AFL-CIO To Veto
Support for Foes
01 Medical Care
Washlngton-niTll-The AFL
CIO will veto political lup
port for any congressional
candidate who does not en
dorse a labor-backed proposal
to provide medical care for
the aged.
This position is being spel
led out by the No. 2 man in
the AFL-CIO Secretary
Treasurer William F. Schnit
zler in a series of speeches.
The AFL-CIO is pushing for
enactment of a bill, originally
introduced by Rep. Aime For
and (D-R.I.), which would pro
vide free medical benefits for
persons over 65 by raising
Social Security payroll taxes
on nearly all workers.
'Compulsory' Program
President Eisenhower has
called the Forand approach a I
"compulsory program that
would lower standards of
medical care. The House is
in the process of approving a
substitute bill to help the
states provide a limited
amount of medical care but
the AFL-CIO calls this pro
posal an inadequate handout.
"Any candidate for Con
gress who refuses to endorse

MISSILE LAUNCHER The armament division of Universal
Match Co. of St. Louis has released this photo of the new
ASROC missile launcher. Although all of the eight cells
rotate as a unit, each can be independently fired and each
at its required elevation. (UPI Telcphoto)
for those over 65 is manifest
ly unworthy of the support of
American workers," Schnit
zler declared.
Anyone who balks at sup
porting this kind of program
"identifies himself as a re
actionary who would oppose
virtually the entire progres
sive program of the trade un
ion movement," he added.
Schnltzler called It a "clear
cut and conclusive" test for
determing labor support.
Foreign Poilcy in
'Shocking Disarray1,
Mansfield Asserts
Washington-tVPD - Senate
Democratic Whip Mike Mans
field charged today that the
Eisenhower administration's
operation of foreign policy
and defense Is in "shocking
disarray which "at best bord'
ers on national disgrace and,
at worst, courts national dis
aster." The Montana Democrat, rec
ognized as a foreign affairs
expert, said in a stinging
speech prepared for Senate
delivery that the American
people should ask themselves
immediately "who runs this
administration in the vital
matters of foreign policy and
defense?"
Plan Incident Cited
He cited the U2 spy plane
incident which preceded the
wrecked summit and other
recent diplomatic develop
ments under Eisenhower policies.
And in a swipe at Vice
President Richard M. Nixon's
diplomatic efforts, Mansfield
proposed that the duties of
vice presidents be limited to
presiding over the Senate and
to ceremonial function assign
ed by the President with the
Senate s approval.

In a 31-page speech, Mans
field also proposed that the
U.S. ambassador to Moscow
seek meetings with the Soviet
Foreign Office and ambas
sadors of nations "on the
periphery of the Soviet Un
ion" regarding the Soviet mil
itary threat to attack with
rockets any bases from which
U.S. planes may penetrate the
Soviet Union.
No Direct Control
Mansfield said the Senate
foreign relatoins committee's
recent inquiry into the U2
incident shows "that not a
single member of the cabinet
nor the President exercised
any direct control whatsover
over the ill-fated U2 flight at
the critical moment at which
it was launched."
He blamed the U2 flight for
most of the nation's diplo
matic difficulties which have
followed. Mansfield said "this
particular flight owes its orig
in more to bureaucratic iner
tia, lack of coordination and
control and insensitivity to its
potential cost than it does to
any conscious decision of political-responsible
leadership."

Social Tipplers
Dislike Whiskey
New York-IUPD-Most social
drinkers do not like the taste
of whisky but sip it anyway
to go along with the crowd,
according to a survey of par
ticipants in the cocktail hour.
Dr. Frederic Damrau of
New York and researcher
Emma Liddy, in "A Psycho
logical Study of Moderate
Social Drinkers" said that
they found as little as two
ounces of whisky often caus
ed a mild hangover.
Along with the hangover,
they found morning-after side
effects including halitosis,
gastric irritation, headache,
dizziness and fatigue.
The researchers said that
persons tested reacted more
favorably to vodka, because
it has very little taste. Some
even said there was no morning-after
hangover after an
evening of sipping vodka.
The results of their study
were published in "Experi
mental Medicine and Surgery."
