Porter Sees No
Action on Oregon
Seashore Park

. Charles 0. Porter (D-Ore.) to
day said it had become plain
"that "we will not be able to
'' get any legislative action on
the proposed Oregon National
- Seashore during the 86th Con-
-grcss, even with the August
: session." He said he felt that
the establishment of national
seashore parks within the
United States had been bog
ged down by the failure of
the Department of the In
terior to report on individual
'park bills.
-.. "The House committee fa
vors individual action," Por
ter said. The Interior Depart
ment has reported favorably
on the Saylor bill which
names three proposed park
.areas. The department has
not yet reported on Porter's
amendments to the Saylor
. bill as it refers specifically to
the Oregon Dunes area.
In a comprehensive speech
-.appearing in the Congression
al Record of July 2,: Con
"gressman Porter discussed
the Oregon Dunes in perspec
tive and in detail. He placed
special emphasis on the rec
reational crisis facing the na
tion at the seashore and else
, where.

; , Using statistics to show the
..rapid use increase at public
parks and recreation areas,
Porter said population in
creases plus more time for
leisure assured even more use
of recreation facilities. In
Oregon, for example, a short
term estimate based on infor
mation available prior to the
I960 census projected more
than a one million increase
in population between 1960
and 1975,
- Porter cited figures in his
remarks to show the increase
in attendance at Corps of En
gineers, National Park Serv
ice, Forest Service and Bu
reau of Reclamation projects.
No increase was less than 85
per -cent in the period from
1950 to 1958. Out-of-state
. yearly travelers visiting Ore
gon in 1990 are expected to
have increased from the 2A
million of 1957 to VA million.
Congressman Porter be
lieves it will be possible to
resolve the legislative prob--lemi
early in 1961. He said
he would be conferring again
with . residents .in Ahe pro
posed park area which first
was suggested by the late
Sen. Richard L. Neuberger.
He added "through discussion
' I believe this legislation can
be written so that almost
everybody will support it,
- thereby helping assure for
Oregon a national -seashore
park of prime recreation and
economic value."
- In his remarks he listed
' amendments he had proposed,
not yet officially reported on
by the Interior Department,
which could iron out such
matters as the need for in-lieu-ot-tax
provisions, sand
dune stabilization and fair
property ownership provi-
- lions.
