In the Days News

Pending in the congress in
these final hectic days of the
1960 political campaign year
session is a house bill to pro
vide SI. 300, 000.000 (a billion,
300 million dollars) to be
spent over a four-year period
exclusively for school CON
STRUCTION (no salaries to
be included) and allocated to
the states on the basis of each
state's school-age population
as determined by the 1960
Census.
That is to say:
r If the bill should become
law, the federal government
would chip in with the states
on s match-monev basis to
BUILD SCHOOLS." These fed
eral match-money appropria
tions are called Brants in nirl .
They track back in theory to
lS'.iG, when the federal
crments discovered it had a
28 million dollar SURPLUS,
with no pressing debts, and
solved the problem of what to
do with it by distributing it
to the then 24 states ,
AUT of this precedent grew
" a grants - in - aid program
that in 1059 cost about six
and a hall billion dollars. By
1961, it is expected to reach
a total of about 7.1 billions.
' It started with public land
gifts for endowment, support
and maintenance of land grant
colleges. The federal aid roads
act came along in 1916. Public
health grants in aid started in
1935. Among the more recent
grants in aid is that for what
is called urban renewal,
under which the federal gov
ernment contributes a part of
the cost of tearing down old
business and residential areas
in towns and cities and build
ing new ones in their place.
The bulk of the growth in
federal aid grants has come
since 1930, when the total
was only 107 million dollars.
By 1940, it had grown to 645
millions. By 1950 it had
reached a total of two and a
quarter BILLIONS. By 1959,
it had risen to six and a half
billions.
IET'S not say these things
J are necessarily bad.
They are not.
The point to keep in mind
Is that THEY DON'T COME
FOR FREE. The money that
pur kind old Uncle showers
down on his children in the
Itatcs doesn't grow on trees.
It doesn't fall as manna from
heaven.

as you are painfully aware if
you scan carefully each week
the DEDUCTIONS that are
taken out of your paycheck
for taxes - both federal and
state.

I 'HERE'S another curious
angle to it.
In this federal "gift" busi
ness, Oregon gets off pretty
well. For each dollar it re
ceives in federal aid grants it
pays back in the form of fed
eral taxes only 88 cents. It's
quite different in California
where each dollar of federal
aid COSTS $1.08.
According to Tax Founda
tion, Inc., grants in aid pay
ments to Oregon in 1959 came
to 36.2 million dollars and
Oregon's share of the tax bur
den resulting from these gifts
came to only 31.9 millions. In
the same fiscal year, Califor
nia got only S356.2 million?
in gifts and for these gifts
lind to pay back to Uncle
S384.9 millions in federal taxes.
