The Devil Theory
A few days ago Walter Lippmann made ref
rence to the "devil theory" the idea that, when
something goes wrong, some specific group or
individual is diabolically behind it.
In the early days of the Massachusetts col
ony, particularly in Salem, all the ills of the time
were blamed on witches and their master, the
Devil.
Since that time the guilty label has been
pasted on a wide variety of scape-goats, with
varying degrees of logic.

wrong, from military reverses (logical) to blight

blamed, too, for everything that goes wrong.

No thought is required ; no probing for the truth,
for probable causes, for the real reasons.

But it is dangerous,
REAL reasons why things sometimes go awry.
and when the REAL reasons are unknown or ig
nored, it is difficult' if not impossible to find
the needed solutions.
Gettiner at the truth of a comrilex situation
is never easy, and sometimes is well-nigh impos
sible. That is why some people throw up their
hands and blame the whole thing on some real
or imagined enemy.

core group of communists."
Now there is undoubtedly some truth in this.
But is it the whole truth?
The same "small, hard-core group of com
munists" has, for years, been trying to spark riots
and demonstrations in .Tannn Rut. nevpr hpfnrp
and not since have they
on that one occasion when the President s im
pending visit dramatized the presence of U. S.
bases in Japan, the U-2 incident, the summit fail
ure, and prevailing unrest.
IN other words, the "devil" was present all right.
But he could not have succeeded alone, and
without a combination of other circumstances
to create the unfortunate situation which faced
the American President.
Similarly, it is easy to blame the current un
happy state of affairs in Cuba exclusively on
the communists. Again, there is no doubt but
what the communists are doing all they can to
capitalize on the situation, and probably to take
over completely.
But this devir theory of what is happening in
Cuba ignores the very real feeling of resentment
at Batista's many years of dictatorship, as well
as against the "Colossus of the North.
Things are seldom as simple as they seem.
And when someone tries to blame something on
the fellow next door, or "city hall," or the com
munists or Jews or Catholics, watch out. He's
really blaming the "devil," and chances are he
doesn't want, or can't get at, the complex truth.

Kennedy s Speech
Whether or not one agrees with its message,
it is difficult to dismiss Tightly the nomination
acceptance speech of Sen. John F. Kennedy in
Los Angeles last Friday night.
After all the dreary oratory, his talk was
fresh and bright. After thousands of words of
generalities, his was specific or as specific as

his talk was refreshing in

THIS is a young man who knows just where
he wants to go. and how he nlans to get there.
and wnat he's going to do when he arrives.

ity; tight organizational ability with a skill at
public appeal ; a philosophical base of operations
with a well-plotted path and a firmly-defined
goal.
It remains to be seen

point there, and a good one,

others on the subject. There
are so many people in Amer
ica that cannot afford to go

own steam I would like it if
there was a fund provided
whereby I could travel re
laxed.
Now if Mr. Young will beat

Cougars
To the Editor: There was
a uolrl miner of French de
cent that did considerable
tunnel work on old Fielder
mountain during 1913. The
old hard rock miner was
"stnne deaf" and his compan
ion was a rather small part
blood-hound watchdog mat
nuite often chased a cougar
up a tree along the trail on
their hike home every week
end. The old timer never car
ried "a shooting iron" so far
as ever was known, wny nou
It probably never occurred to
him as a safety measure.
A cougar bounty in those
days amounted to something
less than is paid by the stale
at present, also each county
paid a share of the bounty. We
chanced to see a cougar's
hlrle.awav den in a cliff of
rocks overlooking the Big Ap
plegate river around that
same year. The old mountain
men told me at that time that
all the cougars have a certain
place where they used the
same crossing of the river. In
nil of mv launts in the Kogue
river mountains for 15 years,
I only heard the scream of a
cougar once, and seemed line
ail the covotes for miles
around followed suit In howl-

shall never forget the chorus.

