 19, 1959
at 590.10, a low that has not
been broken.
Business news failed to pro
vide incentive to new buying,
although most of the statistics
showed gains and were sharp
ly higher than a year ago
when a giant steel strike
brought down many lines.
Steel operations rose to
54.6 per ce nt of rated capaci
ty from 51.8 per cemvthe
week before and 42.2 per cent
in the recent holiday week.
Coal output rose sharply
after the miners returned
from vacations. Car loadings
rose but comparisons with last
year were distorted by the
steel strike. Electricity output
gained and retail trade held
Its own. Auto output rose on
the week but was under last
year.
The market Ignored such
favorable Items as a rise In
the annual rate of personal in
come to more than $400 bil
lion for June; higher farm in
come; record high cash divi
dends for June and the first
six months; a formal action to
merge Great Northern and
Northern Pacific railroads.
Earnings Down
More attention was paid to
lower earnings reports by Du
Pont, General Electric, RCA,
and Johns ManviUe and divi
dend cuts by Sinclair and
Louisville and Nashville.
Few stocks were spared In
the decline, Defense Issues
were the best performers and
even these at times met sell
ing. Blue chips were hard hit
and so werf some of the re
cent glamor issues.
The Dow-Jones Industrial
average closed the week at
609.87, a new low since May
12, off 20.37 points from the
previous week, and off 37.04
points In the past two weeks.
Tho rails closod at 135.84, a
new low since Sept. IS, 105B,
year and should introduce
them Into the fleet sometime
noxt year. They are the Theo
dore Roosevolt, Robert K. Lee,
and Abraham Lincoln.
Four much larger Polaris
subs, displacing 6,900 tons
compared with 5,600 for earl
ier versions, are under con
struction. The Navy has been author
ized lo order five additional
subs in tho fiscal year that
started July 1 nnd to place
some components of seven
more on order. The totnl pro
gram now stands, thorefore,
at 21 missile submarines.
When the full, planned 45
have been built, the United
States will have an invest
ment of $8,645,000,000 in the
entire program.
