ing the holiday period to use
a liberal amount of "horse
en.:e" when on the highways.
He cautioned that a happy
holiday can be turned into
lifelong tragedy if vacation
ers "forget the automobile

high-powered rifle and that
a small firecracker can be as
crippling as any disease."
The retired Marine gen
eral said if statistics hold true
400 persons will be killed in
auto accidents.

and all of it under a self-described
"benevolent a u t o c
racy" which will not tolerate
the Communist party in gov
ernment, or free general elec
tions either for that matter, is

Hong Kong's head men at this
lime.
Concerned With Present
"You must have faith in
the permanency of this West
ern city, which seems to exist
by sufferance of the Com
munist world," this correspon
dent suggested to a high po
litical source.

ment, neither is any other

The governmental system
of the crown colony can
hardly be described as demo
cratic, since there are no gen
eral elections, and individuals
can be and are held without
trial other than a periodic re
view by the government of
the charges against them.
Against this background,
the administrators point to the
fact that there is no civil strife
or unrest here comparable to
that in Japan, where the Al
lied occupation powers gave
the Communist party legal
status for' the first time in
the history of the empire.
The city remains a mecca
(or the discontented among
the millions in the surround
ing world of Communism.
Immigration has been dras
tically curtailed because of
overcrowded conditions here;
the water supply, for in
stance, is rationed to 10 hours
out of the 24. Still desperate
refugees continue to swim the ,
river, tramp across the hills
and arrive in numbers averag
ing 100 each day. I
