Something Should Be Done
About Programs, Says Writer

Tel-e-vi-sion: the transmis
sion or reproduction of a view
or scene, especially a person
or object in motion, by any
device which converts light
rays into electric waves and
reconverts these into visible
light rays. That's now Web
ster defines it.
Depending on their points
of view, many people have
devised their own definitions
of the medium. Some con
demn it as a "monster," and
others hail it as a "miracle."
Since last October, this ubi
quitous and omnipresent me
dium has been under an in
tensified barrage of verbal
fire. Parents, teachers, police
officials, ministers, people
from all walks of life, geog
raphically scattered from
Maine to California, have
joined their voices in a united
protest against television pro
gramming; and a deafening
roar for action has ensued
Contributing Factor
What factor or combination
of factors has spurred the cur
rent demand for program in
vestigation and improvement?
Revelation of the quiz scan
dals is the most apparent con
tributing factor. Further delv
ing into the problem reveals
that people, especially parents
and others who work with
young people, have expressed
concern about TV program
ming since the advent of the
medium a decade ago. Con
tent of programs have been
most consistently condemned.
Various viewer groups have
been organized through the
years to tally the amount of
murder and mayhem on pro
grams televised in a given
area over a certain period of
time, and programs with con
tent tagged "objectionable"
have been on the increase dur
ing the last few years.
Protest has been registered
because many of these shows
are offered specifically as
children's programs, and those
that aren't are commonly tele
vised during children's view
ing hours.
All Have Program Part
Agitation for improvement
has been to little avail in the
past for several reasons. One
is that the responsibility for
deciding on programs cannot
be pinned down definitely to
the network, station, or adver
tiser, although all have a part
to play.
Another stumbling block Is
that a tremendous quantity of
material must be televised
each year, and quality is sacri
ficed to satisfy TV's voracious
appetite.
Difference In time on coast-to-coast
hookups has been one
of the primary difficulties in
televising network programs
for children.
Prompted by the revelation
of the quiz scandals and 'ik
ing into consideration '" ose
knotty problems, authorities
in the iidustry have again
tackled the question of poor
programming and come up
with several plans of improve
ment. Some say that more
stringent authority should be
vested in the federal com
munications commission,
while others contend that the
industry should be allowed to
conduct Its own house-cleaning
with no "censorship" by
the government.

and that the FCC has never

because it wants to avoid ac
cusations of censorship. This
passive attitude is definitely
not one to promote efforts at
at cleaning up TV's ills; in
fact, it acts as a wet blanket
on all attempts at improve
ment.
How can worthwhile im
provements be effected? Ac
tion must be taken on three
fronts: by the FCC, In the in
dustry, and in the home.
First of all, the federal
communications com mission
must realize that it must take
a positive attitude toward the
curing of TVs ills. Judging
from past behavior, an entire
ly new FCC staff could ful
fill the duties of commission
ers better than the present
members.
Holds Substantial Authority
Because the FCC already
has substantial authority
granted it by the Communica
tions Act of 1934, very little
new legislation is necessary.
It is only essential that Con
gress give the commission the
authority to suspend station
licenses and employees make
public any private interests
that could be aided by the
programming of the station
with which they are associated.
Bolstered by new members,
armed with a positive altitude
toward the problems of the
TV Industry, and aided by a
minimum of government legis
lation, the FCC should then
proceed to effect some much
needed changes. For one
thing, it should give more
time and consideration to the
license renewal proceedings
held every three years and
should require that stations
give much more comprehen
sive explanations of program
ming during these proceed
ings. In order to give viewers
an opportunity to express
their opinions on a station's
programming, hearings should
be held in the area where the
station involved is located.
Prior to the hearings, suffic
ient publicity should be given
them in order to be sure that
all interested people can plan
to attend and offer construc
tive criticism.
Diversified Schedule
Within the industry Itself,
a more diversified program
schedule which would move
the so-called "cultural" or
"education" programs from
undesirable hours to the
much - sought - after evening
hours, thereby giving viewers
a much better opportunity to
watch these programs, should
be established. In taking this
action, both stations and net
works should set up a policy
prohibiting the telecasting of
programs featuring crime and
violence until after 9 p.m., by
which time most children
have gone to bed. The prob
lem of coast-to-coast time dif
ferences faced by network
programs has already been
somewhat alleviated by the
use of videotapes and kine
scopes, and their use would
aid in making suitable offer
ings available at desirable
times all over the nation.
Although the FCC cannot

gram content because of the
restrictions imposed by tne

demand. Individual viewers
should take it upon them
selves to put their complaints
in writing and mall tnem to
local stations, networks, ad
vertisers, and the FCC. Pub

tained from television and
thereby convert the potential
TV "monster" into a veritable
"miracle."

strike against major studios

Negotiators settled the
strike last week, but the new
contract had to be ratified by
membership vote Sunday
night.
Guild spokesmen said the
most important gain in the
new six-year agreement was
a clause whereby writers will
share in profits from their
works as do playwrights.
