Portland For
Pollution Problem
Salem-flJPll-Gov. Mark Hat
field told his Advisory Com
mittee on Natural Resources
Tuesday that leadership of the
city of Portland in solving its
river polution problems has
left much to be desired.
The committee by unani
mous vote passed a resolution
strongly urging "the citizens
and community leaders of
Portland to recognize the
problem of stream pollution
caused by their city . .' ."
Endangers Arta
The .- resolution said dis
charges of untreated sewage
from Portland are endanger
ing recreational use of parts
of the lower Columbia river.
The committee recommend
ed that Portland "promptly
adopt a fiscal program ade
quate not only to prevent cur
rent pollution of the Wiila-
mette and"Columbta rivers
but one which will provide
enough money to "stay
abreast of future pollution
control problems that will de
velop with increases in popu
lation and industrial expen
sion." Sent To Portland
The resolution was sent to
the Portland city council and
others. .
The State Sanitary Author
ity instituted abatement pro
ceedings against Portland on
March 2, 1959. The city then
filed a demurrer case.
Delegates Get
Requests Not
To Back Nixon
Salem-OJPD - Ssecretary of
State Howell Appling Jr. said
Tuesday that Oregon dele
gates to the Republican Na
tional Convention have been
"almost deluged" with letters
urging a vote for someone oth
er than Vice President Rich
ard Nixon for the GOP presi
dential nomination.
Appling, himself a delegate,
said supporters of Sens. Barry
Goldwater (R-Ariz.) "seems to
be the most active" with some
letters urging a vote for New
York Gov. Nelson Rockefel
ler. The Oregon delegation is
bound to Nixon, winner of
the May 20 Oregon primary.
"It should be emphasized,"
Appling said, "that under
Oregon law such pressure on
the delegation can have no
practical effect, at least until
after the first two ballots."

nation-wide Citizens for Ken
nedy organization was
launched today to try to
list Republican and independ
ent support for Democratic
presidential candidate John F
Kennedy
Byron (Whizzer) While, Den
ver lawyer and former AU
Amcrican football star, was
named national chairman of
the group, which will include
volunteer organizations in
all SO states.
Creation of Crtlzcns for
Kennedy was announced
the candidate's vacation head
quarters in Hyannis, Mass., by
Pierre Salinger, Kennedy's
press secretary.
Campaign Schedule
The announcement was
made as Kennedy called in
some of his top political stra
tegists to plan a campaign
timetable.
The citizens group was re
miniscent of a similar volun
teer organization which was
established in 1952 to help
win President Eisenhower in
dependent and Democratic
support.
Salinger said the Citizens
for Kennedy would operate
on its own apart from regular
party organizations, but still
in . cooperation with the
regulars.
Kennedy s meeting with
campaign advisers stepped up
the pace of activity at the
Massachusetts senator's Cape
Cod vacation home where he
has been resting since Sunday
night. He will be here at least
through next week for a se
ries of pre-campaign strategy
meetings.
Goes Boating
The 43-year-old nominee
read, napped and relaxed at
his fence-enclosed residence
Tuesday. He also spent more
than two hours boating on
Nantucket Sound with his
wife, Jacqueline.
In arranging today s meet
ing discussion of his campaign
schedule, Kennedy added to
the participants two men with
reputations for shrewd politi
cal judgment.
One is John M. Bailey,
Democratic state chairman of
Connecticut and one of Ken
nedy's top vote-getting advis
ers. The other is James H.
Rowe, one-time aide to Presi
dent Franklin D. Roosevelt,
who rejoined Sen. Lyndon B.
Johnson's staff after a brief
time away to help in Sen. Hu
bert H. Humphrey's primary
fight against Kennedy.
Officials Complete
Fire Investigation
Investigations were com
pleted late last week by local
and state fire officials of a
fire July 8 which extensively
damaged the Dumas Domestic
Laundry and Dry Cleaners, 30
North Riverside ave., Med
ford. Medford Fire Marshal Tru
man Nelson said the fire,
which caused some $150,000
to $200,000 worth of damage,
has "definite characteristics"
of starting from greasy res
taurant rags stored in the re
ceiving room awaiting pro
cessing. He said they were of
the burlap type used in most
restaurants for cleaning grills.
Nelson offered two possi
bilities - (1) spontaneous com
bustion resulting from the
stored rags; or (2) one or more
of the rags stored could have
been already ignited when re
ceived and smoldered until
early the day of the fire.
Explain Possibilities
In explaining these possi
bilities, the marshal noted
that at various times the rags
have been known to partially
Ignite while in use on the
grills. They are capable of
smoldering from 3 to 5 hours,
Nelson added.
Joe Gault, deputy state fire
marshal, Salem, pointed out
that about 12 pickups were
made that day from restau
rants in the Medford area plus
one client in the Prospect
area. After interviewing sev
eral of the truck drivers, it
was evident that one bin hold
ing the rags was "loaded,"

Enrollment Increase to
Boost State School Costs
Salem - OIPD - An expected
eight per cent increase in
public school enrollment in
Oregon plus increases in the
salary level of teachers and
continued inflationary factors
will force a minimum increase
in state school costs of $30
million by 1966-67.
This report was delivered
Tuesday to the Legislative In
terim Committee on Taxation
by Thomas Rigby, Salem, ex
ecutive secretary of the com
mittee.
Rigby said although it ap-
while another had "quite a
few."
Causing the problem are
the cooking oils used, fire
officials noted.
Operations Near Normal
Al Dumas, president of the
corporation, reported recently
that operations were "near
normal" with all services
being carried out on schedule.
He noted tht pick-up and de
livery service was also being
used, and the general opera
tion of the plant was "good".
He added that they were
using the laundry facilities of
the Crystal White Laundry,
Medford, and the Grants Pass
and the French laundries,
Grants Pass, during the night.
Dry cleaning is being done
as usual at the Dumas plant.
He reported that many
claims for lost consumer mer
chandise have already been
filed and other persons who
lost laundry in the fire should
come into the laundry office
as soon as possible. He em
phasized that all of the cus
tomers' work was insured and
payment would be made
quickly.
They plan to rebuild as soon
as an insurance settlement can
be reached, he said.
Augusta, Maine -WPIi- The
first family to drive through
Augusta this summer en route
from Portland, Ore. to Port
land, Maine signed the guest
book Tuesday at the state cap
itol. Mr. and Mrs. C. W. Cren
shaw said they had been on
the road for more than two
weeks.
DIAL SP 2-6165 FOR PICKUP AND DELIVERY SERVICE
The Dumas family, and their employees, thank
p.rrr -
pears that the big Jump in
school enrollment Is about
over, the eight per cent in
crease will result from the
number of children already
born who will require public
education through the next
seven years.
Salaries Increase
He said the education com
mittee is assuming that teach
ers' salaries will increase on
an average of about $200-$250
a year.
If the state is to continue to
furnish slightly more than
one-third of current school
operating expenses, an $85
million state appropriation
will be needed in 1966-67,
Rigby said.
He said the most difficult
problem the education com
mittee faces is deciding upon
a new formula for distributing
state aid to schools. At pres
ent this is done on the basis
of $105 per census child.
