Republicans Ready

Instead of drafting a Re

Clarification of
Labor Regulation
Asked by Benson
Washington - (UPD - Agricul
ture Secretary Ezra T. Ben
son charged today that recent
interpretations of a labor de
partment ' regulation dealing
with labor disputes have been
unfair to farmers.
Benson asked Labor Secre
tary James P. Mitchell in a
letter made public today to
furnish quick clarification of
the regulation under which
federal-state employment serv
ice offices refuse to refer
workers to places where a la
bor dispute exists.
To Consider Welfare
Benson asked for a "specific
interpretation" of what con
stitutes a genuine labor dis
pute in agriculture. He told
Mitchell that the rule should
be drafted in a manner that
would give equal considera
tion to the welfare of farmers,
hired workers, and the public.
"It should be an accepted
principle that the interests of
farm operators are protected
equally with those of hired
workers," Benson said.
Recent Troubles
He added that some recent
farm troubles, especially in

California, have resulted from

which tho Interest of tho em

tected."
Mitchell has scheduled a
public hearing here Aug. 8 to
consider complaints by Cali
fornia farmers about the regu
lation and counter-arguments
by labor union spokesmen.

Saturday In Los Angeles that
the offer already had been

The press secretary also
left little, if any, doubt that
the President will not agree to
Kennedy's announced idea of
having former Illinois Gov.
Adlai Stevenson and Con
necticut Representative Ches
ter Bowles receive these
"briefings" for him.
Eisenhower plans, Hagerty
said, to offer briefings by a
"responsible official of the
Central Intelligence agency.
The President envisages brief.
ing on the basis he received
in 1952 and Stevenson tn
1956. These were "solo" deals,
with no aides present or act

Kennedy said in Hyannls
port, Mass., where he Is on
vacation, that he and John
son "will be happy to par
ticipate in any confidential
briefings the President or his
administrative officers may
suggest."
He made it clear that he
had named Stevenson and
Bowles as his liaison men
with the White House with
the knowledge that only he
and Johnson could personally
have access to the intelligence
briefing.
Kennedy said he and John
son wanted to take part in
the briefings and he empha
sized that "they desire to co
operate in every way during
this period with the President.