tution does not mention the

conventions. Washington and
old John Adams got in with
out the intervention of parti
san groups. These conventions

To the Editor: The M.T.'s
position toward the religious
issue in the candidacy of Sen
ator John F. Kennedy for
president has once again been
made clear by the editorial
note appended to Mr. Bailey's
correspondence. Since the
editor feels the Important
consideration is Senator Ken
nedy's affirmation that he Is
free from any ecclesiastical
pressures which might In
fluence his official actions, I
would like to focus attention
upon this affirmation in the
light of his past record.
Let me cite one example. In
the fall of 1950, in Philadel
phia, a banquet was held to
conclude the financial cam
paign for the erecllon of a
chapel honoring the four
chaplains (of three faiths) who
went down with their ship,
giving their life preservers
that four other men might
live. The toastmaster for the
banquet was former Supreme
Court Justice Owen J. Rob
erts; the spncinl speakers were

The first thing one notices,
provided one is not wearing
nose plugs, is the faint rural
aroma that pervades the re
gion where the Hepublicun
convention hall Is located. 1

cause I almost fainted the first
time I Inhaled it.
I suppose Hint Agriculture
Sccrctnry Ezra T. Benson will
feel right at home when the
GOP convention sessions be
gin next week ut the Stock
yard Amphitheater. But for
the rest of us, it will tnke
some getting used to.
Therefore, the first com
parison 1 drew was between
the smog that smirched the
Democratic air In Los Ange
les and the fertilizer frag
rance that awaits the Repub
licans here.

I would call it a toss-up,
the choice depending on whe
ther one would rnther hnve
inflammation of the eye or
neuritis of the nostril. As for
me, I'm only glad they don't
happen simultaneously.
On the second page of my
sketch book, I drew a com
parison between the Chicago
and Los Angeles traffic Jams,
using as a model the elapsed
time between the cities and
their airports.
It took something over
three hours to get from the
west coast to Chicago's O'liare
airport, and then it took
whelmed by my disappoint
ment, I reminded Mr. Ken
nedy that the banquet was a
civic occasion, that all the
faiths were participating, and
that we were meeting not in a
Protestant church, but on neu
tral ground in a hotel. The
congressman replied that he
understood all this and that
he had done everything he
could to change the cardinal's
position. His speech was pre
pared, he said, and he would
gladly forward It to me, but
as a loyal son of the Churcn,
he had no alternative but not
to come."
In spite of Senator Ken
nedy's denials, the undeniable
fact is that authority over an
individual remains implicit In
the Roman Catholic Church,
and at lenst once this authori
ty has been exercised over
John F. Kennedy while he
held a high public office,
I will not support and will
urge others not to support, for
the office In which one indi
vidual controls one third of
the U. S, Government, a man
who has In the past and may
in the future so yield to the

The Senate of the United
States has now become the
place where presidential can
didates nre bred. This is be
cause Senators deal directly
with the great natlonnl and
International problems that
cannot come under a gov
ernor's control.
LOOK at the proof. The man
shortly to be nominated
by the Republicans for Presi
dent, Vice-President Richard
Nixon, never served In any
governor's mansion. He open
hls career by being elected to
the House of Representatives
Ho went from there to the
Senate and from there to the
vice-presidency.
The Democratic president
ial nominee, Sen. John F
Kenedy, also started his pub
lic life in the House In the
snme year, 104B, which sent
Nixon there. Kennedy, too,
went from the House to the
Senate. His running mate,
Senator Lyndon B. Johnson,
Is nlso nn old House man who
later beenme a Senate man
nnd the powerful Democratic
Senate leader.
The governors can still help
make presidential candidates,
us they did with Kennedy In
the Democratic convention.
But they no longer are them
selves really "avnllnblc for
this top nomlnntlon. The
world hns chnnged and this
country has changed.

really nominated Kennedy

60s, and so are most of the

So the theory that this Is
